Dear Mr. McLean and Mr. Batres:
On behalf of TeamCivX, I appreciate the opportunity to submit this proposal to help the City of Diamond Bar
provide public education and outreach services pertaining to a potential local sales tax ballot measure in the
November 2026 election.
Personally, I worked closely with Diamond Bar staff to help prepare the successful TOT increase Measure Q
in 2018. We also helped prepare and pass the most recent successful school bond measure for Walnut Valley
Unified School District. It would be a pleasure to resume our working relationship with your community.
My partners and I have a long track record of success in Los Angeles County and throughout Southern
California. While TeamCivX is a new business venture for us, we are a team of seasoned professionals with
decades of experience helping hundreds of public agencies navigate the ballot measure process to achieve
locally controlled funding.
We are strategy and communications consultants with unmatched experience evaluating the feasibility
of local funding measures, designing measures for the ballot that align with community priorities and
implementing informational communication efforts to raise awareness of your funding needs.

The remainder of this proposal describes our project team, TeamCivX’s experience/references, methodology,
cost for services, and our consulting services agreement.

JARED BOIGON, Founding Partner at TeamCivX
Jared Boigon, a founding partner of TeamCivX, has worked in campaigns,
politics and government since the mid-1990s, and personally guided more
than 100 successful efforts producing voter-approved revenue for school
districts, community colleges, cities, counties and special districts.
His work includes multiple public education efforts for Los Angeles County
agencies, leading to voter approval for various essential programs, including
the nation’s largest urban parks funding measure for LA County Regional
Parks & Open Space Measure in 2016. He served as General Consultant for
CA Props 1 & 2 in 2018, where voters approved a $4 billion statewide
affordable housing bond and $2 billion for the No Place Like Home program, which funds permanent
supportive housing for the chronically homeless living with mental illness.
Jared began working in grassroots campaigns in the early 1990s. He later worked as a speechwriter and
policy analyst for then-Colorado Governor Roy Romer. He helped pass over a dozen local public finance
ballot measures in his home state of Colorado before coming to California. Jared graduated cum laude from
Amherst College in 1994.
Jared’s extensive experience in political campaigns, from volunteer organizer and campaign manager to
media consultant, helped him guide his mother’s successful citywide election to the Denver City Council
in Spring of 2003, where she outpaced six competitors to win an at-large open seat in her first-ever bid for
elected office. (She retired from City Council in 2011.)
Jared, Kimberly, and their two daughters live in San Francisco, where he enjoys swimming, bike rides, and
reading John LeCarré.
Responsibilities
Jared Boigon will serve as the lead strategy and communications consultant. He will be your primary point of
contact and personally attend all meetings and make presentations to your Council when needed.

ROCHELLE LEWIS, Staff Consultant
Rochelle is a seasoned communications and advocacy professional with more
than 20 years of experience in statewide and local campaigns. She has
successfully managed numerous tax and bond measure campaigns,
generating millions in new revenues for school districts, cities, and counties.
Collaborating with pollsters and public agencies, Rochelle has developed
ballot measure language and strategic messaging, and has coordinated
multiple campaign committees.
In addition to her campaign work, she has led research and directed public
communications on a wide variety of complex policy issues, including
education, transportation, public safety, water, and other major infrastructure programs, passing the then
largest statewide school bond in U.S. history and securing $18.5 billion in California gas tax and
transportation bonds.
A committed volunteer community leader, Rochelle serves as an Advisory Board Member of Santa Monica
College and Board Member of the Greater Wilshire Neighborhood Council under the City of Los Angeles.
She has served as Legislative Consultant for the California State PTA, and her community advocacy has been
recognized by the League of Women Voters.
Responsibilities
In addition to our five partners, we have eight full time staff members. Each of our projects is supported by
one or more of our experienced and well-trained staff Consultants. For this project, Rochelle Lewis will staff
the project. The staff role on our projects is limited to logistical coordination to ensure that the strategies,
plans and messaging developed by the lead partner are executed on time, on budget and with precision.
JORDAN VISOLA, Director of Creative Operations
As the Director of Creative Operations for TeamCivX, Jordan is the thread
that ties together the design team and the political consultants. She brings
20+ years of experience both as a project manager and graphic designer. This
versatile and unique set of skills is driven by her passion for both organization
and creativity. With a keen eye for detail and a strategic mindset, she
manages our robust team of designers and creative operations.
Jordan is a San José State University design graduate living in the greater
San Francisco Bay Area with her husband and twin sons. She enjoys the
California coast, mid-century modern design and gardening.
Responsibilities
Our Director of Creative Operations, Jordan Visola, will oversee all graphic design, digital marketing and print
production needed during the project.

Measure WV
Completion Date: November 2016
In 2016, the Walnut Valley Unified School District placed Measure WV, $152.8 million bond on the ballot.
Jared assisted the District in their feasibility assessment, communications, and outreach culminating in
Measure WV, which passed with 65% support.

Measure RP
Completion Date: November 2020
To prevent the loss of local sales tax revenue to regional control, the City of Beverly Hills placed Measure RP
on the November 2020 ballot. The City worked with TeamCivX to assess the measure’s feasibility, conduct
outreach to the community, and deploy a communications strategy. On Election Day, Measure RP passed
with 73% support.

Measure Y
Completion Date: March 2020
TeamCivX guided the City of Paramount through the process of placing Measure Y, a ¾-of-one-percent
increase in local retail sales tax, on the March 2020 ballot. Working closely with City officials,
a comprehensive communications strategy was developed and executed to engage residents and build a
compelling narrative around the need for funding. On Election Day, Measure Y passed with 71% support.

Measure Q
Completion Date: November 2024
Facing a looming funding deficit, the City of San Marcos partnered with TeamCivX and True North Research
to conduct baseline survey research and provide strategic consulting. City leaders were equipped with the
tools and insights needed to execute a robust communications and engagement strategy. On Election Day,
Measure Q passed with 60% support.

METHODOLOGY/PROJECT UNDERSTANDING
We have a proven method and approach to projects like yours, which includes three
specific milestones. Following our approach will allow you to create a ballot measure that
aligns with community priorities, is well understood by Councilmembers and community
leaders, and has a strong chance of success.
Phase 1: Test It
We know you’ve already completed a baseline survey of voters with FM3 Research.
We will closely review the results of the survey, consult with FM3, and identify key
strategic and communication objectives based on the scientific survey.
We will also conduct a demographic analysis of your likely November 2026 voters.
Phase 2: Vet It
Our next step is to develop and implement an informational communications plan, based
your strategic communications objectives and funding needs.
The goal of the communications plan is to vet your potential measure with your
community, by raising awareness of your funding needs, introducing your proposed
measure, and providing opportunities for community input.
While cities and public agencies are legally prohibited from advocating for the passage of
a measure, you can educate and inform your community about your needs and plans. We
believe this is an important part of government transparency.
We recommend a robust public outreach and engagement process in 2025-2026, built
around multiple “communication waves” featuring direct mail, digital, social media, and
email content, and taking advantage of your existing communication channels.
We also recommend significant stakeholder outreach to dovetail with broader
communication efforts, to ensure you are educating key members of your community and
soliciting their feedback, one-on-one. We will advise you on which local leaders, elected
officials, business organizations, and community groups to engage with (and how best to
engage with them).
Specifically, our scope will include the following components:
• Develop informational messaging and fact sheets to be distributed at city and
community functions

• Provide content related to your funding needs and proposed measure to be added
to the City’s website, used in social media, and included in email updates
and newsletters
• Prepare PowerPoint presentations for public and community meetings
• Write, design, and produce mailings and advertising to inform local residents
• Develop strategies and plans to inform internal stakeholder groups
• Develop strategies and plans to inform external groups including elected leaders,
business leaders, ethnic community leaders, faith community leaders, taxpayer
groups, and others
• Coordinate with those who manage the City’s social media and communications
• Meet regularly to provide ongoing advice and assistance
TeamCivX can draft copy and graphic design, coordinate printing and mailing, and place ad
buys as needed. Nothing will be finalized or published without City Attorney review, and
written approval from the City. We will need you to review content and designs to make
sure the information is accurate and has the right feel for your community.
Phase 3: Build It
Finally, we must craft a ballot measure for Council approval that aligns with your
community’s priorities.
The deadline to qualify for the November 2026 ballot is August 7, 2026. We’ll want to be
prepared with final measure language, tax rates, and other key details well before that, so
that your Councilmembers can all be comfortable with the final details of the measure in
time for them to adopt it at a public meeting.
We will use the results of FM3’s scientific voter survey and community input to help you
finalize your measure for the ballot. We’ll ensure that it is closely aligned with the
community’s priorities and has the best chance for success. We will work closely with
your financial advisor, legal counsel, and other experts to accomplish this work, including:
• Coordinate with FM3 to draft and analyze a tracking survey, if needed
• Recommend a final tax rate amount and other specifics
• Refine the final project list to reflect community priorities and ensure projects are
described in clear language the general public will understand
• Work with legal counsel to develop the 75-word ballot question
• Work with legal counsel to develop and refine all language that will appear in the
ballot pamphlets mailed to all voters
• Present recommendations, documents, resolutions, and ordinances to the City
Council for approval, as directed

COST FOR SERVICES

As is the standard in our industry, TeamCivX contracts on a monthly fee basis during the period of our
engagement. For a city the size of Diamond Bar, our monthly consulting fee is $7,500.
Our fee will not change regardless of how many times you need us on the phone, via email, or in-person.
TeamCivX doesn’t want you to hesitate to call when you need us. Jared will be your primary point of contact
and available to chat seven days a week. Travel expenses are reimbursable and will be billed separately
from fees.
As part of our contract, we will assist Diamond Bar in utilizing all free media and current online resources
to provide information to the public and supplementing direct mail communications with coordinated
digital content.
In addition, the City may wish to allocate additional resources to paid social media, other digital or local print
advertising. Digital pricing varies based on the size, scope, and duration of the program.
Direct mail and any paid social, digital or other print ads are not included in our fees and would be subject to
a pre-approved cost and budget.
Not to Exceed
A full-fledged communications plan, including 2 informational mailers, paid digital advertising, and all other
work as described in the proposal from July 2025–August 2026: $180,000.
A scaled down paid advertising plan with one informational mailer and no paid digital content, and still
including all other services described in this proposal, could be completed for $112,500.
The Bottom Line
We will work with you to develop a plan and budget that feels comfortable for you, while making the best
use of the resources you have available.

INSURANCE AND CONSULTING SERVICES AGREEMENT

Insurance
We will provide the necessary insurance and other documentation as required, should we be chosen to lead
this effort.
Consulting Services Agreement
The City’s standard professional services agreement is acceptable as written, with the exception of section
9(2) Indemnification.
In section 9(2), the language “any and all claims arising out of Consultant’s performance of work hereunder”
is too broad. It is possible that the City might receive inquiries from the Fair Political Practices Commission
regarding public information related to a potential ballot measure, and that this would create work for the
City or City Attorney and legal team. This event could occur even if the City Attorney approves all public
informational materials prepared by Consultant, and would be wholly out of the control of the City and the
Consultant to prevent. We cannot indemnify the City against this kind of complaint or inquiry. We can
certainly indemnify the City against any negligent or reckless action on our part or the part of our employees
or subcontractors, and this is the typical language of our Agreements with California cities.
