RE: Request for Solid Waste Consulting
To Whom It May Concern:
The City of Diamond Bar seeks a contractor to assist with Solid Waste Consulting as part
of its pending waste hauler transition and SB 1383 compliance. It is with great pleasure
that Go2Zero Strategies (Go2Zero) submits the enclosed proposal for your review and
consideration. Go2Zero is a certified Small Business Enterprise (SBE), Veteran Owned
Business, and Women Business Enterprise (WBE).
We have carefully reviewed the RFP released by the City of Diamond Bar and feel that
there is no better qualified firm than Go2Zero Strategies to assist with the complex list of
tasks outlined. As you will read in our proposal, Go2Zero has extensive expertise assisting
during hauler transitions in several Southern California cities. Additionally, our SB 1383
compliance services include both administrative oversight for municipalities as well as
in-field inspection expertise. Our firm was one of the first to perform in-field route
reviews using specialized technology specific to this purpose, and today the SMART1383
software platform exists as a result of our firm’s dedication to enhancing SB1383
compliance, tracking and recordkeeping—all while reducing administrative burden.
As part of our proposal, we will provide contract management to ensure that the City
has sufficient staffing to support the transition of haulers, including reviewing and
monitoring the hauler transition plans, providing customer support, assisting with
effective outreach messaging, providing regular updates to the City, and supporting all
aspects of the transition needs.
As part of the ongoing SB 1383 compliance activities, Go2Zero will develop and
maintain a SB 1383 checklist that provides a snapshot of citywide compliance at all
times. Additionally, our firm will utilize its expertise to conduct route reviews, perform
inspections, manage the edible food program, and maintain all recordkeeping
documents as required by SB 1383 regulations. This will include access to Careit at no
5
additional cost to any edible food generators or food recovery organization, and
access to the full suite of SMART1383 recordkeeping systems.
Other SB 1383 services will include optimization and oversight of the City’s ROWP
program. This will include ensuring the new pathways for compliance under AB2346 are
explored to help the City save money. As part of our ongoing services under this
contract, our team will monitor new regulations, such as SB 54, and provide guidance
and recommendations for the City to consider that will support improved recycling and
stakeholder engagement and success.
Our proposed team includes subcontractors Careit and SMART Compliance for all data
tracking performed under this contract. The project team includes solid waste,
recycling, waste reduction, and organics management experts with decades of
experience.
The enclosed proposal includes our company qualifications, key personnel resumes,
task approach, and the proposed fee schedule.
Our team looks forward to the opportunity to work with the City of Diamond Bar.
This proposal is signed by Judi Gregory, President of Go2Zero Strategies, who is
authorized to bind the firm. This proposal shall remain valid for one hundred eighty (180)
days.

surplus of resources. Careit is a free online donation
matching marketplace that disrupts the current system
of an ever-growing epidemic of food insecurity and malnutrition. It uses technology to
help the entire network of healthy food producers to responsibly donate their surplus
food and resources. Local hunger-relief agencies use it to discover essential resources

provides businesses, corporations, and governments with a revolutionary platform for
data and impact tracking.
Food waste reduction is gaining in popularity and policy across the world. Careit is not
only ready to use across America, but also the easiest means to create big change
through localized efforts. We’ve created this tool for governments to easily track food
donation data across geography-specific areas. This tool meets the specific
requirements for California’s new SB 1383 policy.
Go2Zero staff utilize Careit in the field while performing edible food inspections and
outreach. Our staff have successfully onboard hundreds of food generators and food
recovery organizations to Careit to help match donors with recipients. Through the
Careit app our team can quickly empower organizations to get into compliance with
SB 1383 food donation requirements, and to track food donations for Electronic Annual
Reporting and Implementation Recordkeeping. This partnership is improving food
donation across the Los Angeles region to help those in need. Careit also integrates
with the SMART1383 System which our team is proposing to use for SB 1383 compliance
reporting and recordkeeping.

D. Methodology/Project Understanding
The following tasks are the proposed scope of services:
• Host program kick-off meeting
• Provide contract management services
• Assist with SB 1383 compliance activities
• Support with SB 54 compliance
Task 1 – Host Kick-off Meeting
Following award of a contract we will request a kick-off meeting to confirm project
goals and objectives, and discuss the overall approach to the project, including the
roles and responsibilities of each team member and deliverable timelines. During the
meeting, we will exchange contact information, and establish communication
protocols and data management protocols. We will also identify any immediate
concerns and priorities to ensure the project moves forward in a timely, well-organized
fashion. Following the kick-off, Go2Zero will prepare an updated workplan and
timeline for the City’s review.
DELIVERABLES: Completed within two weeks of award
• Identify all meeting participants and prepare a contact spreadsheet.
• Arrange Zoom-style meeting or face-to-face meeting and set date and time.
• Prepare meeting agenda and supporting documents.
• Invite all key staff to attend the meeting.
• Take and distribute meeting notes.
• Prepare a project workplan and timeline.
Task 2 – Contract Management Services
Contract Management services will cover the hauler transition as well as support
services provided by our team.
Hauler Transition
The hauler transition will be a key component of the contract management services in
the first year. Our team has extensive hauler transition expertise including the following
projects:
• 2004 transition of 200,000 multifamily units to new recycling program in Los
Angeles
• 2012 citywide hauler transition in Pico Rivera including changeover of all
residential, commercial, and temporary bin services.
19
• 2017 transition of all commercial and multifamily accounts to new hauler in the
downtown recycLA zone (LA City franchise system)
• 2019 rollout of organics containers to all commercial and multifamily accounts I
Oceanside
• 2023-2024 rollout of organics to commercial and multifamily accounts in Culver
City
• 2024-2025 rollout of organic containers to all residential and multifamily accounts
in Long Beach
As part of this task, Go2Zero will assist the city in ensuring that haulers are following
transition timelines and meeting key transition milestones. Initially, Go2Zero will review
the proposed hauler contracts to understand deliverables and transition plans. Our
team will monitor:
• Timely replacement/exchange of containers.
• Proposed route changes.
• Proposed outreach and education to the community.
• Distribution of proper container sizes, colors and labeling per commodity for
each entity: single family residential, multifamily residential and commercial, city
facilities and temporary bins.
• Responsiveness of haulers to customer requests.
• Proper services to match billing.
During the transition, Go2Zero will utilize the SMART1383 system and mapping tools to
monitor container exchanges and hot spots for issues. The system allows the City to
monitor real time transition activities as they occur for a variety of indicators and see
corrective actions. Our mapping program will track information such as:
• Completed container deliveries
• Reported missed container deliveries
• Reported missed pick-ups
• Customer service calls
• Customer complaints/issues
• Field activities
As highlighted throughout the remainder of
this proposal, the SMART1383 system will
serve as the primary data tool for tracking
not only the transition, but all outreach,
inspections, and SB 1383 compliance
metrics. Figure 1: Sample cluster map
20
Ongoing Franchise Hauler Management
Following the transition, Go2Zero will continue to assist with the oversight of the franchise
haulers.
DELIVERABLES:
• Review benchmarks and monitor contractor performance.
• Prepare recommendations for amendments to the existing contracts where
applicable based on new legislative requirements.
• Negotiate with contractors if amendments to existing contracts are proposed.
• Prepare reports and assist with presentations to City Council specific to hauling
issues.
• Review hauler reports.
• Review updated outreach materials.
Customer Service Support
As part of the transition and as needed by the City, Go2Zero will provide customer
support to residents and businesses. This task will include receiving support tickets from
the City and having a customer service specialist respond to all requests. Customer
service will determine the nature of support needed and determine the best course for
support. Support will include:
• Providing verbal and/or electronic information: days of collection, when to
expect transition, how to recycle correctly, copies of outreach materials, etc.
• Schedule in-person support activities such as business technical assistance or
visual assessment of issues.
• Relay requests to the haulers that require their support and monitor completion
of requests.
• Provide regular updates to the City on the nature of support and concerns.
In order to effectively provide support services, Go2Zero will utilize the SMART1383
system to log and record all support instances. The log will track:
• Customer
• Staff who received support contact
• Staff who are assigned to complete the request
• Status of the request
• Priority of the request
• Type of request
21
• State date
• Completion date
• Detailed notes and attachments
• List of outreach materials provided
Additionally, the city will be able to review all contacts in real time to quickly identify
hot spots and the nature of support being provided. The following pages show example
screens from the system.

22
Figure 3: Sample open support ticket dashboard
Figure 4: Sample support map showing different support issues and statuses
Task 3 – SB 1383 Compliance
As part of the SB 1383 compliance assistance, Go2Zero will perform several activities to
support the City and help ensure regulatory compliance. These activities will include:
• Provide direct outreach and technical assistance to businesses.
• Perform route reviews.

to Careit and all contained donation records.
• Maintain the cities Implementation Record and regularly update compliance
checklist.
• Support the City’s efforts to identify and procure Recovered Organic Waste
Product (ROWP).
• Provide as-needed assistance.
Outreach and Technical Assistance
Go2Zero will provide dedicated staff to perform SB 1383 related activities on behalf of
the City. Staff assigned to the City will be trained to perform all aspects of SB 1383
outreach, technical assistance, and inspections. Each person assigned will understand
key elements of programs offered, materials accepted, and processes for working
collaboratively in partnership with the hauler to support outreach and implementation
of new programs. Additionally, Go2Zero staff are currently going through Code
Enforcement training to help add to their skills in problem-solving, assessing difficult
situations, and effectively assessing infractions and violations.
Go2Zero will work with the City and haulers to identify specific areas of outreach in
which assistance is needed. We will support the development and review of outreach
materials.
When performing in-field assistance, all activities will be logged into the SMART1383
system for real time review and transparency of all activities. Activity logs and notes will
be available to the City for review and copies of activity reports will be provided with
each monthly report.
If the City is allowing SB 1383 waivers, Go2Zero will assist with conducting generator
waste assessments to identify waiver eligibility. Site assessments will be performed and
logged in real-time using the SMART1383 system which confirms waiver eligibility via
verified waste assessment information, allows upload of photos and completion of
waivers electronically. All records are logged immediately and saved to the City’s
Implementation Record for CalRecycle recordkeeping and review purposes.
Downloadable datasets, maps, photos, and PDF of waivers are all maintained in a
single dashboard.
This activity will also include the development of a waiver form and process for City
approval and the development of an authorization letter which our team will use when
performing outreach. The SMART1383 system creates PDF waivers that will be stored in
24
the system for each customer, and additionally will import all required data into the
Implementation Recordkeeping tool for CalRecycle compliance.
Route Reviews
Route reviews (lid flips) will be performed
annually on at least 10% of residen tial
accounts and 100 commercial accounts,
ensuring that all routes operating in the
City receive reviews annually in
accordance with the requirements of SB
1383 regulations.
Go2Zero was one of the first firms
commencing route reviews as part of
SB1383 requirements, and has since
conducted thousands of reviews and spoken at several conference s sharing our best
practices. Cities where Go2Zero currently performs route reviews include Glendale,
Long Beach, Pico Rivera, Lancaster, Burbank, Culver City and La Canada. We also
oversee hauler conducted route reviews in Moreno Valley and South Gate.
Go2Zero will utilize the SMART1383 system to conduct route reviews. This system allows
real-time tracking of all accounts reviewed, including viewing the photos of the
contents.
During the audits, the auditor will confirm the account information and then proceed
through the container audit checklist. As part of the audit process, a photo, or photos
of noted contamination and contents will be attached to the record. Additionally, a
cart-hanger will be placed on audited bins providing feedback on proper sorting or
contamination. Our system allows for in-field printing of tags so that each customer
receives custom feedback associated with the audit. When inspecting commercial
accounts, the auditors stop in to visit the business and share the results of the audit and
explain any noted contamination.

Figure 7: Sample of cart hanger with custom notice applied
26
Each audit is automatically uploaded to the smart system allowing instant visibility on
conducted activities. The SMART1383 system displays individual results, photos, copies
of bin tag notice, and analytics such as:
● % of contaminants found
● Types of contaminants found
● Routes with the most contaminants
Using the data obtained through the route audits, we will prepare recommendations
for the City and its haulers to help improve participation and reduce contamination.
These recommendations may include:
● Adjusting service levels.
● Identifying waiver eligibility.
● Providing additional training or technical assistance.
● Improving signage, stickers, or visual aids.
● Conducting targeted outreach to specific routes, or for contaminants with
high levels of reoccurrence.
Figure 8: Sample route review analytics dashboard
27
Annual Compliance Review and Field Inspections
One of the requirements of SB 1383 is the performance of an annual compliance review
on all regulated entities, including: generators with 2+ cubic yards of total service,
edible food generators, food recovery organizations and haulers (including third-party,
backhaul and self-haul). To fulfill this requirement, Go2Zero will perform an annual desk
audit of regulated entities followed by compliance inspections at all non-compliant,
subject businesses. As part of this task, Go2Zero will also assist with the inspection of SB
1383 related complaints.
Go2Zero will work with the City prior to commencement of the inspections to develop:
● Inspection and enforcement process.
● Authorization letter to inspect on behalf of the City.
● Compliance forms and fliers to be utilized by staff.
● Process for documenting and providing information back to the City.
All records will be maintained in the SMART1383 System.
SB 1383 Program Enforcement Activities
A required component of SB 1383 is that the City maintains an enforcement program. If
it is not already developed, Go2Zero will assist the city to develop such a program,
including preparation of the Written Program Description, form, letters, notices, and
processes for conducting enforcement.
The SMART1383 system has a built-in enforcement tracking mechanism that works
cohesively with any municipal code enforcement processes, whether handled
internally or outsourced. The system allows creation of inspection and violation logs
that automatically populate city-specific municipal codes into template notices and
citations. These records populate the Implementation Record with photos,
documentation, notes, enforcement activities, penalties, and resolutions.
Figure 9: View of SMART1383 Enforcement overview screen
28
Go2Zero can perform compliance and field inspections on behalf of the City that meet
the requirements of SB 1383 for all regulated entities. Staff performing these inspections
are trained to assess and assist businesses, with the goal of bringing all entities into
compliance. When enforcement is required, our staff can properly document
infractions, prepare the required notices, log activities, and monitor status and
resolution.
Edible Food Outreach and Inspections
Go2Zero has many projects specific to edible food recovery and is considered a
leading expert in this area. Current projects include:
● Recently awarded City of Los Angeles contract to perform 2000+ inspections
annually as prime subcontractor under Hazen & Sawyer
● Eighteen municipalities in the San Gabriel Valley as primary subcontractor to SCS
Engineers
● Exclusive contracts to perform edible food generator and food recovery org
inspections for the cities of Lancaster, Pico Rivera, Culver City, San Bernardino,
and Palmdale
● Oversight of hauler-performed edible food inspections in the City of South Gate
● Subcontractor to SCS Engineers to perform edible food inspection in Fresno
County and Anaheim
Our team will conduct outreach and inspections to Tier 1 and Tier 2 commercial edible
food generators. These outreach efforts will include sharing information on the
requirements of SB 1383 and assessing businesses for potential donation and food waste
reduction opportunities. Our assessment will include confirmation of Tier status,
including the collection of documentation needed to make the correct assessment.
Our staff will provide information on local food recovery organizations and the
requirements to both donate and track donations with organizations in which written
agreements are in place. As part of the outreach, we will compile basic information on
the estimated type and amount of edible food, amount if any, if donation activities are
currently taking place, and if so, what organizations the business currently use and if a
formal agreement is currently in place. Additionally, if not currently in place, we will
provide sample agreement templates.
As part of the outreach, we will share with all generators about the availability of a free
service through Careit to assist with food matching and donation tracking. Our staff will
assist the businesses with setting up their Careit account and even help post donations
to show businesses how easy it is to use.
29
Upon completion of each inspection, Go2Zero will provide the business with
educational materials, as well as a checklist of compliance met/not met information so
that the business is informed of the results.
Non-compliant businesses will be provided a compliance action plan and scheduled
for a follow-up inspection following the City’s SB 1383 enforcement process. If this
process is not already in place, Go2Zero will assist the City in developing the plan. All
activities will be recorded in the SMART1383 system and the City will be able to monitor
activities and compliance in real time.
Additionally, Go2Zero will assist with drafting outreach materials, including:
● Authorization letter from City explaining business requirements
● General SB 1383 donation guidelines flier
● Careit app instructions
● Post visit checklist
Samples of edible food materials developed by Go2Zero are provided in Exhibit B.
Maintain Implementation Records
The first step in maintaining accurate SB 1383 records is to review the current SB 1383
Implementation Record and supplemental documentation to assess readiness for a
CalRecycle Compliance Evaluation.
This task will include reviewing the following documents and information:
1. Complaint Investigation: Review complaint documentation.
2. Compliance Inspections: Review compliance inspection documentation.
3. Contamination Minimization: Review documentation from route reviews/or waste
evaluations.
4. Edible Food Recovery: Review records of edible food inspections, food recovery
inspections, and capacity plans.
5. Education and Outreach: Go2Zero will do a thorough review of the City’s
website, haulers website, and City/Hauler social media sites to load all solid
waste and recycling content.
6. Enforceable Mechanisms: Go2Zero will research the City’s SB 1383 municipal
code and applicable enforcement mechanisms such as franchise agreements,
ROWP procurement agreements, hauler permits and SB 1383 designee
agreements .
7. Jurisdiction Hauler Program: Go2Zero will review franchise and/or hauler permits
for compliance with SB 1383 regulatory requirements.
8. Organic Waste Collection Services: Review program descriptions.
30
9.Recovered Organics Procurement: Review ROWP purchase records and supplier
agreements.
10.Recycled Paper Procurement: Review recycled paper purchasing
documentation.
11.Waivers and Exemptions: Review city waiver form and existing waiver
documentation
12.Written Program Descriptions: Review existing written program documentation for
all SB 1383 areas.
13.Enforcement: Review enforcement program documents.
Go2Zero will prepare a gap assessment identifying all missing documentation, and will
maintain a SB 1383 readiness checklist. Additionally, our team can manage
Implementation Recordkeeping activities, including the migration all records to the
SMART1383 Implementation Recordkeeping portal. This system is designed to reduce
administrative burden associated with SB 1383 recordkeeping activities by
automatically importing much of the system data that is being collected, such as
waivers, inspection, and route reviews. For other recordkeeping requirements such as
procurement tracking, enforcement mechanisms, and written program descriptions,
the system will serve as a storage devise to upload receipts and documents, import
spreadsheets, and monitor status of implementation efforts.
Support Recovered Organic Waste Product Procurement ROWP
As part of this task, G2Z can assist the City in determining annual baseline requirements
for refuse-derived fuel, electricity derived from biomass conversion and compost/mulch
purchases. The initial efforts will include an analysis of the quantities of
mulch/compost/refuse derived fuel/electricity which may be used by the City.
Additionally, Go2Zero will identify additional opportunities for approved procurement
using direct service providers and/or special districts. Go2Zero can review or develop
direct service provider agreements on behalf of the City.
Go2Zero has been closely tracking AB 2346 to assist cities identify alternative, less-costly
mechanisms for meeting ROWP targets. Our team has assisted several cities with both
direct and indirect service provider agreements with various providers across the state.
Each year we can provide a written recommendation of avenues to achieve the
ROWP goals. We can assist the City with preparing updated building-code
requirements which may completely alleviate the City’s requirement to directly
purchase ROWP.
31
Procurement records will be maintained in the SMART 1383 System. The City will be able
to view records regularly to confirm that annual targets are being met and that proper
records are being maintained.
Support Paper Procurement Requirements
Go2Zero can assist the city to develop recordkeeping policies and procedures which
meet the requirements of SB 1383. Staff have worked with paper product vendors to
provide reports which include types and amounts of paper and paper product
materials purchased by the city.
Procurement records will be maintained in the SMART 1383 System. The City will be able
to view records regularly to confirm that proper records are being maintained.
As-needed SB 1383 Assistance
In addition to the services noted in this proposal, Go2Zero is available to assist the City in
any capacity related to SB 1383 compliance.
Task 4 – SB 54 Compliance
Go2Zero will support the City through ongoing regulatory monitoring and efforts to
improve recyclability and decrease contamination. As part of these efforts, our team
will assist with:
• Monitoring hauler compliance with SB 54 regulations
• Supporting the city with developing, educating and implementing citywide
materials bans
SB 54 was enacted to ensure that manufacturers create products that are recyclable or
compostable. Materials regulated are single-use packaging and single-use plastic food
service ware. Jurisdictions must include in their collection and recycling programs all
covered materials including glass, ceramic, metals, paper and fiber, plastic and wood
and organics as determined by this legislation. Jurisdictions are not required to collect
covered materials that are prohibited by local ordinance.
Go2Zero staff will work with haulers and processing facilities to determine if the covered
materials are currently included in the collections and recycling programs. If not,
Go2Zero staff will monitor haulers and processing facilities to determine progress for
inclusion of all the covered materials in collection and recycling programs.
Go2Zero staff are experienced with educating and implementing material bans in
several California cities. Go2Zero Staff assisted the City of Culver City with a polystyrene
32
materials ban including single-use plastic table ware, Styrofoam and plastic take-out
containers, plastic straws, single-use plastic water bottles, packaging peanuts,
Styrofoam coolers, foam food trays, Styrofoam egg cartons, Styrofoam cups and plates.
Go2Zero will review data collected from route reviews to determine materials that are
contaminating the waste stream and make recommendations to the city to ban those
which would improve recyclability. Go2Zero staff will research and recommend
alternatives to products that may be banned citywide. Staff will conduct workshops
and presentations to educate stakeholders and support the city’s implementation of
recommended materials ban.
33
