TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk, or if you plan to participate via
teleconference, please submit a written request to publicworks@diamondbarca.gov at least 24
hours prior to the meeting. Any material to be submitted to the Traffic and Transportation
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room or muted via teleconference.

SEPTEMBER 9, 2021
Consistent with COVID-19 regulations, Commissioners appeared in-person and
telephonically, and staff were physically present for the meeting. Public seating was
limited due to distancing requirements on a first-come, first-serve basis and members
of the public were encouraged to participate and address the Commission via
teleconference.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Adaptive Traffic Signal Control Signal System (ATCS) – AE/Malpica
- Staff continues to monitor the ATCS performance and make minor
technical system adjustments to accommodate field changes.
2. Audible Pedestrian Signal and Pedestrian Pushbuttons –
AE/Malpica - New Audible Pedestrian Signal (APS) crosswalk buttons,
also known as audible crossing indicators, were installed at the
intersection of Golden Springs Drive and Diamond Bar Boulevard in
response to a request from a visually impaired resident who uses this
intersection to travel from home to the nearby outdoor shopping center.
These upgraded APS are American with Disability Act (ADA) compliant
as they communicate information about the “Walk” and “Don’t Walk”
intervals at signalized intersections in non-visual (audible) format.
3. Caltrans Pavement Rehabilitation Project/State Route 57 –
AE/Malpica – Long term freeway closure of northbound SR57 Brea
Canyon Road onramp became effective on July 28, 2021, as part of the
project to remove and replace concrete slabs in both directions of SR
57 to enhance ride quality and maximize the service of the roadway.
Caltrans notified all agencies located in the vicinity of the freeway of
anticipated noise, vibrations, and dust associated with construction
activities. Staff will continue to update the Commission.
4. Grand Avenue/Golden Springs Drive Intersection Improvements –
AE/Malpica – As of September 3, 2021, this project is near 50 percent
completion and the 90-day slope settlement period at the southwest
corner of the intersection in preparation for the foundation of the new
relocated tunnel west of Gold Springs Drive connecting the northern
and southern portions of the golf course is in its seventh week and the
decorative traffic signal poles and streetscape improvements have been
partially completed. Retaining wall construction on the golf course
parking lot is currently underway and ground preparation for the
construction of the new dedicated southbound right turn lane on Golden

Springs Drive onto westbound Grand Avenue is underway with
electrical, streetscape, pre-cast architectural features, and architectural
lighting work continuing for the next couple of months. Staff continues to
work closely with the contractor to minimize delays at this intersection
and to keep the Sheriff’s Department, Fire Station #120, and the public
informed of potential delays.
5. NTMP/Featherwood Drive Neighborhood – AE/Malpica -
Neighborhood Traffic Management Program speed and volume traffic
counts were collected at three locations along Featherwood Drive
between Sylvan Glen Road and Looking Glass Drive with data
indicating speeds between 25 MPH to 28 mph. Based on CVC 22350,
“No person shall drive a vehicle […] at a speed greater than is
reasonable or prudent […] and in no event at a speed which endangers
the safety of persons or property”. The City’s residential street speeds
are posted at 25 mph. The original requestor has been updated
regarding progress of the program and staff is currently working with the
Sheriff’s Department to patrol the area when possible and continues to
consider other countermeasures in support of the collected traffic data.
6. NTMP/Hawkwood Drive Neighborhood – AE/Aoun - In late June, the
NTMP petition letters were mailed to the residents in the Hawkwood
Drive neighborhood. The survey response rate was low. About 21
percent of residents of Area 1 and 13 percent of residents of Area 2
participated in the petition. The City was made aware that several
residents did not have the opportunity to participate due to not receiving
the letter or being unable to access the online petition form before the
closing date. As a result, a second round of letters/notices were mailed
out and the petition was reopened for an additional four (4) weeks.
Staff continues to work with the neighborhood NTMP captain to
encourage as much participation as possible to reach a successful
outcome.
7. NTMP/Del Sol Lane Neighborhood – AE/Aoun - Staff held a kickoff
meeting with the selected Traffic Engineering Consultant, Kimley Horn,
to prepare the construction plans for the Del Sol Lane NTMP. The
Consultant has been provided with the traffic speed and volume data
collected in the neighborhood, as well as the residents' opinions that
were shared in the first neighborhood meeting. The traffic calming
design plans will be presented at a second NTMP neighborhood
meeting during which the residents will have the opportunity to share
their thoughts and concerns on the proposed measures before design
finalization.
8. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to
Pathfinder Road) -- AE/Aoun - Construction of the project was
completed in early August prior to the start of the school year. The work
included a 2” to 4” mill and overlay of the pavement including all the

intersections, new and improved ADA curb ramps, curb/gutter and
sidewalk replacement, new traffic loops, a rehabilitated bus pad at
Silver Hawk Drive, and enhanced bike lane striping along the entire
corridor. This project was completed on schedule and under budget.
9. New Street Name Signs for Niagara Bottling Company –
AE/Delgado - On August 20, 2021 Public Works staff installed four (4)
new illuminated street name signs at the intersection of 1440
Bridgegate Drive where Niagara Bottling Company occupies the sole
property served by this intersection. Previously, the signs read the
property address, but are now personalized to read “Niagara Way”.
This is the first installation of the City’s new design for the illuminated
street name signs, which feature the City’s Windmill logo and the latest
styling and all other signalized intersections will receive these updates
in a future City project. These new signs will improve wayfinding along
Bridgegate Drive for employees, visitors, couriers, and emergency
services. The sign replacement was approved at the December 15,
2020 City Council Meeting and is paid for by Niagara Bottling Company.
10. Upcoming Construction Projects - AE/Delgado - Staff approved plans
and issued encroachment permits for several utility improvement
projects that are anticipated to start construction in the coming weeks:
• Tesla – 2785 S Diamond Bar Boulevard - Installation of Twenty-Four
(24) New Tesla V3 Supercharger Stations;
• MCI Metro (Verizon) – Golden Springs Drive between Golden Prados
Drive and Ballena Drive and have performed final asphalt restorations
(Slurry Seal + Striping);
• MCI Metro (Verizon) – Grand Avenue from Montefino Avenue to
Diamond Bar Boulevard - Installation of New Underground Fiber Optic
Cable;
• MCI Metro (Verizon) – Grand Avenue from Diamond Bar Boulevard to
Summitridge Drive - Installation of New Underground Fiber Optic Cable;
and
• Southern California Edison –Torito Lane at Golden Springs Drive -
Installation of New SCE Electrical Vault.
As always, Public Works staff is committed to ensuring that all
construction impacts are properly mitigated to limit the effect on our
community. The City’s Public Works Inspector monitors all active utility
construction projects to ensure that work is completed per the approved
plans and permit conditions.
11. Local Roadway Safety Plan (LRSP) – AE/Malpica - A prioritized list of
countermeasure projects for the Highway Safety Improvement Program
(HSIP) was identified in the LRSP final report which staff is currently
reviewing to identify the projects with high cost-effectiveness that will
have the greatest chance of receiving federal funding in Caltrans’s HSIP

grant call-for-projects. Applications for Cycle 11 of the grant program
are due April 2022 and a final proposed list of projects will be presented
at a future Traffic and Transportation Commission meeting.
12. Diamond Bar Golf Course Renovation Project – PWM/ACE Ghafari -
In conjunction with the Grand Avenue and Golden Springs Drive
Intersection Improvements Project, the Diamond Bar Golf Course
Renovation Project is a precursor to the SR 57/60 Confluence Project.
As a result of the acquisition of right-of-way from Diamond Bar Golf
Course for the Confluence Project, six (6) course holes will be directly
impacted and required to be reconfigured along the SR 57/60 frontage
and Grand Avenue and all eighteen (18) golf course holes will be
modified. During the renovation project, all golf course facilities will be
closed beginning September 1st with reopening scheduled for early
2023. On August 3, 2021 the San Gabriel Valley Council of
Governments staff provided a project presentation to the Diamond Bar
City Council.

C/Quan complimented staff on their care of the City’s landscape.
C/Busteed commented that the Traffic Management System appears to be
contributing to the improved flow of traffic.
Chair/Wong said he was pleasantly surprised about the fluidity of traffic movement
around the golf course project. Kudos to Public Wo rks staff, contractor and all
involved in the project.

Staff is preparing an engineering study to identify intersections that could benefit from
new Audible Pedestrian Signal (APS) units. Proximity to the following locations is
among the criteria to be considered:
1. Facilities serving the blind and visually impaired
2. Senior centers
3. Transit terminals
4. T-Intersections
5. Mid-block crosswalks.
A list of potential locations will be presented at a future Traffic and Transportation
Commission meeting.

C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway
New long-term closure of northbound SR-57 Diamond Bar Blvd. on/off-ramps will begin
on November 1, 2021, through February 2022, as part of the project to remove and
replace concrete slabs in both directions of SR-57. This work will enhance ride quality
and maximize the service of the roadway. Caltrans released a notification to all
agencies located in the vicinity of the freeway advising of the anticipated noise,
vibrations, and dust associated with construction activities.
Both Vanguard Construction of Livermore and Griffith Company of Brea are the
contractors on the $98.9 million project, which is anticipated to complete in late 2023.
Detours through the City of Diamond Bar have not been scheduled as o f yet. Staff
continues to work closely with Caltrans and will update the Commission accordingly.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
As of October 26, 2021, this project is underway as scheduled. The 90 -day slope
settlement continues, while the retaining walls on the north of Grand Avenue (at the golf
course parking lot) have been poured and are currently going thru the curing process.
The work of all electrical, streetscape, pre-cast architectural features, and architectural
lighting will continue for the next couple of months on both sides of the intersection.
Staff will continue to work closely with the contractor to minimize delays at this
intersection and keep the Sheriff'’s Department, Fire Station #120, and the public
informed of potential delays.
E. NTMP/Featherwood Drive Neighborhood – Neighborhood Traffic
Management Program
Staff will continue to consider any potential countermeasure(s) in support of the
collected data. The selected countermeasure will be presented at a fut ure Traffic and
Transportation Commission meeting.
F. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management
Program
In late June, the NTMP petition letters were mailed to the residents in the Hawkwood
Drive neighborhood. The survey response rate was low. About 21% of Area 1 residents
and 13% of Area 2 residents participated in the petition. To provide an additional
opportunity for more residents to participate, the City mailed out a second round of
letters/notices in September and re-opened the petition for an additional four (4) weeks.
The combined results from both surveys showed 24% of residents from Area 1, and
22% of residents from Area 2 participated in the petition. The majority of responders are
in favor of proceeding with an NTMP. Given the increase in interest, staff will schedule
an informational meeting with the neighborhood to engage the residents.

G. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
The City’s Traffic Engineering Consultant, Kimley Horn, has prepared construction plans
for the Del Sol Lane neighborhood. Staff has reviewed the proposed traffic calming
devices on the plans for consistency with the City's current practices and other
neighborhoods.
The traffic calming design plans will be presented at a second NTMP neighborhood
meeting on November 18, 2021. At this meeting, the residents will have the opportunity
to share their thoughts and concerns on the proposed measures before finalizing the
design.

The Local Roadway Safety Program (LRSP) Study Report was completed in June 2021 ,
with data presented at the July 8th Traffic and Transportation Commission Meeting.
Nineteen locations with countermeasures/improvements were identified in the Study.
LRSP is a required document for the Highway Safety Improvement Program (HSIP)
Cycle 11 grant funding. Per the HSIP Cycle 11 guidelines, only the projects with at least
$100K in cost and a minimum of 3.5 Benefit to Cost Ratio (BCR) will be considered for
grant funding. Cycle 11 is anticipated to be opened in April 2022. A list of potential
projects will be presented at tonight's Traffic & Transportation Commission meeting.
