Alternative Cost Proposal - All-Inclusive Hourly Rate
While PCA recognizes Exhibit B as the standard proposal form for this service, based on a lack of historical
data related to the current and existing Diamond Ride Program, and in an effort to create an improved
and cost-efficient transit service for the City, we shall be submitting an alternative cost proposal for this
service. Our alternate cost proposal shall be based on fulfilling the needs of the scope of work as listed
in the RFP and based on an all-inclusive hourly rate, which includes but is not limited to:
• Vehicles and Applicable Overhead (Registration, Taxes, Maintenance, etc.)
• Staff (Driver, Dispatch, Manager) Wages and Applicable Overhead (Payroll Taxes, Workers
Compensation, Benefits, Training, Testing, etc.)
• Mobile Application / Software
• Cameras for the Vehicles
• Telephone / Tablets / Radios
• Vehicle Washing
• Vehicle Wrapping
• Uniforms
• Data/Internet
• Vehicle Storage
Hourly Rate: $62.52 Per Service Hour
Monthly Budget (based on the scope of work as listed): $42,261.00
Annual, Not-to-Exceed Budget: $507,132.00
Staffing and Equipment Plan
2 Vans (Chrysler Voyager Lxi or Similar)
2 Full-Time Drivers
2 Part-Time Drivers
1 Full-Time Dispatcher
1 Part-Time Dispatcher
1 Project Manager
*Note, should the City prefer to proceed with a cost proposal based on the existing Diamond Ride
Program (i.e., cost-per-mile, wheelchair, etc.), PCA shall remain open to revisiting this option for future
consideration and with the ability to obtain specific historical information related to ridership, number of
rides, mileage, etc.
