MEMORANDUM November 6, 2025 TO: City of Diamond Bar City Manager’s Office Attn: Tara Reyes, Management Analyst FROM: Valley Vista Services, Inc. SUBJECT: SB 1383 Recovered Organic Waste Product (ROWP) Procurement CY 2026; Revision 1 The Short-Lived Climate Pollutants law, Senate Bill 1383 (SB 1383), signed into law by Governor Jerry Brown in September 2016, marks a significant legislative effort in California to reduce methane emissions associated with organic waste. In addition to policy requirements targeting the reduction of short-lived climate pollutants (SLCPs) such as the Diversion and Edible Food Recovery requirements, the law also imposes a mandate on cities and counties to procure products made from recovered organic waste and meet targets as established by CalRecycle. Valley Vista Services, Inc. (VVS), as the City of Diamond Bar’s (the “City’s”) Franchised Residential Waste Hauler and pursuant to §6.4.4 of the City and VVS Agreement for such purposes, VVS plans to procure the following ROWPs for Calendar Year 2026: 1. Mulch and Compost Giveaway Program. VVS will procure and transport two hundred forty tons (240 t) of COMPOST and sixty tons (60 t) of MULCH for use at City’s Mulch & Compost Giveaway Program located at Sycamore Canyon Park. Deliveries will be made semimonthly for COMPOST and monthly for MULCH, in coordination with City staff. 2. Credits for Electricity from Renewable Gas. VVS will procure through its Anaerobic Digestion partner the San Bernardino Anaerobic Digestion Facility operated by BioStar, sufficient credits to meet the bulk of VVS’s required procurement. VVS plans to allocate up to 48,493 kWh per month of electricity credits toward City facility use. 3. Mulch and Compost Reserved for City. VVS will also procure bulk COMPOST and MULCH for use in City parks, facilities, and infrastructure. Any procurement under this paragraph will take precedence over paragraph 2. 4. Use of Renewable Gas in Collection Vehicles. As soon as SB 1383-compliant Renewable Gas becomes commercially available, VVS will notify the City and adjust procurement levels under this memorandum accordingly. Utilizing the above methods, VVS plans to procure approximately 2,722.42 tons of ROWP for Calendar Year 2026, meeting the 60% requirement in accordance with the Franchise Agreement.
