The Authority had a limited timeframe to develop and execute a comprehensive co-branding strategy for the “Let’s Connect Georgia: Broadband and Digital Connectivity” initiative. The Daniels Group was hired to create a unified and compelling brand identity for the initiative, ensuring cohesive messaging and visual appeal across all public education campaign elements. Additionally, The Daniels Group produced tailored marketing materials and launched an integrated marketing campaign that utilized digital, social media, and traditional marketing channels to drive awareness and participation statewide. Results: The Daniels Group produced a captivating and engaging brand identity for the initiative and successfully promoted its mission, resulting in statewide recognition of the Georgia Technology Authority’s efforts to bridge the digital divide. As part of this effort, The Daniels Group also helped the Authority effectively allocate over $1B in broadband and digital connectivity investments, positively impacting both rural and urban communities. The campaign reached and gathered input from more than 20,000 residents, stakeholders, and businesses over the eight- month campaign, hosted more than five regional events across Georgia and one statewide symposium, and 20 community listening events with non-profit organizations. 01 OUR CASE STUDIES 06 THE DANIELS GROUP 01 CITY OF ATLANTA – MUNICIPAL OPTION SALES TAX (MOST) PUBLIC EDUCATION CAMPAIGN Opportunity: The City of Atlanta sought voter approval to reauthorize its Municipal Option Sales Tax (MOST), a vital funding mechanism for water and sewer infrastructure improvements. With the previous authorization expiring, the City needed a renewed public education effort that would inform residents, across demographics and communities, about the purpose of the tax, the upcoming vote, and its long-term benefits. The Daniels Group was engaged to lead this citywide effort. Our objective was to design and execute a multilingual, culturally competent public education campaign that was compliant, neutral in tone, and strategically targeted to reach Atlanta’s diverse population, including historically underrepresented communities. 07 THE DANIELS GROUP To achieve this, we developed an integrated outreach strategy that included: Clear, accessible messaging tailored to different neighborhoods and constituencies Collateral materials and water bill inserts distributed directly to households Website content and social media copy optimized for reach and readability Strategic media placements in local print, radio, and digital outlets— especially those serving Black, Latino, and Asian communities Public presentations and information sessions coordinated with city departments and neighborhood associations This approach ensured that all Atlanta residents—not just frequent voters —had the information needed to make an informed decision at the ballot box. Results: The campaign boosted public understanding of the MOST ballot measure, helping secure over 70% voter approval and protecting Atlanta residents from a 25% water rate hike. Strong engagement across diverse groups validated the campaign’s inclusive, multilingual approach and showed the impact of clear, community-centered public education. 0108 THE DANIELS GROUP 01 ALDINE INDEPENDENT SCHOOL DISTRICT SCHOOL BOND REFERENDUM Opportunity: Aldine ISD put a record-setting $1.81 billion bond—three separate propositions—on an otherwise low-profile November 7 2023 ballot. The district faced three intertwined risks: Off-cycle apathy: No federal or statewide contests meant historically thin turnout. Sticker shock: The price tag doubled the size of the previous bond, inviting anti-tax messaging. Language diversity: More than 61 home languages rendered one-size- fits-all outreach ineffective. Our firm’s mandate was clear: transform those vulnerabilities into strengths by turning likely non-voters into informed “yes” voters through precision door-to-door canvassing and culturally fluent direct mail that pre-empted tax concerns. To achieve this, we developed an integrated outreach strategy that included: Data-guided precinct targeting – Merged the Harris County voter file with attendance zone and prior bond performance data to isolate “high-support / low-turnout” blocks, then built walk lists only for those clusters. Multilingual door program – Deployed canvassers fluent in English/ Spanish, who logged every interaction in real-time, ultimately knocking on 9,015 doors and holding 3,941 conversations. Two-touch direct mail – Sent 10,482 oversized mailers 09 THE DANIELS GROUP 01 Result: More than 12,700 voters weighed in—unusually high for a stand- alone school bond—with support strongest in precincts north of Beltway 8. Prop C passed more narrowly, reflecting typical voter caution about “specialty” facilities, but still cleared the required simple majority. 9,015 doors knocked by 22 bilingual canvassers over 28 field days 10,482 mailers delivered in two waves All three propositions passed—Prop A at 68.3 % YES, Prop B at 64.8 %, Prop C at 55.1 % $1.81 billion secured for safer, modernized campuses without an immediate tax rate hike By converting turnout risk into targeted, multilingual engagement, the campaign turned the district’s largest fiscal request into a decisive community mandate—proving disciplined fieldwork and culturally matched storytelling can still move billions, door by door. 10 THE DANIELS GROUP PROJECT OVERVIEW At The Daniels Group, we believe that successful public education campaigns start with clarity, credibility, and cultural competence. For Diamond Bar’s 2026 sales-tax measure, our methodology follows a five-phase, research- driven approach designed to educate, engage, and empower residents across every demographic. Identifies the revenue gap a local sales-tax measure could fill02 03 Explains current service levels and infrastructure needs01 Clarifies the real-world consequences of a “yes” or “no” vote Project Understanding Your 57,000-resident city—straddling four counties and home to sizable Mandarin- and Korean-speaking communities—prides itself on transparency, fiscal responsibility, and the open-space character that defines its “country- living” appeal. As your prospective consultant team, our role is to transform the statistically valid insights already gathered by FM3 into clear, multilingual, non-advocacy communication that: To accomplish this, we will focus on five pillars: Data-Driven Targeting We will mine FM3 polling results, demographic profiles, and stakeholder maps to segment audiences, uncover message barriers, and match each group with the channels they trust most. 11 THE DANIELS GROUP Plain, Multilingual Content Our team will create factual, FPPC-compliant materials in English, Mandarin, and Korean, translating complex fiscal concepts into language residents can readily understand. Integrated Channel Mix We will harmonize earned, shared, owned, and paid media—supplemented by print collateral and in-person events—so residents encounter consistent information whether online, in their mailbox, or at community gatherings. Collaborative Workflows Close alignment with the City’s Community Relations Division and FM3 will keep you in control of approvals, ensure messages remain on schedule with Council timelines, and allow rapid adjustments as new data emerge. Continuous Optimization Through tracking surveys and real-time digital analytics, we will measure awareness, clarity, and trust, then refine our creative, cadence, and budget allocation to concentrate resources on tactics that deliver measurable impact. METHODOLOGY Phase 1 | Community Discovery and Landscape Assessment Goal: Understand the community’s needs, information habits, and trusted messengers. We begin with a project kickoff to define timelines, approval processes, and roles. From there, we conduct a multi-layered analysis that combines: FM3 survey cross-tabulation Voter file and Census overlays by neighborhood Media channel audits for ADA and LEP compliance One-on-one listening sessions with community leaders in civic, faith, youth, seniors, and business sectors 12 THE DANIELS GROUP Phase 1 | Community Discovery and Landscape Assessment Deliverables: Insight Memo summarizing findings Interactive heat map identifying key demographics, preferred communication channels, and linguistic needs Phase 2 | Message Architecture and Multilingual Creative Toolkit Goal: Create clear, neutral, and accessible messaging in all target languages. We distill complex fiscal concepts into a single public-facing narrative: “Five Facts Every Voter Should Know.” Each fact addresses a voter concern and is backed by verifiable data. Messages are written at an easy-to- understand reading level and undergo vetting for legal, financial, and accessibility compliance. After the English version is finalized, it is translated and culturally adapted into Mandarin and Korean by ATA-certified linguists. Translations are reviewed for regional clarity and compliance with Government Code §54964. Simultaneously, we develop a creative toolkit that includes: A WCAG-compliant visual identity Templates for mailers, social posts, presentations, and banners Editorial and tone guidelines in all three languages Deliverables: Master message scripts (ENG, MAN, KOR) Multilingual Creative Toolkit with assets for all outreach channels 13 THE DANIELS GROUP Phase 3 | Integrated Multilingual Media & Outreach Strategy Goal: Ensure broad, repeated, and culturally resonant message delivery across all platforms. Our strategy combines four coordinated media streams—Earned, Shared, Owned, and Paid—into a biweekly outreach cadence. Each cycle spotlights one theme and delivers aligned content across all channels. Earned Media: Multilingual press releases, op-eds, and briefings to boost credibility Shared Media: Partner/influencer posts to extend reach organically Owned Media: Website, emails, webinars, and fact sheets for self- paced learning Paid Media: Geo-targeted digital ads, print inserts, and radio spots to fill outreach gaps All messaging is mirrored across English, Mandarin, and Korean, with community review panels ensuring tone and clarity. Deliverables: 1.Outreach calendar and asset release plan 2.Multilingual content approved and deployed in weekly waves This integrated message ecosystem releases a coordinated set of assets across all streams. Residents first encounter the idea through a news story, then see it echoed on social media, reinforced in a City newsletter or webinar, and finally boosted by a short sponsored ad. The repetition is intentional: different voices, the same facts, one steady drumbeat from the present until Election Day. 14 THE DANIELS GROUP Phase 4 | Public Engagement and Campaign Execution Goal: Engage residents through high-visibility moments and grassroots interaction. We kick off with a bilingual press briefing streamed live and picked up by English-, Mandarin-, and Korean-language outlets. Reporters receive a media kit; residents are routed to the campaign microsite via a one-click “Learn More” prompt. Outreach continues through: City-wide mailers with QR codes for digital content Monthly multilingual e-newsletters with updates and FAQs Short-form social content (myth-busters, infographics, videos) Hands-on workshops with real-time Q&A and budget simulators Targeted sessions with HOAs, PTAs, senior groups, and merchants We also support the City Council’s evolving ballot-language process and ensure all materials reflect final wording through an “all-channels refresh.” Deliverables: Campaign microsite and social/digital deployment Event facilitation with multilingual support Real-time issue tracking and rapid-response content A real-time feedback loop that keeps the message honest. We monitor open rates, click-throughs, social sentiment, and workshop feedback daily. If a rumor spikes—say, a social post misstates the tax rate —we deploy a myth-busting graphic within hours, tag trusted messengers to amplify it, and add the question to the evolving FAQ. Weekly content huddles decide what to reinforce, what to retire, and where to shift paid impressions, so the campaign never drifts off-course. 15 THE DANIELS GROUP By combining a high-visibility launch, a steady drumbeat of content, hands-on engagement in every corner of the community, and a rapid- response mechanism for updates and misconceptions, Phase 4 turns the Message Architecture into a living, two-way conversation—one that meets every resident of Diamond Bar in their language, through their preferred channel, and at a cadence that earns their attention and trust to Election Day. Information Dissemination through an Integrated Campaign Ecosystem Our outreach operates as a single messaging ecosystem: one creative platform feeds four media streams—Earned, Shared, Owned, and Paid— while trusted messengers carry the message farther than City channels can reach on their own. Every asset ends with a simple, measurable call to action: “Click • Learn • Share.” Builds credibility through third-party validation. Serves as the permanent reference library. Guarantees delivery where gaps remain. Leverages peer networks for organic reach. Microsite, webinars, email series, downloadable fact sheets Partner social posts, HOA newsletters, influencer reels Targeted: geo-fenced social boosts, language-specific banner ads Mass-Reach: city-wide radio flights, print display ads, transit posters Multilingual press releases, expert op- eds, reporter briefings Paid Owned Earned Shared Stream Role in the Ecosystem Example Touch-points* 16 THE DANIELS GROUP Phase 5 | Measurement, Optimization, and Reporting Goal: Track performance, refine strategy, and document impact. We integrate real-time engagement metrics—email opens, video completions, workshop attendance—with two pulse surveys (Fall 2025 and Summer 2026) fielded by FM3. We issue quarterly memos with optimization recommendations and deliver a comprehensive Final Impact Report after the election. In addition, we will provide: Ad-hoc budget reports to track expenditures A summary of behavioral change data captured from surveys, forums, and feedback forms Routine media content analysis to determine the frequency, accuracy, and timeliness of local media coverage of key messages Deliverables: Quarterly performance briefs Post-election Final Impact Report on reach, comprehension, and lessons learned Commitment to Quality and Compliance All collateral is vetted against Government Code §54964 and Elections Code §13303 to preserve strict neutrality. An approval workflow—draft, three-day City review, revision, sign-off—ensures every item meets legal, linguistic, and accessibility standards before release. Optional Enhancements Should the City wish to broaden engagement, The Daniels Group can add a GIS-based StoryMap illustrating project benefits by neighborhood, deploy opt-in SMS reminders in multiple languages, or create pocket-size voter guides for distribution at the Metrolink station and park kiosks. 17 THE DANIELS GROUP Additional ways we work to ensure a successful collaboration The Daniels Group employs a multi-layered quality control framework to ensure that all deliverables meet the highest accuracy, effectiveness, and strategic impact standards. All materials created for the project will undergo an initial review by the Director of Optimization before it is sent to the City. We check for accuracy, consistency, and alignment with project objectives and deliverables during this review. If applicable, compliance and legal counsel validate adherence to federal, state, and municipal regulations. All major deliverables are submitted for client review before finalization, and stakeholder feedback is actively incorporated into revisions before a final product is launched, activated, or published. As with many multi-phased projects, priorities, stakeholder inputs, and other twists and turns can often shift a project’s process and/or requirements. As a result, adjustments may need to be addressed and/or made regarding expectations, deliverables, timing, and pricing, and should be discussed through open and honest communication and transparency. Our approach to project management is adaptive, proactive, and solutions-focused, ensuring that unexpected challenges or scope changes are addressed with minimal disruption and maximum efficiency. The Daniels Group will use Monday as its primary project management platform. Monday will help all cross-functional teams assigned to the project track workflow and performance in real time. If the City desires to use another project management platform, The Daniels Group will adhere to the preferred preference. Our team has experience using many project management software platforms, including Basecamp, Asana, Trello, and more. 18 THE DANIELS GROUP Potential Challenges and Mitigation Strategies Deficiency Resolution Below is our approach to identifying, addressing, and resolving performance gaps. Continuous Performance Monitoring Regular tracking of project milestones, deliverables, and performance metrics. Ongoing engagement with city leadership to gather feedback on service effectiveness. Periodic performance reviews to ensure alignment with expectations. Issue Identification & Root Cause Analysis If deficiencies are noted, we conduct a root cause analysis to determine whether the issue stems from resource constraints, misalignment of expectations, or external factors. We categorize issues into immediate concerns (requiring quick fixes) and systemic challenges (requiring process improvements). 19 THE DANIELS GROUP Corrective Action Plan Immediate Adjustments: We implement corrective measures within 48 hours and ensure communication of resolution steps for minor issues. Process Optimization: For systemic issues, we work with city leadership to refine workflows, update strategies, or reallocate resources as needed. Stakeholder Communication & Accountability We maintain complete transparency regarding challenges and provide regular updates on resolution efforts. Our designated Project Manager ensures all issues are logged, addressed, and followed up on promptly. 20 THE DANIELS GROUP 01 COST-OF-SERVICES SUMMARY All figures are “not to exceed.” No separate charges will be invoiced for travel, mileage, or other out-of-pocket expenses.
