TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. At this time, the
teleconference moderator will ask callers, one at a time, to provide their name and address, and
indicated the agenda item number they wish to speak on before providing their comments. If
you wish to speak on a public hearing item or Commission consideration item, you will then be
called upon to speak at that point in the agenda.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly

Consistent with COVID-19 regulations, all Commissioners and staff participated
via teleconference and there was no physical location for public attendance.
The Public was invited to join the meeting online or by phone at the numbers
printed on the meeting agenda.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
a) Adaptive Traffic Control Signal System (ATCS) – AE/Malpica - Staff
continues to monitor and adjust the ATCS to accommodate minor
increases in arterial traffic during weekday rush hours.
b) Caltrans Pavement Rehabilitation Project on State Route 57
Freeway – AE/Malpica – To date, the Caltrans contractor has not been
able to schedule the pavement rehab work. Staff continues to work with
Caltrans representatives and will continue to keep the Commission
updated.
c) Grand Avenue/Golden Springs Drive Intersection Improvements –
AE/Malpica – Contractor crews are currently working on clearing the
trees inside the golf course at the southwest corner of the intersection,
in preparation for slope grading expected to commence within the next
couple of weeks. Demolition of the medians along Grand Avenue south
of Golden Springs Drive are underway to be followed by underground
conduit work in the next few weeks. Staff has installed lapse cameras
to take photos of the progress of all project phases from beginning to
end of the project.
VC/Hsieh asked about ownership of the golf course. PWD/Liu
explained to VC/Hsieh that the Golf Course is owned by LA County.
d) Local Roadway Safety Plan (LRSP) – AE/Malpica – The final report
for development of the LRSP is underway and staff will continue to keep
the Commission updated as it moves forward.
e) NTMP/Hawkwood Drive Neighborhood – AE/Aoun – At the November
12th Traffic and Transportation Commission meeting, a resident voiced
some concerns regarding the traffic in the Hawkwood Drive
neighborhood. The resident indicated that he and his family wished to
pursue the NTMP and volunteered to captain the program. Staff
conducted a field visit to assess road condition s and observe traffic
behavior and speed and volume counts are currently being scheduled
to gather detailed traffic data. Once completed staff will review the data,
determine the neighborhood limits and schedule the first NTMP
meeting. Residents are being updated as this project moves forward.
f) NTMP/Del Sol Lane Neighborhood – AE/Aoun – The first NTMP
meeting was held on Thursday, February 25th at 6:30 p.m. with a total of
17 of the 20-30 resident who called in to the meeting participating. The
presentation was well received and participants seems encouraged
about initiating traffic calming devices. As with all NTMP programs,
staff will proceed to obtain traffic data, summarize residents’
observations and concerns, and provide a plan proposed to address the
needs of the neighborhood at a second NTMP meeting.
g) Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to
Pathfinder Road) – AE/Aoun – This project is currently out to bid with a
bid opening date of March 24, 2021 at 2:00 p.m. Upon bid opening staff

will review all bids for compliance with Local and State laws and
determine the lowest compliant bidder and recommend that Council
award the construction contract at a future meeting. Construction is
anticipated to take 45 working days to complete.
h) Street Sweeping Parking Enforcement – ET/Delgado – Street
sweeping parking enforcement resumed on January 18th as scheduled
and overall, resident responses have been positive. During the months
of February through November, street sweeping returns to the standard
bi-weekly schedule and weekly during December and January, 2022.
i) Upcoming Construction Projects – ET/Delgado – Staff has approved
plans and issued encroachment permits for private utility improvement
projects anticipated to be constructed in the coming weeks as follows:
● MCI Metro (Verizon) – Diamond Bar Boulevard at Brea Canyon
Road – Installation of new underground Fiber Optic cable.
● MCI Metro (Verizon) – Golden Springs Drive from Golden Prados
Drive to Torito Lane – Installation of new underground Fiber
Optic cable.
● MCI Metro (Verizon) – Golden Springs Drive from Torito Lane to
Carpio Drive – Installation of new underground Fiber Optic cable.
● Union Pacific Railroad – Lemon Avenue north of Lycoming Street
– Railroad Crossing Maintenance.
● Walnut Valley Water District – Golden Springs Drive east/west of
Grand Avenue – Installation of two (2) Water Meters for the
Diamond Bar Golf Course.
● Walnut Valley Water District – Pathfinder Road at Brea Canyon
Road – Pathfinder Reservoir Mainline Extension.
Staff is committed to ensuring that all construction impacts are properly
mitigated to limit the negative effects on the community and the City’s
Public Works Inspector monitors all active construction projects to
ensure work is completed per the approved plans and permit conditions.

Chair/Wong welcomed Commissioner Busteed, thanked all Commissioners for their
longtime service to the City, and thanked former Chair Michael Gonzalez for his
service to the community.
VC/Hsieh thanked staff for their service to the City and reports to the Commission and
thanked the Commissioners for their service and said she looks forward to meeting
with everyone in person.
C/Quan thanked City staff for maintaining the City and she is supporting local
restaurants.
C/Busteed thanked Commissioners for their kind words and staff for reaching out to
him to help get him up to speed. He appreciates the time everyone puts in to serve
the community, especially during COVID challenges.
C/Mehta welcomed C/Busteed to the Commission and thanked staff for their reports
to the Commission and keeping the community beautiful.

A. Adaptive Traffic Signal Control Signal System (ATCS)
Staff continues to see slight increases in traffic and the ATCS continues to learn and
adjust accordingly to accommodate the increase in the arterials during weekday rush
hour traffic.
B. Professional On-Call Traffic and Transportation Engineering Services
Request for Proposals (RFP)
To augment the City’s professional services, multiple traffic and transportation
engineering consultants have been utilized by staff on an as-needed basis. The current
consultant services agreements will expire on June 30, 2021. Therefore, on March 18,
202,1 staff issued a Request for Proposals (RFP) inviting qualified consultants to submit
proposals for traffic and transportation engineering services. A total of eleven (11)
proposals were received on April 20, 2021. All proposals are currently under review by
staff and professional service contracts will be presented at a June 2021 City Counci l
meeting for consideration.

C. Caltrans Pavement Rehabilitation Project on State Route 57 Freeway
The Caltrans’ contractor has not been able to schedule the pavement rehabilitation
work, as of yet. Staff will continue to work closely with Caltrans representatives and will
provide updates to the Commission at future meetings.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
This project is moving along per schedule. As of the first week of May 2021, this project
is now 20% completed, and the contractor is currently working on Phase II of the
project. Slopes grading inside the golf course is currently underway and tentatively
scheduled to be completed within the next couple of weeks. This will be followed by
electrical work, in preparation of the streetscape improvements, and installation of the
new decorative traffic signal poles. The work is scheduled to commence within the next
couple of months. Public Works and Public Information staff had previously installed
lapse cameras at this intersection to capture the progress of the project. A short video
has been prepared to show the progression of work at the median along Grand Avenue

E. Local Roadway Safety Plan (LRSP)
The final draft report for the development of the LRSP is currently under review by staff.
This report will lay out a plan to enhance roadway safety throu gh engineering
countermeasures implementation, education, and enforcement investments. Staff will
continue to update the Commission at future meetings.
F. NTMP/Hawkwood Drive Neighborhood – Neighborhood Traffic Management
Program
Collected speed and volume counts are currently under review. The first NTMP meeting
will be scheduled right after the neighborhood limits are determined. Staff will update
the Commission at future meetings regarding the first meeting date.

G. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
Staff is currently working with our On-Call Traffic Engineering Consultant to prepare an
initial traffic calming plan for the neighborhood. This plan will then be presented at a
second NTMP neighborhood meeting, where residents will have the opportunity to
share their thoughts and concerns on the proposed measures. Staff will update the
Commission at a future meeting regarding the second meeting date.
H. Diamond Bar Boulevard Rehabilitation (Mountain Laurel Way to Pathfinder
Road)
Staff received ten (10) bid proposals on March 24, 2021. R.J. Noble Company, Inc. was
the lowest responsive bidder with a base bid in the amount of $878,511. The contract
was approved at the April 20, 2021 City Council meeting. The Notice to Proc eed was
issued on April 28, 2021 with construction anticipated to begin May 24, 2021. This
project should be completed within forty-five (45) working days.
I. Overgrown Tree Removal at 800 N. Grand Avenue at Lavender Drive
On Saturday, April 24th at 7:00 a.m., contractors for the Diamond Bar Villas
Homeowners Association (HOA) removed an overgrown Eucalyptus tree from their
private property at 800 N. Grand Avenue. This tree was not properly maintained, so it
eventually became a hazard for vehicle traffic and pedestrians. Given the tree’s large
canopy and its overhang onto Grand Avenue, staff determined that a temporary road
closure was the most appropriate option for contractors to safely trim and remove the
tree.
Staff coordinated with the HOA’s landscape contractors to prepare engineered traffic
control plans, which specified the proposed road closure and necessary signage to
detour all northbound Grand Avenue traffic onto Lavender Drive. To aid with the road
closure, two deputy sheriffs, from the Diamond Bar/Walnut Sheriff’s Station, assisted
with traffic flow and circulation at the intersection of Grand Avenue and Lavender Drive
during the tree trimming and removal work. Staff also coordinated with the crews at Fire
Station #120 on Grand Avenue to ensure that all emergency personnel received an
advanced notice of this road closure to avoid any delays to response times. This work
was scheduled on a Saturday to minimize any impacts to commuter traffic and also
avoid conflicting with the Grand Avenue and Golden Springs Drive intersection
improvements project.
Only the northbound Grand Avenue traffic lanes were temporarily affected by this road
closure, as traffic was diverted onto Lavender Drive as the detour route. All southbound
Grand Avenue traffic lanes were open. In addition to the significant traffic control setup,
and support from the Sheriff’s Station, the intersection of Grand Avenue and Lavender
Drive was temporarily placed on the “red flash” phase while the contractors removed
this tree.

All work was successfully completed within hours after commencement. Staff did not
receive any reported complaints or feedback about this project, which could have had a
significant impact to traffic flow and safety, if not properly coordinated.

improvement projects that are anticipated to start construction in the coming weeks:

• MCI Metro (Verizon) – Golden Springs Drive from Torito Lane to Carpio Drive
o Installation of New Underground Fiber Optic Cable
• Union Pacific Railroad – Lemon Avenue north of Lycoming Street
o Railroad Crossing Maintenance
• Walnut Valley Water District – Golden Springs Drive at Gona Court
o Installation of a Water Mainline Flow Control Valve
• Walnut Valley Water District – Pathfinder Road at Brea Canyon Road
o Pathfinder Reservoir Mainline Extension
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City’s Public Works Inspector
monitors all active construction projects to ensure that work is completed per the
approved plans and permit conditions.

COVID-19 ECONOMIC IMPACTS
•In FY 2020/21 the COVID-19 global pandemic forced
municipalities across the U.S.to re-examine priorities and
refocus efforts to ensure critical infrastructure and essential
services are maintained.
•For FY 2021/22 the proposed CIP is still somewhat constrained
but we are able to advance most of the deferred projects with
the anticipated revenue sources.
•The proposed CIP continues to reflect the prioritized projects
as well as the deferred projects.
