Findings: The property contains 26 waste enclosures, each with one to two mixed waste and recycling bins, and an organics (food waste) cart. Landscaping services are provided by a contracted
company. Inspection confirmed that residents are participating in organics recycling by placing food waste in bags, as instructed by Valley Vista Services. However, contamination was
observed across waste streams. This issue will be addressed during the upcoming hauler transition, when Waste Management takes over commercial and multifamily collection services in
September 2025. As part of the transition, a comprehensive outreach and education campaign will be implemented. Additionally, all carts will be replaced with color-coded containers
in full compliance with SB 1383 requirements.

The Diamond Bar Golf Course

Findings: The facility has three (3) commingled trash and recycling bins, one recycling bin dedicated to cardboard, and three (3) food waste carts. Landscaping waste is hauled off-site
by a private landscaper. Back-of-house operations include separate containers for trash/recycling and organics. For banquet guests, trash, recycling, and organics are provided and set
up upon reservation. Because Valley Vista services commingle trash and recycling, the golf course is offering recycling services to its guests. Contamination was observed in all waste
streams. These issues will be addressed during the hauler transition in September 2025, which will include an extensive education campaign and standardized, SB 1383-compliant cart colors.

Starbucks

Findings: Starbucks shares a waste enclosure with Jimmy John’s and Crumbl Cookies. The enclosure includes two (2) mixed trash/recycling bins and one (1) yellow-lidded food waste cart.
Due to commingled bins, Starbucks does not currently offer separate containers for trash and recycling for staff or guests. However, separate containers for organics are available in
customer and staff areas, as confirmed during inspection. Under the new contract beginning September 2025, Starbucks will be required to provide clearly labeled, source-separated containers
for trash, recycling, and organics. The City and hauler will provide education and outreach before the transition, and all carts will be updated to SB 1383-compliant colors.
