Dewan, Lundin & Associates (DLA), is pleased to present this proposal to provide
construction administration/ inspection services for the subject project.
DLA is a Caltrans certified DBE and a minority business enterprise (MBE) which provides
engineering consulting and related services to various government agencies, institutions
and developers. As a small business, DLA is committed to personal service, high quality
products, close communications, and enduring client relationships. As an MBE, DLA offers
compliance with contractual requirements pertaining to affirmative action.
DLA has a staff of professionals capable of providing construction administration and
inspection services for street improvement projects. The responsibilities of our observers
have included reviewing qualifications and bids of contractors, scheduling of construction,
assisting contractors in the interpretation of plans and specifications, approving contractor
billings, coordinating final inspection, and preparing as -constructed plans after project
completion.
Mr. Surender Dewan, P.E., Principal of DLA would be assigned as the Principal -in -Charge
of this project. Mr. Dewan is a licensed civil engineer in the State of California and also
in the State of Nevada. As such, Mr. Dewan would be available to meet with the City staff
to discuss the project as required.

Mr. David Hart, Construction Observer would be assigned to the project. Mr. Hart has over
20 years of construction observation experience. Over the past two years Mr. Hart has
provided construction observation of five projects for the City of Diamond Bar.
Mr. Walt Lundin, P.E., would be in charge of construction observation services. Mr. Lundin
has over 17 years of construction management experience and has been responsible for
construction observation and administration, estimation of probable costs and site
development for a wide variety of civil and commercial projects.

The City of Diamond Bar has approved plans and specifications for:
a) Diamond Bar Boulevard Improvements,
Between Grand Avenue and Palomino Drive.
b) Brea Canyon Road Improvements,
Between Golden Springs Drive and northerly City limits.
c) Pathfinder Road Improvements,
Between Shaded Wood Road and Diamond Bar Boulevard.
Diamond Bar Boulevard Improvements:
The proposed project consists of rehabilitation of existing roadway.
The section of the roadway from Grand Avenue to approximately 150 feet north of Clear
Creek Canyon Drive will be rehabilitated with a 2 -inch asphalt rubber hot mix (A.R.H.M.)
overlay over 3/4 -inch leveling course.
The northbound travel lanes from approximately 150 feet north of Clear Creek Canyon
Drive to Gold Rush Drive will be rehabilitated with a 2 -inch A.R.H.M. overlay over %-inch
leveling course. The southbound lanes for this section will be reconstructed with a 2 -inch
A.R.H.M. overlay on 6% -inch A.C. section over 9 -inch C.A.B.
The section of the roadway from Gold Rush Drive to immediately north of Golden Springs
Drive will be rehabilitated with a 2 -inch A.R.H.M. overlay over %-inch leveling course.
The northbound shoulder lane from Golden Springs Drive to 500 feet north of Golden
Springs Drive will be reconstructed with 2 -inch A.C. overlay on 61/2 -inch A.C. over 9 -inch
C.A.B. The remainder of the roadway in this section will be rehabilitated with a 2 -inch A.C.
overlay over %-inch leveling course.
The section of the roadway from 500 feet north of Golden Springs Drive to Palomino Drive
will be rehabilitated with a 2 -inch A.R.H.M. overlay on 6% -inch A.C. over 9 -inch C.A.B.
Construction contract documents allow the Contractor to complete the work within 90
calendardays. The request for proposal (R.F.P.) indicates a start date of March 31,1997
and a completion date of June 30, 1997, which allows a total of 65 working days excluding
Saturdays, Sundays, and Holidays.
The R.F.P. indicates that Diamond Bar Boulevard street rehabilitation will be funded by
ISTEA, and the selected Consultant will be responsible for ensuring compliance with all
requirements for ISTEA funded projects as detailed in LPM Manuals I, 11 and III and as
modified by Local Program Procedures Memorandum (LPP) LPP95-07.
Brea Canyon Road and Pathfinder Road Improvements:
From Brea Canyon Road, except for a 220 foot section north of the Pomona Freeway
overcrossing, the improvement plans indicate street rehabilitation with a asphalt rubber hot
mix (A.R.H.M.) overlay on a leveling course. The thickness of A.R.H.M. varies from 19/4-
inch to 2'/ -inch. The thickness of leveling course varies from 0 -inch to 2'/z -inch. For the
220 foot section north of the Pomona Freeway overcrossing the plans call for grinding of
existing structural section, 6 -inches deep and replacing with a 4% -inch A.C. base course
and a 1% -inch asphalt rubber hot mix surface course.
For Pathfinder Road, the improvement plans indicate street rehabilitation with a asphalt
concrete overlay over pavement fabric. The improvements on Pathfinder Road will need
to be coordinated with the high school and constructed at the end of the school year. The
construction will also be impacted by Caltrans schedule for opening ramps.
The R.F.P. indicates that rehabilitation of Brea Canyon Road and Pathfinder Road will be
combined into one CIP street rehabilitation project and will be funded by Gas Tax.
Construction documents allow the Contractor to complete the work on both streets within
90 calendar days. The request for proposal (R.F.P.) indicates a start date of April 28,
1997 an a completion date of July 31, 1997 which allows for a total of 67 working days
excluding Saturdays, Sundays and Holidays.
The scope of work, as set forth in the Request for Proposal, includes construction
observation and administration in accordance with the plans and specifications, and as
follows:
Coordinate and attend pre -construction meeting.
Coordinate with utility companies and/or Caltrans.
Provide construction inspection to ensure that the contractor is in
full compliance with the construction contract.
Provide plant inspection, if necessary. Plant certification does not
require presence at the plant full time. Certification by the plant
will be acceptable unless in the opinion of the observer additional
inspection is required.
Prepare daily inspection reports and progress photos with weekly
summary reports. Submit to the City on a weekly basis.
Provide videography (visual documentation) of street condition
before, during, and after the construction.
Maintain and update 24-hour project informational hotline.
Answer contractor's questions regarding design issues and
review/monitor contractor's progress and schedule.
Evaluate progress payments and change order requests.
Conduct final job walk(s) and prepare a "punch list".
Recommend for final acceptance of project.
Maintain project construction records and prepare record drawings
to be given to the City at the end of the project.
PROJECT APPROACH
Dewan, Lundin & Associates is extremely aware of the impact the projects may have on
the community. We will closely review the contractor's proposed method of construction,
schedule and traffic control plans to insure that the impact to residents and commuters is
minimized.
We propose a strong community relations program be established consisting of letter
notification to residences and businesses along the limits of the work, a meeting with
affected business owners prior to the start of work, and personal notification to each
business and residence at the beginning of the project.

The scope of work for the project requires the Consultant to maintain and update a 24-hour
project informational hot line. Our past experience with the City indicates that the
residents of Diamond Bar do not hesitate to voice their concern and give their input, if in
their opinion construction is not progressing smoothly. It will be the responsibility of DLA
staff to monitor and respond to this project "Hot Line".
Pre -Construction Meeting
DLA's contract administrator in consultation with the City staff and the contractor will
send out notifications to various agencies and utility companies to schedule the pre -
construction meeting. it will also be the responsibility of our administrator to
prepare minutes of the meeting.
Utility Coordination
Throughout the duration of the contract, DIA's observer will coordinate as
necessary with utility companies so as to ensure smooth completion of the project.
Construction Observation
DLA's observer will perform observer/administrator's duties as set forth in the scope
of work for the project. Guidance for the manner in which those duties are carried
j out are best described in:

Traffic Control Plan:
At the pre -construction meeting our staff will request the Contractor to provide a
traffic control plan as indicated in the Technical Specifications. Project
Specifications indicate that a traffic control plan must be submitted at least two (2)
weeks prior to commencing work and approved prior to commencing work.
Plant Inspection, if necessary
DLA will provide, if required, a plant inspector to ensure that the asphalt material
to be used conforms to project specifications.
Daily/Weekly Reports:
Our observer will prepare daily reports addressing progress of the project, weather
conditions, number of workers on site, subcontractors present on site, directions
given to contractor and potential problems which may cause delay or extra work.
Copies of daily reports will be presented to the City on a weekly basis and a project
log containing all reports will be provided at completion of the project.

Provide Videography
Our staff will prepare VHS tapes to document phases of construction. This tape will
be delivered to the City at the completion of the project. Photographs will also be
taken during construction. City will be provided with weekly reports highlighting and
summarizing the work performed during the week.
Maintain 24 -Hour Project Informational Hotline
DLA will maintain a telephone hotline provided by the City of Diamond Bar. This
hotline will provide a daily message identifying any anticipated road closures and
work scheduled. Callers will be able to leave messages to request additional
information and to submit complaints. DLA will review messages daily at 9:00 am,
1:00 pm, and 4:00 pm. on weekdays and at 1:00 pm on weekends and holidays.
All calls will be responded to within 24 hours, if not immediately.
Monitor Contractor's Progress
DLA's observer will answer contractor's questions regarding design issues and
review or monitor contractor's progress and schedule. Impact to local businesses
and residences will be minimized through careful coordination with the contractor.
Strict adherence to the approved schedule will be required of the contractor. If
necessary, the contractor will be immediately notified when his progress falls
behind schedule. DLA's observer, with concurrence of City staff will immediately
resolve the design issues between the contractor and designer in order to minimize
any potential delays.
Evaluate Progress Payments
Evaluate progress payments and change order requests. DLA's construction
observer upon receipt of contractor's progress payments will review them for
accuracy. Any revisions resulting in change orders will be brought to the City's
attention prior to authorization.
Conduct Final Job Walk and "Punch List"
At the completion of the project, DLA's observer will prepare a "Punch List"
identifying items to be addressed by the contractor prior to final acceptance of the
job. DLA's observer will ensure that items addressed in the "Punch List" are
attended to by the contractor.
Final Acceptance
Recommend for final acceptance of project.
As Constructed" Plans
At the completion of construction, DLA's observer will prepare "As Constructed"
plans and deliver to the City for revisions to the original mylars.
Diamond Bar Boulevard Improvements
Construction of Areas Impacted by Subgrade Moisture:
A Deflection Analysis report prepared by LaBelle -Marvin, Inc., included__.' the
Appendix of the Project Specifications, indicates that some areas beeen Nava .,
Sprin' rive and Golden Springs Drive may be impacted by high' subgrade
moisture: -Our construction observer will ensure that the construction in these areas
is as directed in Section 11 of the Technical Specifications.
Compliance with ISTEA Requirements:
Our construction administrator will ensure that the Contractor is in compliance with
requirements of construction administration of ISTEA funded projects as spelled out
in Attachment 8 of LPP95-07, dated June 22, 1995.

While working as a Division Manager for a consulting civil engineering firm, Mr. Dewan served as
Project Manager for the following projects:
Trask Avenue Improvements - City of Garden Grove, from Brookhurst Street to Newhope
Street. project consisted of widening of Trask Avenue from Brookhurst Street to Newhope
Street to an ultimate curb to curb width of 64 feet. The project also included preparation of
right-of-way maps, signal modifications, signage, and striping plans and major storm drain
improvements. Total length 2.5 miles.
Turnbull Canyon Road - County of Los Angeles, from Gale Avenue to Valley View Avenue.
The project consisted of widening existing roadway for an ultimate curb to curb width of 64
feet. The project also included preparation of right-of-way maps and major storm drain
improvements. Total length 1.25 miles.
Valley Center Road, South Segment, County of San Diego - The proposed improvements
consisted of widening the existing road from a 2 lane to 4 lane highway. Mr. Dewan was
responsible for coordinating engineering design and other related services including project
management, street improvement plans, right-of-way maps and storm drain improvements.
Eastern Transportation Corridor- Storm drain, hydrology and hydraulic analysis in Orange
County. Mr. Dewan was responsible for analyzing various alternatives and preparing
hydrology study and hydraulic analysis for both the on-site and off-site system for the major
interchange.
Devon Place Storm Drain Project - Long Beach, Los Angeles County. Mr. Dewan was
responsible for the design of this storm drain system extending from Country Club Drive to
the existing channel across Virginia Country Club Golf Course.
Santiago Communities - Orange, Orange County. Mr. Dewan was responsible for the
design of all components of this 100 -acre residential development which included the design
of improvements for Santiago Creek Channel from Prospect Ave. to Walnut Ave. The design
of channel improvements included preparation of hydrology and hydraulic analysis for the
channel and fluvial studies as required by OCEMA.
Fairview Village Single -Family Development - Storm Drain System, Costa Mesa, Orange
County. Mr. Dewan was responsible for the design of various elements of this 800 -unit
residential development which included the design of 2000 ft. storm drain system throughout
the development and continuing through Costa Mesa Golf Course to Fairview Channel.

PROFESSIONAL BACKGROUND:
Mr. Lundin has experience in quality control and construction management of roadway projects such
as street reconstruction (asphalt and rubberized asphalt), road widening, traffic signals and related
work.
Within Mr. Lundin's quality control experience he has been responsible for constructibility review of
plans and specifications, development and implementation of contractor quality control programs,
and final acceptance of completed work.
In the area of construction management, Mr. Lundin has been responsible for obtaining and
evaluating bids, reviewing contractor qualifications, coordinating contractor's work with the customer,
reviewing requests for clarification, negotiating and approving change orders, approving requests
for payment, coordinating inspections of work, final acceptance of work, and review of as -built plans.

1. It is estimated that our observer will spend on an average
eight (8) hours a day at the job site. Therefore assume:
8 (hours) x 65 (working days) x 45 (hourly rate) ................ $23,400.00*
2. It is estimated that on an average two (2) hours a day will
be spent on administration work related to ISTEA
conformance. Therefore assume:
2 (hour) x 65 (working days) x 55 (hourly rate) ................. $ 7,150.00
3. It is estimated that on an average one (1) hour a day will be
spent on monitoring the "hotline". Therefore assume:
1 (hour) x 65 (working days) x 45 (hourly rate) ................. $ 2,925.00
4. Reimbursable expenses: film, film processing, photostats,
