Our building official is aware of the balcony raining and conducted an inspection. I was not part of that inspection.
I am not aware of a scheduled inspection set for today, 2/26/25.
In addition, a code case has been opened and to my knowledge property management is working towards correcting the balcony railing.

Any update from your co-worker regarding the property across from ours? My son spoke to the owner at the other property where the patio fence is being completely replaced. He was informed that the responsibility of the patio fencing is in fact the condo owner. The
HOA/Associa didn’t replace any of their fencing, so the pretext that Adam, the property manager’s statement is misleading. The board has been so slow to act and Sandra Blair has been silent despite getting multiple emails from the city, county, and other concerned
individuals. This brings into question Adam’s email from Sandra Blair, saying that the HOA/Associa will accept responsibility and do the repairs. He is trying to stall from taking out the permits necessary to the build a new fence. I have a copy of the CCR’s which places the
owner as responsible. Furthermore, I contacted a former Allegro board member, who stated that the upstairs patio is the responsibility of the condo’s owner.
In retaliation, Adam has filed an eviction lawsuit against our family for getting various government agencies involved. Our family has been overly patient for five years waiting for repairs. Repairs have always been neglected or very slow to be only semi-addressed. Even now,
things are moving slowly, but at least there is some inkling of urgency thanks to you. Our family really appreciates your continued support.
The property owner is not Adam Freilich. He is just the unofficial property manager, per his mother, Sharon Freilich. Adam has stated that the city of Diamond Bar has been, and continues to be, very slow in replying to his emails and returning his phone calls. On 2/19/25,
our family spoke with Sandi Jimenez and Esmeralda Magallanes at City Hall. Information was shared that Adam has not responded to the city requiring his signature and to pay fees for permits he requested. Sandi, permit technician said that, her 1/30/25 email and phone call
to Adam had gone unanswered. The department will be following with up with him as, “the ball is in Adam’s court now.”
On 2/20/25, a Red Tag was placed on the upstairs patio door of our unit. I just noticed it states, City of Walnut. I wanted to inform you of the error, just to be sure it is still valid.
My blind wife was frightened around 9:00am this morning. There was someone walking around on the Red Tagged upstairs patio. Her room is next to the upstairs patio and the door that was boarded up. I have no idea as to who was there or how they got access to the patio.
We did not authorize anyone to go up there nor has anyone informed us of any repairs. Someone also cut wires that were being pulled by the side fence. The email sent to you on 2/13/25 shows the wire. Yet, today the wire has been severed by someone who was on the patio.

Robin from the health department is supposed to email me, but I have not received anything yet. Please feel free to share the Mold Booklet link I provided to you. The CDPH has guidelines that the LA Health Department should follow regarding mold. The
kitchen water leak is still present.
My father is in contact with LA County Supervisor Hilda Solis’s office. Her office will be aiding since they opened an inquiry.
As to the fence, we have not heard anything from anyone. I did get in contact with a former HOA board member of 10+ years. He stated to me that the patio fencing is the responsibility of the condo owner. So it makes sense why the HOA’s property manager,
Sandra Blair has been silent. Nonetheless, this illustrates a pattern of negligence of great proportions.
I am attaching pictures of the fence from the ground floor as of today 2/13/25.

Dear Officer Fernandez:
There has been more mold uncovered. Attached are a few pics. One can only imagine what is behind the walls since there is a lot of water saturated wood in the cabinets.
As for the fence, it is still a safety hazard. There is silence from the HOA’s property manager, condo’s property manager, and the landlords.
Our health has been negatively impacted. Here is a link to the CDPH’s mold booklet.

We understand that the California Health & Safety Code (HSC §17920.3) excludes mold that is "minor and found on surfaces that accumulate moisture as part of their properly functioning and intended use.” This does not apply to our unit because
the chronic leak is neither minor nor on surfaces that accumulate moisture as part of their properly functioning and intended use.

The winds knocked more of the fencing down. Some unidentified individuals in a huge truck picked up and removed some of the fence. My mom is blind and could not see clearly who or what was being done. She face called
me and these are the pictures I took. No one communicated with us what was going on, so it was a big shock to her.

Dear Ms. Fernandez:
Thank you for coming out today. I wanted to clarify that Sandra Blair at the HOA sent Loyd Pest Control to take a look at the fencing on 1/9/25 at 2pm. I met with technician Paul (714) 313-4262 cell. I gave him full access to the unit to complete his
inspection. He did verify that the fencing was unsafe and that it was plagued with mold/wood rot/termites and needed replacing. He was not sure who is responsible for the replacement due to HOA’s being different. He was going to submit a write-up to
Sandra Blair. I asked if he would copy us on the email, but he said he would have to get back to us as it would depend if the HOA allows it. I have not heard back from Paul since last week.
Attached below are twenty-one pictures of the current condition of fencing/railing as of 1/14/25. Please let me know if you are able to access them (sending them at a smaller size).
