TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk, or if you are participating via
teleconference, please provide your request in writing to publicworks@diamondbarca.gov at
least 24 hours prior to the meeting. Any material to be submitted to the Traffic and
Transportation Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room or muted via teleconference.

JULY 8, 2021
Consistent with COVID-19 regulations, Commissioners appeared in-person
and telephonically, and staff were physically present for the meeting. Public
seating was limited due to distancing requirements on a first-come, first-serve
basis and members of the public were encouraged to participate and address
the Commission via teleconference.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Adaptive Traffic Control Signal System (ATCS) – AE/Malpica - Staff
continues to monitor the ATCS performance and has made minor
technical system adjustments to accommodate field changes.
2. Professional On-Call Traffic and Transportation Engineering
Services – AE/Malpica - Request for Proposals (RFP) Contracts were
awarded to Kimley Horn Associates, Iteris Inc. and Fehr & Peers at the
June 15th City Council meeting for on-call traffic and transportation
engineering services. Each contract is for a duration of three (3) years,
beginning July 1, 2021 and continuing through 2024. Retaining three
(3) consultants enables the City to efficiently solicit the required th ree
(3) quotes, per the City’s Purchasing Ordinance, prior to awarding
work for certain public projects. The scope of services includes traffic
design, traffic impact analysis, traffic and adaptive system support,
transportation system planning, congestion management support,
traffic signal operation and coordination, funding and grant support,
public meetings support, and other traffic-related services.
3. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway
– AE/Malpica - Caltrans and the City entered into a Cooperative
Agreement in 2020 under which Caltrans will display and maintain
detours in the City as part of the rehabilitation project along the SR-57
between the Orange/LA County lines to the SR-60. The overall project
scope is for pavement replacement with concrete slabs in both
directions of SR-57, which will enhance ride quality and maximize the
service of the roadway. The High-Occupancy Vehicle (HOV) Lanes on
SR-57 have been closed since April 2021 to allow for the first phase
of the project. Extended weekend closures are scheduled to begin in
Stage 2 of the project. Closures have not been scheduled. Staff

continues to work closely with the agency and will update the
Commission accordingly.
4. Grand Avenue/Golden Springs Drive Intersection Improvements
– AE/Malpica - This project is underway as scheduled with 35%
completion as of today. A 90-day settlement period for the slopes
(inside the golf course) at the southeast of the intersection will begin
mid-July 2021 for preparation of the new relocated tunnel (north of
Golden Springs Drive). Traffic delays are anticipated for the next
couple of months during the installation of the new decorative traffic
signal poles, roadway paving, striping, streetscape improvements
installation of pre-cast architectural features, and architectural lighting.
Staff will continue to work closely with the contractor to minimize
delays at this intersection and will keep the L.A. County Sheriff’s
Department, Fire Station 120, and the public informed of potenti al
delays.
5. NTMP/Featherwood Drive Neighborhood – Neighborhood Traffic
Management Program – AE/Malpica - A resident requested to
address speeding concerns along Featherwood Drive, between
Looking Glass Drive and Sylvan Glen Road. In response to the
request, staff mailed out 135 notification letters to the residents on all
affected streets and provided them with the opportunity to express
their support for an NTMP in the area via an online survey petition
launched in June 2021. Meanwhile, speed and volume counts were
collected and are currently under review. To move forward with the
NTMP process, the survey responses are required to obtain at least
51% support for the NTMP. The online survey responses were due by
June 25, 2021, and only 13 responses (4 opposed) were received by
the due date. This led to about 9.6% support for the process, which is
significantly lower than the required 51% per the program guidelines ;
therefore, staff will work with the resident to consider other options to
mitigate traffic concerns along Featherwood Drive.
AE/Malpica responded to C/Busteed that the typical survey response
rate is 13 to 14 percent.
6. NTMP/Hawkwood Drive Neighborhood Traffic Management
Program – AE/Aoun – 200 NTMP survey letters were mailed to the
Hawkwood Drive neighborhood residents. The letter contains a link to
an online survey where residents can petition to either include or
exclude their neighborhood from the NTMP. To date, staf f has
received over 30 responses, heavily in favor of being included in the
NTMP. This neighborhood will be split into two (2) separate sub -
neighborhoods labeled as Area 1 and Area 2. Area 1 includes all
homes on Hawkwood Drive, while Area 2 includes all homes on Falcon
Ridge Road and the connected cul-de-sacs. The sub-areas serve to

better separate any proposed traffic calming mitigations and allow
residents to have a greater influence on their street’s NTMP process.
7. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic
Management Program – AE/Aoun - A Traffic Engineering Consultant
was selected to prepare a traffic calming plan for the neighborhood.
The plan will be presented at a second NTMP neighborhood meeting
where the residents will have the opportunity to share their thou ghts
and concerns on the proposed measures. The contract will be
awarded at the beginning of the new fiscal year, which began July 1,
2021. Staff will update the Commission at a future meeting regarding
the second NTMP meeting date for this neighborhood.
8. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to
Pathfinder Road) - AE/Aoun - Construction of the project began in
late May and is scheduled to be completed by mid-August. The
contractor has completed all concrete improvements, including ADA
curb ramps, curb and gutter, and sidewalk replacement. Pavement
grinding began on Friday, June 24, 2021, at Mountain Laurel Way and
is scheduled to continue until Thursday, July 1, 2021, with paving and
striping commencing subsequently. A minimum of one lane will remain
open in each direction at all times. Staff is continuously inspecting the
project and monitoring traffic conditions along the boulevard. Once
complete, the project will have rehabilitated approximately one mile of
Diamond Bar Boulevard and enhanced the bike lane striping along the
corridor.
9. Citywide Speed Zone Survey Extension – AE/Aoun - Pursuant to
CVC 40802, jurisdictions are required to have a valid Speed Zone
Survey in order for officers to enforce the posted speed limits on public
streets. The Survey involves gathering speed and volume data on
public roadways, excluding residential streets. The data is analyzed by
a registered professional engineer and submitted as a comprehensive
study that recommends the posted speed limits in the City. The Study
is valid for 5 years and can be extended to 7 years if the citing officers
have the proper training and the electronic speed measuring devices
have the proper certifications. The validation can subsequently be
extended to 10 years if a registered engineer determines no significant
changes in roadway or traffic conditions have occurred. The City of
Diamond Bar last performed a Citywide Speed Zone Survey in 2014
on 39 roadway segments. The Survey validation was extended to 2021
in 2019. The City solicited the services of Kimley Horn Assoc., a
professional engineering firm that has served the City as an on -call
traffic engineering consultant, to study the roadway conditions for
another extension. The study recommended the City extend the
validity of the Survey to 10 years, expiring June 9, 2024. A copy of the
recommendation was forwarded to the L.A County Sheriff’s
Department Walnut/Diamond Bar and is posted on the City’s website.

10. Upcoming Construction Projects – ET/Delgado - Staff has
approved plans and issued encroachment permits for several utility
improvement projects that are anticipated to start construction in the
coming weeks:
Frontier Communications – Washington Avenue from Brea Canyon
Road to City Limits; Installation of New Overhead and Underground
Fiber Optic Cable; MCI Metro (Verizon) – Grand Avenue from Golden
Springs Drive to Diamond Bar Boulevard Installation of New
Underground Fiber Optic Cable; MCI Metro (Verizon) – Grand Avenue
from Diamond Bar Boulevard to Summitridge Drive; Installation of New
Underground Fiber Optic Cable; Southern California Edison –Torito
Lane at Golden Springs Drive. Installation of a New SCE Electrical
Vault. Public Works staff is committed to ensuring that all construction
impacts are properly mitigated to limit the effect on our community.
The City’s Public Works Inspector monitors all active construction
projects to ensure that work is completed per the approved plans and
permit conditions.
11. Local Roadway Safety Plan (LRSP) – AE/Malpica - The LRSP report
was completed in accordance with the Federal regulation that requires
each State to prepare and implement a Strategic Highway Safety Plan
(SHSP). Cities can implement an LRSP to address local safety needs
while also contributing to the success of the SHSP. Grant funding is
available through the Highway Safety Improvement Program (HSIP),
administered by the California Department of Transportation
(Caltrans), for local LRSP projects. Grant applications for the next
HSIP Cycle 11 are expected to open by April of 2022. Preparation of
Diamond Bar’s LRSP was made possible with a $72,000 Caltrans
grant, matched by $8,000 in City funds for an overall project cost of
$80,000 total. The presentation included a video, slide show, and
discussion of the plan.

A. Adaptive Traffic Control System (ATCS)
Staff continues to monitor the ATCS performance and continues to make field
adjustments to address unforeseen challenges.
B. Audible Pedestrian Signal and Pedestrian Pushbuttons
New Audible Pedestrian Signal (APS) crosswalk buttons , also known as audible
crossing indicators, were installed at the intersection of Golden Springs Drive and
Diamond Bar Boulevard. This is in response to a request from a visually impaired
resident who uses this intersection to travel from home to the nearby outdoor shopping
center.
These upgraded APS are American with Disability Act (ADA) compliant as they
communicate information about the WALK and DON’T WALK intervals at signalized
intersections in non-visual formats (i.e., audible tone and vibrotactile surface) to
pedestrians who are visually impaired or have low vision. This unit also announces
which street you are going to cross and the countdown of h ow long you have to cross.
The “touchless” activation is a great feature o f this new APS. By simply waving a hand
over the button, the flashing light indicates that the button has been activated.

C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway

July 28, 2021, as part of the project to remove and replace concrete slabs in both
directions of SR-57. This will enhance ride quality and maximize the service of the
roadway. Caltrans released a notification to all agencies located in the vicinity of the
freeway advising of the anticipated noise, vibrations, and dust associated with
construction activities.
Detours through the City of Diamond Bar have not been scheduled, as of yet; however,
staff continues to work closely with the agency and will update the Commissio n
accordingly.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
This project is underway as scheduled, with 45% completion as of September 3, 2021.
A 90-day settlement period for the slopes (inside the golf course), at the southwest
corner of the intersection, is in its 7th week. This settlement phase will prepare the
foundation for the new relocated tunnel (west of Golden Springs Drive) connecting the
northern and southern portions of the golf course. Installation of the decorative traffic
signal poles, along with streetscape improvements, has been partially completed.
Retaining walls construction in the golf course parking lot is currently underway, which
will be followed by the ground preparation for the construction of the new dedicated
southbound right turn lane on Golden Springs Drive onto westbound Grand Avenue.
The work of all electrical, remaining streetscape, pre-cast architectural features, and
architectural lighting will continue for the next couple of months. Staff will continue to
work closely with the contractor to minimize delay s at this intersection and keep the
Sheriff’s Department, Fire Station #120, and the public informed of potential delays.
E. NTMP/Featherwood Drive Neighborhood – Neighborhood Traffic
Management Program
Speed and volume traffic counts were collected at three locations along Featherwood
Drive between Sylvan Glen Road and Looking Glass Drive. The data shows speeds
between 25 MPH to 28 MPH. Based on CVC 22350, “No person shall drive a vehicle
[…] at a speed greater than is reasonable or prudent […] and in no event at a speed
which endangers the safety of persons or property”. The City’s residential street speeds
are posted at 25 MPH. The original requestor has been kept updated all along. Staff is
currently working with the Sheriff’s Department to patrol the area when possible.
Meanwhile, staff will continue to consider other countermeasures that the collected
traffic data support.

F. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management
Program
In late June, the NTMP petition letters were mailed to the residents in the Hawkwood
Drive neighborhood. The survey response rate was low . About 21% of residents from
Area 1 and 13% of residents from Area 2 participated in the petition. The City was made
aware that several residents did not have the opportunity to participate due to not
receiving the letter or being unable to access the online petition form before the closing
date. The City will not be able to move forward with the NTMP if there is low interest in
the program.
To provide opportunities for more residents to participate, the City has mailed out a new
letter/notice and re-opened the petition for an additional four (4) weeks. Staff continues
to work with the neighborhood NTMP captain to encourage a s much participation as
possible.
G. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
Staff held a kickoff meeting with the selected Traffic Engineering Consultant, Kimley
Horn, to prepare the construction plans for the Del Sol Lane NTMP. The Consultant has
been provided with the traffic speed and volume data collected in the neighborhood, as
well as the residents' opinions that were shared in the first neighborhood meeting.
The traffic calming design plans will be presented at a second NTMP neighborhood
meeting where the residents will have the opportunity to share their thoughts and
concerns on the proposed measures before finalizing the design.
H. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to Pathfinder
Road)
Construction of the project was completed in early August prior to the start of the school
year. The work included a 2” - 4” mill and overlay of the pavement including the full
intersections, new and improved ADA curb ramps, curb/gutter and sidewalk
replacement, new traffic loops, a rehabilitated bus pad at Silver Hawk Drive, and
enhanced bike lane striping along the entire corridor.
The project was completed on schedule and under budget. Final administrative
paperwork is being completed to close out the project.
I. New Street Name Signs for Niagara Bottling Company
On August 20, 2021, Public Works installed four (4) new illuminated street name signs
at the intersection of 1440 Bridgegate Drive, where Niagara Bottling Company occupies
the sole property served by this intersection. Previously, the signs read the property

address, but are now personalized to read “Niagara Way.” This is the first installation of
the City’s new design for the illuminated street name sign, which features the City’s
Windmill logo and the latest styling. All other signalized intersections will also receive
these updates in a future City project. Public Works has determined that these new
signs will improve wayfinding along Bridgegate Drive for employees, visitors, couriers,
and emergency services. The sign replacement was approved at the December 15,
2020 City Council meeting and is paid for by Niagara Bottling Company. The attached
Exhibits “A” and “B” detail the previous and newly installed signs for Niagara Bottling
Company.
J. Upcoming Construction Projects
Staff approved plans and issued encroachment permits for several utility improvement
projects that are anticipated to start construction in the coming weeks:
• Tesla – 2785 S Diamond Bar Boulevard
o Installation of Twenty-Four (24) New Tesla V3 Supercharger Stations
• MCI Metro (Verizon) – Golden Springs Drive from Golden Prados Drive to
Ballena Drive
o Final Asphalt Restorations (Slurry Seal + Striping)
• MCI Metro (Verizon) – Grand Avenue from Montefino Avenue to Diamond Bar
Boulevard
o Installation of New Underground Fiber Optic Cable
• MCI Metro (Verizon) – Grand Avenue from Diamond Bar Boulevard to
Summitridge Drive
o Installation of New Underground Fiber Optic Cable
• Southern California Edison –Torito Lane at Golden Springs Drive
o Installation of New SCE Electrical Vault
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City’s Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per the
approved plans and permit conditions.
K. Local Roadway Safety Plan (LRSP)
A prioritized list of countermeasure projects for the Highway Safety Improvement
Program (HSIP) was identified in the LRSP final report. Staff is currently reviewing the

list and will identify the projects with high cost-effectiveness that will have the greatest
chance of receiving federal funding in Caltrans’s HSIP grant call -for-projects.
Applications for Cycle 11 of the grant program are due April 2022. A final proposed list
of project(s) will be presented at a future Traffic and Transportation Commission
meeting.
L. Diamond Bar Golf Course Renovation Project
In conjunction with the Grand Avenue and Golden Springs Drive Intersection
Improvements Project, the Diamond Bar Golf Course Renovation Project is a precursor
to the SR-57/60 Confluence Project. As a result of the acquisition of right -of-way from
Diamond Bar Golf Course for the Confluence Project, six (6) course holes of the golf
course will be directly impacted and required to be reconfigured along the SR-57/60
frontage and Grand Avenue. Therefore, all eighteen (18) golf course holes will be
modified. During the renovation project, all facilities of the golf course will be temporarily
closed beginning September 1st. The golf course is scheduled to re-open in early 2023.
On August 3, 2021, a presentation on the project was provided to the City Council by
the San Gabriel Valley Council of Governments staff. A copy of the presentation and its
corresponding fact sheet are provided in Exhibit “C”.
