MINUTES OF THE CITY COUNCIL REGULAR MEETING
SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT/MAIN AUDITORIUM

1. CLOSED SESSION: 5:30 p.m. —Room CC-8. All Council Members
were present.
PUBLIC COMMENTS: None offered.
Public Employee Performance Evaluation

Mayor Teng adjourned the Closed Session at 6:20 p.m.
2. CALL TO ORDER: Mayor Teng called the Regular City Council
meeting to order at 6:32 p.m. in the South Coast Air Quality Management District
Main Auditorium, 21865 Copley Drive, Diamond Bar, CA 91765.
PLEDGE OF ALLEGIANCE: Council Member Andrew Chou
INVOCATION: Associate Pastor Ab Kastl, Landmark Church
ROLL CALL: Council Members Andrew Chou, Stan Liu,
Ruth Low, Mayor Pro Tem Steve Tye, Mayor
Chia Yu Teng
Absent: None.
Staff present in person: Dan Fox, City Manager; Omar Sandoval, City
Attorney; Ryan McLean, Assistant City Manager; Jason Jacobsen, Finance
Director; Cecilia Arellano, Community Relations Manager; Kristina Santana, City
Clerk.
Staff present telephonically:

Others present: Nancy Farias, Deputy, Diamond Bar/Walnut Sheriff's Station,

Gamble, Assistant Chief, Los Angeles County Fire Department.
APPROVAL OF AGENDA: City Attorney Omar Sandoval stated that there
was no reportable action to report out of the closed session held at 5:30 p.m.
Mayor Teng approved the agenda as presented.

3. SPECIAL PRESENTATIONS, CERTIFICATES, PROCLAMATIONS:
3.1 Through My Lens Photo Contest Winners.
The City Council invited Carlos Carrillo and Lee Mao from the Diamond
Bar Community Foundation to present certificates and checks to the
contest winners.
3.2 Certificates of Recognition for the Classics and Manager John Urkov;
Diamonds and Manager Kerry Farabee.
The City Council presented the certificates to Managers John Urkov and
Kerry Farabee.
3.3 Proclamation Recognizing October as Hindu Heritage Month.
The City Council presented the proclamation to the Sunshine Seniors
Association.
4. CITY MANAGER REPORTS AND RECOMMENDATIONS: None.
5. PUBLIC COMMENTS:
The following provided public comments:
Regional Chamber of Commerce, San Gabriel Valley
Raj Purohit, resident
Cynthia Yu, Diamond Bar Library Manager
Dorsie Rouse, resident
The Garispe Family, resident
Bruce Chitiez, resident
CC/Santana reported that no emails were submitted for public comment and no
guests on the teleconference line requested to speak under Public Comments.
6. SCHEDULE OF FUTURE EVENTS: CM/Fox presented the Schedule of
Future Events.
7. CONSENT CALENDAR: MPT/Tye moved, C/Chou seconded, to approve the
Consent Calendar. Motion carried 5-0 by the following Roll Call vote:
AYES: COUNCIL MEMBERS: Chou, Liu, Low, MPT/Tye, M/Teng
NOES: COUNCIL MEMBERS: None
ABSENT: COUNCIL MEMBERS: None
7.1 Approved October 7, 2025 City Council Closed Session and Regular
Meeting Minutes.
7.2 Ratified Check Register Dated October 1, 2025 through October 14, 2025
Totaling $1,646,435.38.

7.3 Approval of September 2025 Treasurer's Statement.
8. PUBLIC HEARINGS: None.
9. COUNCIL CONSIDERATION: None.
10. COUNCIL SUBCOMMITTEE REPORTS AND MEETING ATTENDANCE
REPORTS/COUNCIL MEMBER COMMENTS.
The following Council Members provided a report on meetings attended at the
expense of the local agency per Government Code 53232.3(d).
Council Member Chou reported attending the San Gabriel Valley Council of
Governments meeting.
11. ADJOURNMENT: With no further business to conduct, M/Teng adjourned the
Regular City Council Meeting at 7:45 p.m.
