FOR LANDSCAPE ASSESSMENT
To whom it concerns,
Diamond Bar is a wonderful city with the potential to increase the utilization of park space and streetscapes
to reduce greenhouse gas emissions. Areas throughout the City will be evaluated for the capacity to house
compost, mulch, and potentially organic waste in an effort to achieve compliance with Senate Bill (SB)
1383 (Short-Lived Climate Pollutants (SLCP) Strategy.) David Volz Design would be honored to receive the
commission to work with your team to map, analyze, and plan for diverting SLCPs.
DVD has a resume of hundreds of outstanding community design projects, including several in-depth city-
wide master plans. We have tailored our proven planning program for this study to benefit your community.
DVD will deliver a comprehensive study that assesses the City’s landscaping inventory and recommends for
material placement. Our in-house GIS team will map all locations, capturing important attribute information
like potential planting depth and existing site conditions. DVD will attend meetings and advise city staff
on best practices for material distribution and assist with opinion of probable cost. We will work with your
staff to ensure this study meets the expectations of your City Council. As you review our expertise and

PROJECT EXPERIENCE & REFERENCE
DVD was contracted to design a comprehensive city-wide wayfinding
and entry signage system for the City of Gardena to identify ideal sign
locations to help residents and visitors access important community
services. DVD collaborated with city staff and stakeholders to identify
city entry points and places of interest for inclusion in its wayfinding
program.
GIS was leveraged to visualize and analyze traffic patterns (road speeds,
intersections, Average Daily Traffic (ADT), bike routes, ADA design
standards, etc.) and city boundary/zoning information. A GIS-based field
data collection mobile application was created to capture GPS locations
and photos in the field. The app was used to accurately identify and
locate existing signs and related assets as well as to verify proposed
locations and sign types. Special consideration and adjustments were
made for driveways and other obstructions identified in the field. Web-
based and printed map graphics were created to showcase the final
determinations for the wayfinding signage program.
Next the DVD team developed a series of designs for both wayfinding
and entry signage. DVD took into consideration City identity and history,
budgetary considerations, current and effective sign design standards,
and extensive staff input in the development of these designs. They were
then presented to the City Council where the designs were finalized and
selected. Construction documentation and details were then developed
for the final implementation of the wayfinding and entry monument
signage throughout the city. Lastly a style guide and a resource log were
prepared and delivered by DVD to the City of Gardena in the successful
completion of this project. This project was completed on time and
within budget.

PROJECT EXPERIENCE & REFERENCE
The creative design professionals of David Volz Design partnered with
the City of Lake Forest to identify non-functional turf areas with potential
for xeriscape landscaping throughout the city. DVD collaborated with
the city to identify two sample sites, and then DVD prepared exhibits,
a plant palette, concept plans, and a report showcasing examples of
how the city could apply non-functional turf guidelines in developing a
water-conserving and maintenance-reducing redesign for the sites.
DVD provided guidance on how to determine non-functional turf and
reasons to consider for the removal of non-functional turf. Recommended
improvements and high-level concept plans incorporated waterwise
planting areas throughout the sites and included walking paths, seating
and picnic areas, and mulched paths where appropriate. Design
impacts included significant potential reductions of non-functional turf
(80% at one park, 20% at another site) while activating certain areas
with intentional recreational programming, improving the appeal
of the sites with winding walkways and waterwise planting. These
improvements would significantly increase water conservation and
reduce maintenance efforts.
A final report was prepared that showcases the scope of the study and
details the recommended irrigation system modifications, water use
calculations, and estimates of probable construction costs. The study,
plant palette, concept plans, and findings will be shared with members
of the City Council to determine how the City proceeds in an effort to
comply with the parameters set forth in the State Emergency Regulation
and AB 1572.

why remove it?
The turf in Cavanaugh Park is largely non-functional according to the parameters set forth in the State Emergency Regulation and AB 1572.
Between Cavanaugh Rd and Duryea Dr, the turf covers a utility easement. Electrical poles and lines run from the basketball halfcourt, along the wall of the 5 Freeway, and then cross Gowdy Ave at Duryea Dr. The space is relatively flat and level, has trees of differing types, but is absent of intentional recreational functions.

characterize the park space. Water runoff is being directed to the swale and toward the curb and gutter on Gowdy Ave. This area can be improved to enhance water capture capacity.
Where Gowdy Ave curves, the gently sloping lawn at the perimeter of the park and the level, open interior space lacks intentional design for recreation or community gathering. The interior space is large enough to facilitate these functions. Improvements in the perimeter area could contribute to the functional use of the interior.

PROJECT EXPERIENCE & REFERENCE
For several years Pasadena Village, a community of older adults
from the greater Pasadena area in San Gabriel Valley, has relied
increasingly on DVD to support its planning efforts for its growing
group of villagers. Insights from maps and analyses produced
by DVD have proven invaluable for telling the village’s story and
keeping the community informed.
As the Pasadena Village members and footprint expand, so too
does the need for integrated technology and updated maps.
Maps and spatial analyses help staff and are shared with
prospective members and funders. DVD continues to have a
great partnership with Pasadena Village and is looking forward to
providing continued support for their efforts with technology and
GIS mapping for many years to come.

PROJECT EXPERIENCE
The City of Walnut relies on DVD for all its GIS needs. DVD provided
a comprehensive study of Walnut’s scenic walking, hiking, and
equestrian trails and cataloged its posts and rails. This effort
produced valuable maps and data to assist the city in planning
potential costs to consider for future renovations and replacement.
Using high-accuracy GNSS receivers, DVD mapped and gathered
data for more than 30 miles of trails and 20 miles of posts and
rails. Data was collected using a custom mobile application that
synced to the cloud. Pictures, maintenance issues, and pertinent
attribute information were collected and compiled. High-resolution
aerial imagery was used to perform rigorous QA/QC and ensure
a high level of accuracy. Digital and print maps were produced to
disseminate the trail and post & rail networks.
To further share the city’s trail network and increase engagement
with the community, DVD created an intuitive, public-facing
interactive web map that showcases the city’s trails and includes
trail descriptions, difficulty ratings, distances, elevation gain, and
elevation profiles for each trail.
DVD also created an internal web application that enables city staff
to monitor maintenance issues and dynamically select portions
of the post and rail network to plan and determine replacement
cost estimates. This interactive dashboard has proven critical in
disseminating information and in supporting planning efforts for
the maintenance and replacement or renovation of the existing
fence network. This project was completed ahead of schedule
and under budget.
The City of Walnut and DVD look forward to continuing this
partnership to help the city achieve its technology and GIS
mapping needs.

for your city’s project. The DVD key team members are
experienced and talented professionals and they will be
supported by a team of licensed landscape architects,
several very capable designers, sub consultants, and
support staff.
Our design approach, from design development through
construction document development, includes strong
quality control techniques as well as several quality
control measures. For example, our team will have a
senior staff landscape architect assigned to specifically
provide quality control oversight. This experience
landscape architect will be involved in regular in-house
design review of project drawings, specifications and
budget estimate. He will provide input, and advice to the
project administrator. This effort, together with our other
quality control measures, will focus on providing the city
with a design which is accurate and constructable.
Delivering projects within our client’s expectations,
budgets and time frame is our top priority. We will establish
milestones for deliverables and set precise schedules
for meetings and reviews. Our senior management will
review all submittals prior to issuance. We will provide
recommendations based upon experience and expertise
for the betterment of any project assigned to DVD. These
same senior DVD professionals will remain the primary
contact for the City throughout the project.
PROJECT MANAGER - Kevin Volz will provide
oversight of this project. Coordination of our large
team of professionals will be the responsibility of DVD’s
project manager. Kevin has extensive team leadership
experience, he will be an active and engaged manager
for this project. He will coordinate and lead design

Mr. Sterling is a highly experienced
landscape architect with 25+ years
of experience in the field. He is
returning to DVD after a 9-year
absence exploring worldly projects. Throughout his career,
he has worked on a variety of projects for public agencies,
including recreational parks, streetscapes, school sites,
and city design guidelines. He has also worked on multiple
projects for Disney parks, including many award-winning
designs. One of Mr. Sterling’s strengths is his attention
to detail, which has proven invaluable in his work with
playground design, the latest construction practices and
materials, and ADA accessibility concerns.
He is a key member of the DVD team, responsible for
coordinating the design development plans and carrying
them through to construction drawings. He is known for
his ability to collaborate effectively with a variety of clients,
architects, engineers, and designers, and for his successful
project management from beginning to end. Mr. Sterling’s
responsibilities include ensuring adherence to established
project schedules and cost agreements, as well as
monitoring production to deliver the highest quality
products to clients.
He works closely with staff, clients, and agencies to create
successful products, and he is especially skilled in working
with contractors during construction to ensure that projects
are completed successfully. Mr. Sterling is also responsible
for plan checking to ensure the successful completion and
delivery of projects. Overall, Mr. Sterling brings a wealth of
experience and expertise to DVD, and his ability to manage
projects effectively from beginning to end, along with his
attention to detail, make him an invaluable asset to the
team.

The project started as a small “greening”
project at the end of the 8th Street cul-
de-sac. Rick Gomez, a beloved long-time
coach and youth advocate in Buena Park
was memorialized through the theme
and detailing of the park and playlot.
STANTON CENTRAL PARK
Client: City of Stanton
Stanton Central Park is the city’s largest
recreational open space encompassing
11.5 acres with features encouraging
activity and exercise for a city whose
citizen’s never had a community park.
Attentive design work was aided by the
voiced needs of the community, making
this truly a “people’s park.”
FREMONT PARK
Client: City of Glendale
The park’s ambiance and the many
gathering spaces within the park will be
enhanced by new synthetic turf soccer
fields, community center, play spaces,
picnic grounds, ball courts, and new
lighting.
SANTA ANA SPLASH PADS
Client: City of Santa Ana
The City of Santa Ana has the
opportunity to reimagine a portion of six
existing parks and plan for new splash
pads. This is precious parkland for the
neighborhoods surrounding these parks
each is unique and the DVD team is
ready to develop specialized designed
for each site.

WORK PLAN
The City of Diamond Bar has a significant opportunity to
enhance its landscaping areas. This comprehensive landscape
assessment study will focus on identifying and evaluating the
current conditions and capacities of its facilities and envisioning
possible improvements.
David Volz Design is an award-winning park planning firm.
We have developed and refurbished parks and parkways,
large and small. We have prepared agency-wide assessment
documents that allow administrators and elected officials to make
knowledgeable decisions about infrastructure improvements,
facilities enhancements, and resource allocations. In South Gate,
where DVD has several projects under design and construction, we
facilitated a comprehensive 5-year update plan for their 200-acre
Community Park. Now, in the fifth year, we have updated a park-
wide trail system, enhanced picnic spaces, improved drainage and
landscape, and built new band shelters, restrooms, play spaces,
and gardens. For the City of Lake Forest, where we have several
ongoing park improvement projects, DVD recently completed a
turf reduction study that evaluated parks and parkways throughout
the city and made recommendations for replacement with low-
water landscaping designs to help them achieve their goals of
conserving water and reducing maintenance costs. We also
recently completed a trails and post & rail GIS mapping project for
the City of Walnut where we mapped more than 30 miles of trails
and 20 miles of post & rails using high-accuracy GNSS receivers.
We published a public-facing web map showcasing their trails,
and also developed a custom, internal web application planning
tool that allows City staff to monitor maintenance issues and plan
for various types of renovations or replacement of their post & rail
network, as the web app dynamically calculates cost estimates.
Our approach for Diamond Bar will be to conduct a city-wide
review of all landscaping areas that will allow for a comprehensive
strategy for enhancements through the distribution of applicable
soil amendments under the definition of Recovered Organic
Waste Product (ROWP) set forth by the California Department of
Resources Recycling and Recovery (CalRecycle) in the Senate
Bill (SB) 1383: Short-Lived Climate Pollutants (SLCP) legislation.
DVD’s experienced GIS professionals will work closely with the
city to identify, assess, and map areas throughout the city for
enhancement consideration. Our creative design team will identify
opportunities to increase aesthetics, conserve water, and reduce
maintenance costs by recommending the use of organic materials
in compliance with SB 1383 ROWP procurement. As part of this
study, we will also work closely with vendors to advise on the cost
estimate for the associated labor and materials.

WORK PLAN
David Volz Design will begin the project by meeting with your
staff and reviewing project goals. We will collect existing data
and information and work closely with your team to identify
areas and locations within the scope of this study. Our team of
GIS experts will map and catalog all existing city parks, medians,
and landscaping areas to aid in determining areas for organic
distribution opportunities. We will prepare a report showcasing
the collected data and maps that includes location information
and relative qualitative and quantitative data. Once city staff has
had a chance to review and provide comments, our designers
will determine appropriate organic materials (soil amendments)
suitable for each site and develop a preferred plan of work that
includes pertinent information such as material blend, application
thickness, timing of application, site preparation requirements,
recommended methods of securing material in sloped areas, and
operational and maintenance guidelines. We will also calculate
and provide recommendations for annual, repeat applications
to account for degradation, decomposition, and thinning from
blowoff for all parks and streetscapes.
Based on the study’s findings, we will engage in discussions with
various suppliers to develop logistics, timeframes, and material
and labor costs, and make determinations on how to best achieve
the project goals. A final report will document the distinct types of
organic materials and in a Summary of Findings, detail the site
locations and included labor and material costs broken down by
each location (parks, districts, medians) as described in the RFP.

the environment and creative sustainable practices. Through our
affiliation with LEED’s, we identify and quantify the sustainability of
our designs. Our team has extensive experience with Public Works
Agencies delivering storm water management practices that mimic
natural hydrological cycles. We implement integrated management
practices into every project.
Low Impact Design development (LID) is an alternative site design
strategy that uses natural and engineered infiltration and storage to
control storm water where it is generated. Projects under LIDs design
are uniquely site specific in their effort to reduce runoff and volume,
reduce pollutants and fertilizers, and maintain pre-development
surface temperatures. All of which are problematic for conventional
storm water management. Key goals include reducing downstream
flooding, erosion, and scour from natural waterways. Benefits of
LID practices include cost saving over expensive infrastructure.
Utilizing bio-swales and sunken lawns allow for the discernment and
infiltration of runoff. Bio-swales offer opportunities for biodiversity
utilizing native plant material that can remedy the degradation of
native habitats. Additionally, LID aesthetics can enhance and beautify
the built environment and landscapes by use of pervious pavers and
alternative natural paving materials.
A beautiful and sustainable landscape starts with a clear
understanding of the client’s requirements, the site and environs and
a creative approach to the design process. Water efficiencies, energy
use reductions, waste reduction, recycled content and localized
material’s sourcing can all be quantified and are an integral part of
our design. Resource conservation through the use and specification
of recycled and reused materials and identification of locally sourced
goods are important sustainability issues. Water resources are
conserved through our thoughtful low water use planting schemes,
precise irrigation layout and control systems, as well as, stormwater
capture, cleaning and reuse. For pollution prevention, stormwater
recycling plans are embraced and integral to our designs. On-site
water detention, bio filtration, permeable pavement, and many other
measures are creatively incorporated into the landscapes we design.

DVD has an established quality control and assurance program that we undertake for all our design services,
and for this project. The Principal-in-Charge will be responsible for implementation of these Quality Control
measures. The primary elements include:
• Verification that required deliverables and documents noted in the Scope of Work are provided.
• A Peer Review will be conducted by our senior professional staff to solicit critical comments and
verify correctness.
• Retention of documents with highlighted markings and red-line comments, and verification that
required revisions are incorporated into the updated documents.
• Continual assessment and tracking of project schedule and budget against baseline data.
• A complete construction review for constructability and biddability of the complete PS&E
package will be assigned to experienced professionals on staff prior to final submittal to our
client.
