Company Information & Organization Valley Vista Services Inc. (VVS) is a corporation organized under the laws of the State of California in 1994, and is a wholly-owned subsidiary of Zerep Management Corporation (Zerep). All of the outstanding stock in Zerep is owned by Manuel and David Perez. Zerep is also the sole shareholder of the City of Industry Disposal Company, Inc. (CID) and Vincent’s General Services, Inc. (VGS). The company is also managed by third generation sons David M., Christopher, and Peter Perez. Ownership of the company has remained within the Perez family since its inception in 1957. The shareholders of Zerep, together with three other family members, also own all of the outstanding stock of Grand Central Recycling & Transfer Station, Inc., a California corporation (GCR), which owns an additional site of approximately 10-acres adjacent to the VVS and operates a state-of-the-art materials recovery facility and transfer station located in the City of Industry. Permitted to handle 5,000 tons of municipal waste daily, the GCR facility allows VVS to meet the long-term recycling and disposal requirements of our clients. The headquarters of VVS is located on an approximately three-acre site in the City of Industry, California where VVS also stores and maintains its fleet of collection vehicles. VVS provides residential and commercial solid waste collection, hauling and disposal and recycling to the cities of El Monte, Diamond Bar, La Puente, Industry, Walnut, Claremont, Pasadena, Cypress, Hacienda Heights, Arcadia and various portions of the Exclusive Commercial Franchise in unincorporated areas in Los Angeles County. The following are key VVS personnel contacts: David Perez, President. Mr. Perez serves as President of VVS. Mr. Perez also serves as the President of Zerep, CID, VGS and Grand Central. Mr. Perez is responsible for strategic planning, public relations and the overall direction for VVS. Mr. Perez has more than 35 years of experience in the solid waste industry. David M. Summary of Monthly & Quarterly Reports 2025 Tonnage Reports Pursuant to the agreement between VVS and the City of Diamond Bar, we have compiled the following data for waste collection, disposal, and overall diversion (see attached for monthly detailed tonnage information): All waste collected in the City of Diamond Bar was delivered to GCR and PVT. Residual waste is routinely disposed of at El Sobrante Landfill and Mid-Valley Landfill. For January to August 2025 the overall VVS Route Diversion Rate was 29%. 2025 Fee Reports Public Financial Reports As a privately held company we do not disclose financial data in reports that will be part of public records. Pursuant to the audit requirements of our franchise agreement we will make financial and bank records available for review to the City or its auditor at the offices of VVS in the City of Industry to the level specified in our agreement. Container Information Attached you will find a summary of the number of containers in service as of August 31 by size (number of gallons/yards), service frequency, and type of service (refuse, Recycling, Green Waste). There were 157 bulky item pick-ups in 2025, 25 in the 1st quarter, 46 in the 2nd quarter and 86 in the 3rd quarter. There were no HHW pick-ups in 2025 from January to August. VVS continues to be involved with several City events by either sponsoring an event, attending an event, or providing containers for events. Graffiti seemed to be at a minimum in 2025 along with scavenging and contamination. VVS hopes that this will continue in 2026. Communication with the City’s Senior Management Analysts has continued to be excellent and VVS is looking forward to another great year.
