Together, our team provides expertise and ancillary services that help to activate resources and build resilient communities. As pioneers in the area of food recovery and experts in SB 1383, Abound Food Care looks forward to the opportunity to work with the City of Diamond Bar assisting with the ongoing efforts complying with SB1383 programs. The City of Diamond Bar has identified the need to develop a plan to meet the requirements of SB1383. Abound has longstanding stakeholder relationships within the public, private and nonprofit sectors to assist with a capacity study and eventually a successful edible food recovery program. Abound has proposed the elements of the scope of work that are most applicable to our area of expertise. We understand the City may be looking for a consultant to do a broader range of work. However, this proposal focuses on solutions for edible food recovery and organic waste procurement compliance that will ensure the City is meeting all necessary objectives of SB 1383 ensuring that the consulting work goes further and achieves actual compliance of these elements. Prior to SB 1383 being signed, Abound Food Care had spent four years building a regional program with the singular mission of ending hunger by utilizing food that would otherwise be discarded. Our program became the model of how SB 1383 regulations could catalyze broader change. We will ensure that our team of experts will complete each task in a timely manner, using our broad range of expertise with the food industry, non-profits, logistics, and food and funding policy combined with a deep understanding of SB 1383 compliance requirements. About Us Abound Food Care was founded as Waste Not OC Coalition in 2012 as a collaborative effort to reduce the effects of food insecurity through the recovery of excess edible food. The model was designed to mitigate the gaps in the food supply chain that led to food waste, and the gaps in the healthcare industry that failed to identify insecure individuals and provide them with access to nutritious food. By 2017, Waste Not OC received congressional recognition for the effectiveness of its advanced food recovery model. Re-branded as Abound Food Care in 2021, we have recovered over 137 million pounds of excess edible food for distribution to those suffering from food insecurity and are available to provide consulting services to support other regional programs nationwide. Project Approach Abound Food Care will complete thorough evaluations of the FRO’s operations; conduct interviews with Second Harvest and key generators participating in food recovery; and survey other FROs and non- participating generators to gain a broad understanding of the current dynamic and potential impacts of a fee for service model. In addition to investigating the current operational programs and how they may be modified to accommodate a fee for service model, Abound Food Care will thoughtfully consider other potential funding options, their opportunities and their potential challenges. Ultimately, Abound Food Care will recommend to the County a funding model and provide a report of recommendations to the FROs to increase the effectiveness and efficiency of their operations and operational adaptations needed under a fee for service model. Abound Food Care has included key subcontractor Agromin, who manages organic materials for more than 200 jurisdictions throughout California as the state’s largest organic materials producer, will ensure the City will achieve 100% compliance with the procurement requirements for the City. We have existing experience developing edible food recovery programs and policy that results in feeding hungry people safely, with dignity, creating new jobs and training opportunities. We focus on relationship building across food donors and food recovery organizations that foster trust and brand protection, pioneering sustainable funding models and developing innovative programs that enhance community resiliency. Our team members are exceptionally knowledgeable on SB 1383, are chair members of the Edible Food Recovery Technical Advisory Committee through the California Resource and Recovery Association, developing guidance documents and resources for the entire state. Mike Learakos, CEO, Abound Food Care: Mike is a food service professional with over 30 years of food industry experience. Under Mike’s leadership, Abound Food Care has created a nationally recognized, comprehensive food recovery model that not only leads to SB1383 compliance but leads to maximum impact in the reduction of food waste and food insecurity through cross sector stakeholder engagement. Project Role: In addition to providing strategic direction, Mike will expand stakeholder participation and create collaborative partnerships that improve the health of individuals, communities and the environment. Ryan Learakos, Business Development, Abound Food Care: Ryan utilizes his food industry background to oversee the development and implementation of regional food recovery programs. He also assists edible food generators in implementing system wide solutions to adhere to SB 1383 compliance regulations. Project Role: Ryan will serve as oversight to the Abound Food Care outreach team to ensure all deadlines are met and all expectations by the City of Diamond Bar are fulfilled. She works with many jurisdictions in assisting with legal compliance as well as conducting compliance inspections in some jurisdictions also. Project Role: Becky will be the main point of contact and will ensure the project is completed within time, budget and directed scope. Becky will conduct route reviews and field inspections and track all that data in a CRM platform. She will also manage the compliance software in assisting those generators with access to the platform. Amanda Bower, Outreach Associate, Abound Food Care: In her role as an Outreach Associate at Abound Food Care, Amanda leverages her expertise in hospitality and academic knowledge to link food suppliers with charitable groups. She contributes significantly to educating industry stakeholders, assisting with legal compliance, and improving operational strategies to support communities. Abound is a 501c3public benefit corporation and will subcontract with key members from Edgar & Associates and Joint Silicon Valley. We provide consulting services and food recovery program development and/or oversight utilizing our decades long relationships in the food, healthcare, and waste management industries. As shown by the map below, Abound Food Care has completed several SB 1383 programs, modeling capacity planning, budget recommendations and pioneering regionally tailored funding programs throughout the state. Our accomplished and engaged Board of Directors works on our behalf to leverage longstanding public/private partnerships to use local resources that result in effective regional solutions to a national problem. Abound Food Care’s national headquarters is located in Santa Ana, California currently employing 10 staff members working in the areas of outreach, logistics, data collection/analytics and strategic development. A Sample of Our Recent Projects • Abound Food Care has worked with Yolo County to provide a detailed capacity study, providing funding options, operational recommendations for the food bank and several non-profits as well as a strategic roadmap towards SB1383 compliance and development of a successful food recovery program. • We have contracts with multiple waste haulers and cities working collaboratively to provide effective food recovery management and oversight services which ensures SB1383 compliance and effective food recovery. • We completed SB 1383 Capacity Studies for Ventura County, Humboldt County, Napa County, and Sonoma County, and Burrtec Waste Inc in San Bernardino County. As pioneers in the development of edible food recovery nationally, Abound Food Care has provided informal guidance and advice to counties within California (Los Angeles, San Bernardino, Riverside, San Diego, El Dorado, Alameda) as well as efforts in other states such as Mississippi, Arizona, Ohio, Texas, Minnesota, Washington, Oregon, and Nevada. Further collaboration and communication a. To include meetings, information requests, information review, and all necessary follow-ups. 2. A full list and assessment of potential food recovery agencies in the region to use for SB1383 requirements and to assess capacity, a. Outcomes include a full list of food recovery agencies to provide for generators that comply with SB 1383. b. Assessment of the requirements associated with collected edible food or expand collection of edible food. Assessment of current Tier 1 and Tier 2 generators for current compliance with edible food recovery, establish which generators comply with the defined Tier 1 and 2 definitions, which are currently participating in edible food donation, which generators have compliant donation programs and which generators require the development of an edible food donation program. 3. Preparation of guidance for the city as part of a regional approach to edible food recovery where identified funding can be maximized. 4. General assistance with communication of these efforts as well as broader efforts to build the stakeholder groups to effectively service the city will be included in this Scope of Services. This scope of work will include the completion of these tasks specifically for Tier 1 and 2 generators and food recovery agencies in the City of Diamond Bar. It is our goal to work in lockstep with the City and complete tasks necessary to provide a cost effective and compliant program. The Abound team will conduct outreach and field visits to generators and food recovery agencies, as we have an intimate understanding of their needs and operations, and what will be necessary to ensure SB 1383 compliance. Agromin’s proposal to complete all required procurement activities are attached below. Hours will be tracked and monitored regularly, and we will alert Diamond Bar in advance if the budget needs to be reviewed or expanded. Consulting Services Statement Abound Food Care agrees to the terms and conditions of the city’s proposed consulting services agreement. Our daily liquidated damages amount would be less than or equal to $100 per day. We have no exceptions to the Agreement.
