proposal to support the City of Diamond Bar in designing and delivering a
comprehensive public education and outreach campaign ahead of the
November 2026 local sales tax ballot measure.
Based in Houston, Texas, TDG is a full-service political consulting and

local governments, public agencies, and advocacy organizations engage

He has led major local and national campaigns focused on voter education and civic participation. For this

GEORGIA TECHNOLOGY AUTHORITY
Name of project: Public Education, Branding, and Marketing for “Let’s
Connect Georgia” Initiative
Opportunity: The Georgia Technology Authority was ready to launch a
transformative initiative aimed at promoting broadband expansion and
digital connectivity across Georgia, focusing on fostering economic
growth and community development through enhanced technological
infrastructure. The Authority had a limited timeframe to develop and
execute a comprehensive co-branding strategy for the “Let’s Connect
Georgia: Broadband and Digital Connectivity” initiative.
The Daniels Group was hired to create a unified and compelling brand
identity for the initiative, ensuring cohesive messaging and visual appeal
across all public education campaign elements. Additionally, The Daniels
Group produced tailored marketing materials and launched an
integrated marketing campaign that utilized digital, social media, and
traditional marketing channels to drive awareness and participation
statewide.
Results: The Daniels Group produced a captivating and engaging brand
identity for the initiative and successfully promoted its mission, resulting
in statewide recognition of the Georgia Technology Authority’s efforts to
bridge the digital divide. As part of this effort, The Daniels Group also
helped the Authority effectively allocate over $1B in broadband and
digital connectivity investments, positively impacting both rural and
urban communities. The campaign reached and gathered input from
more than 20,000 residents, stakeholders, and businesses over the eight-
month campaign, hosted more than five regional events across Georgia
and one statewide symposium, and 20 community listening events with
non-profit organizations.

CITY OF ATLANTA – MUNICIPAL OPTION SALES TAX (MOST) PUBLIC
EDUCATION CAMPAIGN
Opportunity: The City of Atlanta sought voter approval to reauthorize its
Municipal Option Sales Tax (MOST), a vital funding mechanism for water
and sewer infrastructure improvements. With the previous authorization
expiring, the City needed a renewed public education effort that would
inform residents, across demographics and communities, about the
purpose of the tax, the upcoming vote, and its long-term benefits.
The Daniels Group was engaged to lead this citywide effort. Our objective
was to design and execute a multilingual, culturally competent public
education campaign that was compliant, neutral in tone, and
strategically targeted to reach Atlanta’s diverse population, including
historically underrepresented communities.

To achieve this, we developed an integrated outreach strategy that
included:
Clear, accessible messaging tailored to different neighborhoods and
constituencies
Collateral materials and water bill inserts distributed directly to
households
Website content and social media copy optimized for reach and
readability
Strategic media placements in local print, radio, and digital outlets—
especially those serving Black, Latino, and Asian communities
Public presentations and information sessions coordinated with city
departments and neighborhood associations
This approach ensured that all Atlanta residents—not just frequent voters
—had the information needed to make an informed decision at the
ballot box.
Results: The campaign boosted public understanding of the MOST ballot
measure, helping secure over 70% voter approval and protecting Atlanta
residents from a 25% water rate hike. Strong engagement across diverse
groups validated the campaign’s inclusive, multilingual approach and
showed the impact of clear, community-centered public education.

ALDINE INDEPENDENT SCHOOL DISTRICT SCHOOL BOND
REFERENDUM
Opportunity: Aldine ISD put a record-setting $1.81 billion bond—three
separate propositions—on an otherwise low-profile November 7 2023
ballot. The district faced three intertwined risks:
Off-cycle apathy: No federal or statewide contests meant historically
thin turnout.
Sticker shock: The price tag doubled the size of the previous bond,
inviting anti-tax messaging.
Language diversity: More than 61 home languages rendered one-size-
fits-all outreach ineffective.
Our firm’s mandate was clear: transform those vulnerabilities into
strengths by turning likely non-voters into informed “yes” voters through
precision door-to-door canvassing and culturally fluent direct mail that
pre-empted tax concerns.
To achieve this, we developed an integrated outreach strategy that
included:
Data-guided precinct targeting – Merged the Harris County voter
file with attendance zone and prior bond performance data to isolate
“high-support / low-turnout” blocks, then built walk lists only for those
clusters.
Multilingual door program – Deployed canvassers fluent in English/
Spanish, who logged every interaction in real-time, ultimately
knocking on 9,015 doors and holding 3,941 conversations.
Two-touch direct mail – Sent 10,482 oversized mailers

Result: More than 12,700 voters weighed in—unusually high for a stand-
alone school bond—with support strongest in precincts north of Beltway
8. Prop C passed more narrowly, reflecting typical voter caution about
“specialty” facilities, but still cleared the required simple majority.

METHODOLOGY

Goal: Understand the community’s needs, information habits, and trusted
messengers.
We begin with a project kickoff to define timelines, approval processes, and
roles. From there, we conduct a multi-layered analysis that combines:

“Five Facts Every Voter Should Know.” Each fact addresses a voter concern
and is backed by verifiable data. Messages are written at an easy-to-
understand reading level and undergo vetting for legal, financial, and
accessibility compliance.
After the English version is finalized, it is translated and culturally adapted
into Mandarin and Korean by ATA-certified linguists. Translations are
reviewed for regional clarity and compliance with Government Code
§54964.
Simultaneously, we develop a creative toolkit that includes:

media kit; residents are routed to the campaign microsite via a one-click
“Learn More” prompt.

and Summer 2026) fielded by FM3. We issue quarterly memos with
optimization recommendations and deliver a comprehensive Final Impact
Report after the election.

Should the City wish to broaden engagement, The Daniels Group can add
a GIS-based StoryMap illustrating project benefits by neighborhood,

Additional ways we work to ensure a successful collaboration
The Daniels Group employs a multi-layered quality control framework to
ensure that all deliverables meet the highest accuracy, effectiveness, and
strategic impact standards. All materials created for the project will
undergo an initial review by the Director of Optimization before it is sent
to the City. We check for accuracy, consistency, and alignment with
project objectives and deliverables during this review. If applicable,
compliance and legal counsel validate adherence to federal, state, and
municipal regulations. All major deliverables are submitted for client
review before finalization, and stakeholder feedback is actively
incorporated into revisions before a final product is launched, activated, or
published.
As with many multi-phased projects, priorities, stakeholder inputs, and
other twists and turns can often shift a project’s process and/or
requirements. As a result, adjustments may need to be addressed and/or
made regarding expectations, deliverables, timing, and pricing, and
should be discussed through open and honest communication and
transparency. Our approach to project management is adaptive,
proactive, and solutions-focused, ensuring that unexpected challenges or
scope changes are addressed with minimal disruption and maximum
efficiency. The Daniels Group will use Monday as its primary project
management platform. Monday will help all cross-functional teams
assigned to the project track workflow and performance in real time.
If the City desires to use another project management platform, The
Daniels Group will adhere to the preferred preference. Our team has
experience using many project management software platforms,
including Basecamp, Asana, Trello, and more.

Statement of Insurance Compliance
The Daniels Group, LLC certifies that it currently maintains insurance
coverage that meets or exceeds every requirement set forth in the City of
Diamond Bar’s Request for Proposals (RFP). Specifically, we carry:
Commercial General Liability Insurance at or above the minimum per-
occurrence and aggregate limits specified in the RFP.
Workers’ Compensation Insurance in full compliance with applicable
law, with employer-liability limits that satisfy the RFP.
All additional coverages required by the RFP (e.g., Automobile Liability,
Professional Liability), each meeting or surpassing the stipulated
