TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to the public. You are invited to attend and participate. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the Traffic and Transportation Commission at the meeting should be submitted through the meeting clerk. Speakers are limited to five minutes per agenda item, unless determined otherwise. The Commissioners may adjust this time limit depending on the number of people wishing to speak, the complexity of the matter, the length of the agenda, the hour and any other relevant consideration. Speakers may address the Commission only once on an agenda item, except during public hearings, when the applicant/appellant may be afforded a rebuttal. Public comments must be directed to the Commission. Behavior that disrupts the orderly conduct of the meeting may result in the speaker being removed from the Commission meeting room. PWD/Liu responded that the decrease was due to staff and enforcement officer vacations, as well as road maintenance projects. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: 1. ADAPTIVE TRAFFIC CONTROL SYSTEM (ATCS) – AE/Malpica Staff continues to monitor the system's performance after receiving the updated software and database upgrades early this summer. 2. STREET REHABILITATION PROJECTS – AE/Malpica – Area 1 Residential and Collector Streets/Golden Springs Drive from Brea Canyon Road to Lemon Avenue. As of August 31, 2022, the residential slurry and cape seal, as well as upgraded concrete ADA curb ramps have been partially completed. The entire parking lot in front of the YMCA was slurry sealed as part of the contractor's arrangement for using the parking lot as their staging area. The YMCA staff and parents will be accessing the facility from their parking lot on the side of the building while the slurry seal dries. Due to some material shortages and delayed delivery caused by sup ply chain constraints, the overall Project schedule was extended to the end of September 2022. Area 1 Residential Slurry Seal is completed, and striping is currently scheduled for the week of September 12, 2022. The concrete demolition work of curb and gutters, sidewalks, and a few ramp modifications along Golden Springs Drive between Brea Canyon Road and Lemon Avenue started on Monday, August 29, 2022. The contractor is set to begin the cold mill grinding of asphalt on Thursday, September 8th, with paving to take place from Monday, September 12th thru Wednesday, September 14th. Final striping is scheduled to begin during the week of September 12th, followed by loop detector replacements. Staff is working closely with the contractor to minimize any impacts on the streets and/or to other projects within the vicinities of the project areas. 3. CALTRANS PAVEMENT REHABILITATION PROJECT/STATE ROUTE 57 FREEWAY – AE/Malpica - Caltrans will issue the upcoming weekend 1.A.a Packet Pg. 8 Attachment: T&T Commission Meeting Minutes - 9/8/22 (T&T Commission Meeting Minutes of September 8, 2022) SEPTEMBER 8, 2022 PAGE 3 T&T COMMISSION closure public notification for September 9th through September 12th due to the hot weather. The weekend closure is part of the SR-57 Rehabilitation Project. The public will be notified when the next closure is scheduled. 4. GRAND AVENUE/GOLDEN SPRINGS DRIVE INTERSECTION IMPROVEMENTS – AE/Malpica – As of September 1, 2022, the Project continues as scheduled. The contractor completed over 270 feet of pipe jacking thru the east and west golf course slopes. The contractor will continue work behind the k-rails for the next couple of weeks, after which they will commence work on the pre-cast architectural feature lighting and additional concrete work at the intersection. 5. KIOWA CREST PROTECTIVE LEFT TURN WARRANT STUDY – AE/Malpica – Today, the consultant provided staff with the traffic signal warrant study, which staff will be reviewing, along with proposed recommendations for which staff will provide an update at the next Commission meeting. 6.. “NO U-TURN SIGN” ASSESSMENT AT DIAMOND BAR BOULEVARD AND PALOMINO DRIVE – AE/Malpica - Earlier this summer, staff received a request for a "No U-Turn" sign at the intersection of Diamond Bar Boulevard and Palomino Drive to discourage drivers from using this intersection to avoid the long wait on the southbound left turn pocket at the SR-60 on and off ramp traffic signal. The City's traffic consultant conducted an assessment and recommended the City avoid posting a "No U-Turn" sign at this intersection because the sign would potentially shift the problem to the Palomino Drive neighborhood. This may force vehicles to turn left onto Palomino Drive and cut through the gas station in order to get back onto the Diamond Bar Boulevard SR-60 east on ramp. Staff decided to report this situation to Caltrans to address this traffic concern with the following recommendations: To extend the left-turn pocket to accommodate the capacity of traffic; or to increase the green signal time at the SR-60 eastbound on/off ramps. However, as the SR-57/60 Confluence Project moves forward, a dual left-turn is being proposed at the Diamond Bar Blvd and SR 60 East on-ramp. 7. SCHOOL SPEED LIMIT SIGN NEAR DIAMOND RANCH HIGH SCHOOL - ET/Delgado - The City of Pomona conducted a sign assessment along the southbound direction of Phillips Ranch Road, approaching Scenic Ridge Drive/Diamond Ranch Road. This assessment was conducted to establish a school zone within the City of Pomona's boundary limits. Based on their assessment, Pomona requested staff to consider the installation of school signage along northbound Chino Hills Parkway, as well as establish a school zone within City of Diamond Bar’s jurisdiction. Staff worked with one of the City's on-call traffic consultants to identify the appropriate spacing and location of the requested signs. The City’s traffic consultant recommended the installation of two school signs, which were installed in late August 2022. By establishing this as a registered school zone, and installing signs in Diamond Bar, it allows for Pomona police to have more enforcement authority for Diamond Ranch High School traffic. 1.A.a Packet Pg. 9 Attachment: T&T Commission Meeting Minutes - 9/8/22 (T&T Commission Meeting Minutes of September 8, 2022) SEPTEMBER 8, 2022 PAGE 4 T&T COMMISSION 8. HAWKWOOD ROAD NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM - ET/Delgado. A second neighborhood meeting was held on July 14, 2022, as a part of the regular Traffic and Transportation Commission meeting. During this second meeting, staff presented the neighborhood with traffic calming alternatives. A total of 86 households were invited to attend the hybrid meeting, four (4) of which participated by providing their feedback and traffic concerns to the Commission. Based on the traffics data, street geometrics, and resident feedback, staff has prepared a final construction plan to send back to the residents for an online survey. If the plans are approved with a 67% majority vote, staff will proceed with the installation of the traffic calming measures in this neighborhood. 9. NTMP/DEL SOL LANE NEIGHBORHOOD – ET/Delgado - The Public Works Director/City Engineer has formally approved the final c onstruction plans administratively without going to the City Council. Upon approval, construction bids were procured, and staff completed the final administrative items in order to award a construction contract to the apparent low bidder. The tentative schedule is to begin construction in October and complete construction by November. 10. DIAMOND BAR BOULEVARD COMPLETE STREETS PROJECT- ET/Delgado - The project plans and specifications were completed in 2020, and the current construction cost is estimated to be between $6-7 million. To date, the City has secured only $3 million in Metro grant funding for construction. In mid-June, the City applied for an additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds, a program funded by the State and managed by Caltrans. The ATP grant is a competitive program that funds active transportation projects throughout the State. The City was selected by Metro to receive grant assistance for this application. Metro's consultant, CRA, Inc., employs experienced grant-writing staff and works with Metro directly to assist Municipalities with writing grants. They worked with Public Works staff for several months preparing this grant application and the results of the first round of grant funding applications should be available in early 2023. If the Project is not selected in the first round, there is an additional round of State funding that the Project may be eligible for. 11. INTERNALLY ILLUMINATED STREET NAME SIGN AND TRAFFIC SIGNAL SAFETY LIGHT REPLACEMENT PROJECT - ET/Delgado – As part of the Fiscal Year 2022-23 Budget, the City Council allocated funding to replace all internally illuminated street name signs and traffic signal safety lights found at all intersections citywide. Most of the current signs and lights at these intersections have long surpassed their functional expiration; incandescent bulbs are no longer being produced, and many of the sign panels are beginning to fade due to sun damage. The new sign and safety light hardware will feature light-emitting diode (LED) fixtures, which provide brighter and more efficient illumination for the intersection when compared to the 1.A.a Packet Pg. 10 Attachment: T&T Commission Meeting Minutes - 9/8/22 (T&T Commission Meeting Minutes of September 8, 2022) SEPTEMBER 8, 2022 PAGE 5 T&T COMMISSION current equipment. As part of the sign replacement, the panel design will be updated to march the City’s template, which includes the windmill logo over a white highway gothic typeface on a green background. Examples of the new sign panels are shown in Exhibit A, and these signs are currently installed at the Grand Avenue intersections of Summitridge Drive and Lavender Drive. The Public Works Department recently issued a Request for Proposals (RFP) for prospective contractors to submit bids to perform this work. Bids will close on September 22, 2022, and staff anticipates awarding this Project to the selected contractor by late October. Hardware procurement should commence shortly thereafter, with sign and light replacements beginning in January 2023. All work should be completed by June 2023. 12. LOCAL ROAD SAFETY PLAN AND HSIP GRANT – AE/Malpica – Several options were presented by staff in order to apply for a cycle HSIP Cycle 11 Projects and engaged a consultant to review the report and provide recommendations for which potential projects could be considered. Based on the consultant’s review, it was recommended that nine (9) intersections were listed as potentials to be upgraded. The application has been completed for submission and staff expects announcements to be forthcoming . If the City’s application is selected, which can be as early as the summer of 2023, we anticipate receiving the grant money by early 2024, or sooner. The total engineer’s estimate cost to complete the Project is approximately $332,000, out of which 90 percent is covered by HSIP with the City contributing 10 percent. Further updates will be provided to the Commission as they become available. Staff responded to general Commission questions and concerns regarding various projects. ITEMS FROM COMMISSIONERS: C/Plunkett thanked DWP/Liu and staff for responding to her concerns regarding the parking difficulties at Summitridge Park. When she was at the August 2nd Concerts in the Park, a neighbor asked if she would mention that they feel the traffic light on Diamond Bar Boulevard and Sugarpine Place is too long. AE/Malpica responded that staff was made aware of the concern and resolved the issue. C/Plunkett received the flyer for the curb addressing service and the company was a no-show. AE/Delgado responded that there is a non-profit organization that has a permit from the City of Diamond Bar to repaint the curb addresses. The contractor is currently performing this work at all addresses south of Grand Avenue and is delayed due to the current roadway project. Chair/Busteed inquired as to whether staff had looked into a concern regarding pedestrian safety at the northbound right turn from Brea Canyon Road onto Diamond Bar Boulevard. AE/Malpica has requested the consultan t to revisit the location two additional times and provide staff with a recommendation that is forthcoming. IX. Street Rehabilitation Projects – Area 1 Residential and Collector Streets, Golden Springs Drive from Brea Canyon Road to Lemon Avenue The project was completed during the last week of September 2022. Following were the improvements: 1. Improved approximately 19 centerline miles of residential and collector streets 2. New slurry seal 3. New chip seal 4. Localized asphalt concrete dig-outs 5. ADA-compliant curb ramps and gutters 6. Asphalt concrete grind and overlay 7. Enhanced bike lanes 8. Signing and striping 9. Newly slurry seal at the YMCA parking lot, as part of the arrangement between the slurry seal contractor and YMCA for using the parking lot as their staging area. Grand Avenue/Golden Springs Drive Intersection Improvements As of November 1, 2022, the contractor is working on the shoring installation and structure excavation for the relocation of the new golf course tunnel. The new tunnel will be relocated just west of Golden Springs Drive. Shoring work will continue for the next couple of weeks. D. Diamond Bar Blvd./Kiowa Crest Dr. Protective Left-Turn Warrant Study The City's traffic consultant completed the left turn signal warrant study at Diamond Bar Boulevard and Kiowa Crest Drive. As reported in the past meeting, this study originated due to previously reported accidents between left-turn movements and through traffic at this intersection. The study concluded that this intersection location did not meet the warrant thresholds for protected left-turn signals for both northbound and southbound directions along Diamond Bar Boulevard due to low movement volumes. It is recommended to keep the existing permissive left-turn phasing. E. Diamond Bar Blvd Complete Streets Project To date, the City has secured $3 million in Metro grant funding for construction. On Wednesday, June 15, the City applied for an additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds, a program funded by the California Transportation Commission (CTC) and managed by Caltrans. The grant results were released on October 20, 2022. While the project scored well (87 out of 100 possible points), the cutoff for projects that were awarded funding was 89 out of 100. The project scored well in all areas except the Disadvantaged Community category. The City of Diamond Bar is not a Disadvantaged Community as defined by the State, and therefore received 0 points for this category. There is a second round of funding available through M etro's local allocation of $192.1 million. The results for this second round of funding are scheduled to be decided in May of 2023. Staff is hopeful this project will be successful in this second round. F. NTMP/Hawkwood Road Neighborhood – Neighborhood Traffic Management Program The final construction striping plan was shared with the residents with an online survey to gain the feedback on the design. A 67% majority vote is needed to proceed with construction. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management Program The Public Works Director/City Engineer has formally approved the final construction striping plans administratively, consistent with the City of Diamond Bar Municipal Code (Sec. 3.25.020). Upon approval, bids were procured, and staff completed the final administrative items in order to award a striping contract to the apparent low bidder. The final item is to formally approve the construction agreement in order to schedule a pre- construction meeting. The tentative schedule is to begin striping in November and complete improvements by December. H. Area 2 CBDG Curb Ramp Project The project will provide ADA accessibility to existing sidewalks with the construction of ADA compliant curb ramps at various locations where no curb ramps or sub -standard curb ramps exist. The project will take place within Area 2 located south of Grand Avenue, west of Diamond Bar Boulevard, north of Pathfinder Road, and east of the SR- 57 freeway. Sixteen (16) curb ramps will be constructed or upgraded to meet the latest ADA standard to extend an upgraded path of travel towards Maple Hill Elementary School. At the time of preparation of this report, five (5) ramps have been ful ly completed with five (5) additional ramps being demolished and ready for concrete to be poured. Public Works staff is monitoring the project by inspecting grades, workmanship, and traffic - and-safety. Proper traffic control and detour signs for pedestrians are being posted ensuring pedestrians can navigate the neighborhood while the ramps are under construction. The remaining six (6) ramps are scheduled for demolition over the next two weeks. I. Liu, Public Works Director/City Engineer SUBJECT: Marked Crosswalk Study at Quail Summit Elementary School RECOMMENDATION: Receive and Concur BACKGROUND/DISCUSSION: Crossing guard services are to assure the safety of school -aged children, pedestrians, parents, and others when crossing streets utilizing crosswalks in the vicinity of their respective schools during the school drop-off and pickup hours. The City requires all crossing guards to be properly trained and supervised to carry out their responsibilities at their designated post locations. The City awarded a new three-year contract to All City Management Services (ACM) on June 2022 to provide crossing guard services at 17 locations within the Walnut Valley Unified School District and Pomona Unified School District. City’s crossing guards have been providing services to the Quail Summit Elementary School for over 20 years at two locations (Quail Summit Drive/Winterwood Lane & Forest Canyon near Paul C. Grow Park (mid-block behind the school). All City Management informed the City that they were unable to provide service at the Forest Canyon location due to a missing marked or unmarked crosswalk. ACM conveyed to staff that deploying personnel at a non -legally established marked or unmarked crosswalk would create liabilities for both ACM and City. The City agreed to conduct a crosswalk study and ACM agrees to resume service at this location if a crosswalk is legally marked. Staff immediate ly conveyed this information to both Walnut Valley School District and Quail Summit Elementary School principal. The school principal was able to convey this information to all school parents at their back-to-school night meeting, just before school resumed in early August 2022. Additionally, the City posted a sign indicating that no crossing guard service is provided at the subject location. Staff retained one of the City’s on-call traffic consultants to conduct a marked crosswalk study. The study, provided in Attachment 1, determined that due to low vehicular volumes and low pedestrian activities, the requirement for a marked crosswalk and, as a result, a crossing guard warrant was not met at the location. Additionally, staff looked into potentially adding school signage along Forest Canyon, however, per CA MUTCD, the school warning signage can be used with prima facie 25 MPH speed limits that are contiguous to a school building or school grounds. Since Forest Canyon is contiguous to the Paul C. Grow Park and not the school grounds, school warnings are not applicable either. Staff will provide an update to AMC and to both, the Walnut Valley School District and Quail Summit Elementary School principal. RECOMMENDATION: It is recommended that the Traffic and Transportation Commission receives the staff report and concurs that a marked crosswalk is not warranted at the Forest Canyon Road location behind Quail Summit Elementary School. (“Kimley-Horn”) has been retained by the City of Diamond Bar to prepare a marked crosswalk study along Forest Canyon Drive in the vicinity of Quail Summit Elementary School. The study assesses the need for a crosswalk in the vicinity of 23288 Forest Canyon Drive and the driveway to Paul C. Grow Park (“study location”). The parking lot of the park provides rear access to Quail Summit Elementary School and is utilized during school pickup and drop-off periods. Exhibit 1 shows the school and surrounding roadway network. Based on these data collection efforts and a review of relevant published guidelines, such as the Federal Highway Administration (FHWA) Field Guide for Selecting Countermeasures at Uncontrolled Pedestrian Crossing Locations and California Manual on Uniform Traffic Control Devices (CA MUTCD), recommendations were identified. 2.0 DATA COLLECTION This section describes the data collection efforts undertaken in support of this study, including traffic counts and field observations. 2.1 Traffic Counts Traffic counts were collected along Forest Canyon Drive during the school pick-up and drop-off periods for vehicles, bikes, and pedestrians at the following locations: • Meadow Glen Road & Forest Canyon Drive • Paul C. Grow Park Driveway & Forest Canyon Drive • High Bluff Drive & Forest Canyon Drive Counts were taken on Thursday, August 18th, 2022, between 7:00 to 9:00 AM for the morning drop-off period and 11:00 AM to 2:00 PM for the pick-up period. The traffic counts are included in Appendix A. Vehicle Traffic Vehicle counts are summarized for the morning drop-off peak hour (7:30 – 8:30 AM) in Table 1 and the mid-day pick-up peak hour (12:45 – 1:45 PM) in Table 2. Overall vehicle volumes were higher at each intersection during the morning drop-off peak hour than during the afternoon pick-up peak hour. Along Forest Canyon Drive, west of Paul C. Grow Park Driveway, 139 vehicles were observed during the AM drop-off hour and 84 vehicles were observed during mid-day pick-up hour. Additionally, around 15 vehicles utilized the Paul C. Grow Park Driveway during both the morning drop-off peak hour and the mid-day pick-up peak hours. Observations were made on Wednesday, August 24th, 2022, during the following 30-minute periods: • Drop-Off: 7:50 to 8:20 AM - morning bell at 8:20 AM • Pick-Up: 2:45 to 3:15 PM - dismissal at 1:30 PM for Kindergarten; 2:45/2:50 PM for 1st – 5th grades The following observations were made during the field visit at Forest Canyon Drive and the Paul C. Grow Park driveway. Pedestrian Activity • Five (5) students were observed crossing Forest Canyon Drive at the Paul C. Grow Park driveway during the drop-off period. • A parent in a nearby house with two (2) children attending Quail Summit Elementary School indicated that around 15 students will typically cross at this location during the drop-off and pick-up periods. 4.2.a Packet Pg. 37 Attachment: Marked Crosswalk Study - Quali Summit Elementary School (Marked Crosswalk Study at Quail Summit Elementary School) Page | 4 • School staff indicated around 20 children utilize the rear access gate at the Paul C. Grow Park driveway during drop-off and pick-up periods. Exhibit 2: Parent with children crossing Forest Canyon Drive at Paul C. Grow Park Driveway Vehicle Activity • Parents utilize the parking lot for Paul C. Grow Park to wait for their children during the pick-up period. • No extensive queuing or vehicle back-up was observed at this location during either period. • School staff suggested that as the schoolyear progresses and word spreads, more parents will utilize this location. • During the pick-up period, a posted school staff member ensures that parents are not blocking the Paul C. Grow Park driveway and abiding by posted parking regulations. • Speeding is a concern in both directions on Forest Canyon Drive, but particularly in the westbound direction due to the downhill slope, lack of school signage, and lack of houses or driveways on the north side of the street east of the Paul C. Grow Park Driveway during pick-up Former Crossing Guard • School staff indicated that a crossing guard was posted just east of the Paul C. Grow Park driveway during the last schoolyear, utilizing cones to delineate where to cross. • Both school staff and parents that were spoken to voiced appreciation for the crossing guard presence and spoke in favor of a marked crosswalk at this location. • Generally, younger students would arrive/depart with parents, while older students would walk by themselves. • With the absence of a crossing guard this year, school staff indicated that children are not allowed to cross Forest Canyon Drive at this location without an adult present. Grow Park draw heavy pedestrian activity as people park along and cross the street at numerous locations to and from the park and their vehicles. 3 .0 EXISTING LITERATURE 3.1 Crosswalk Markings Per Section 7C.02 of CA MUTCD, crosswalks should be marked at all intersections on established routes to a school where there is substantial conflict between motorists, bicyclists, and student movements; where students are encouraged to cross between intersections; where students would not otherwise recognize the proper place to cross; or where motorists or bicyclists might not expect students to cross. Per Section 3B.18 of CA MUTCD, at non-intersection locations, crosswalk markings legally establish the crosswalk. Crosswalk lines should not be used indiscriminately. An engineering study should be performed before a marked crosswalk is installed at a location away from a traffic control signal or an approach controlled by a STOP or YIELD sign. The engineering study should consider the number of lanes, the presence of a median, the distance from adjacent signalized intersections, the pedestrian volumes and delays, the average daily traffic (ADT), the posted or statutory speed limit or 85th- percentile speed, the geometry of the location, the possible consolidation of multiple crossing points, the availability of street lighting, and other appropriate factors. Mid-block pedestrian crossings are generally unexpected by the motorist and should be discouraged unless, in the opinion of the engineer, there is strong justification in favor of such installation. Further, per California Vehicle Code (CVC) 21106, local authorities, by ordinance or resolution, may establish crosswalks between intersections. 3.2 Crossing Supervision Per Section 7D.02 of CA MUTCD, adult crossing guards may be used to provide gaps in traffic at school crossings where an engineering study has shown that adequate gaps need to be created, and where authorized by law. Adult crossing guards normally are assigned where official supervision of school pedestrians is desirable while they cross a public highway, and at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily use the crossing while going to or from school. Specifically, adult crossing guard may be used in urban areas where the vehicular traffic volume exceeds 350 during each of any two hours (not necessarily consecutive) in which 40 or more school pedestrians cross daily while going to or from school at uncontrolled crossings where there is no alternate controlled crossing within 600 feet. 4.2.a Packet Pg. 40 Attachment: Marked Crosswalk Study - Quali Summit Elementary School (Marked Crosswalk Study at Quail Summit Elementary School) Page | 7 4 .0 RECOMMENDATIONS Crosswalks are marked at intersections where there is substantial conflict between vehicle and pedestrian movements, where significant pedestrian concentrations occur, where pedestrians could not otherwise recognize the proper place to cross, and where traffic movements are controlled. Mid- block crosswalks should only be used where necessary to direct pedestrians along the safest route. Based on traffic data, 139 vehicles were observed during the AM drop-off hour and 84 vehicles were observed during mid-day pick-up hour along Forest Canyon Drive, west of Paul C. Grow Park Driveway. Further, eight (8) and four (4) pedestrians were observed to cross Forest Canyon Drive at the study location during the AM drop-off and mid-day pick up hour, respectively. These vehicle volumes and low pedestrian activity indicate that a marked crosswalk/adult crossing guard is not required at the study location at this time. In the event that pedestrian crossings in the immediate vicinity of the Park Driveway increases significantly (for instance, more than 40 pedestrians in any two hours of a day), the following strategies could be considered in order to improve safety for crossing Forest Canyon Drive at the Paul C. Grow Park driveway: • Install a yellow ladder crosswalk across Forest Canyon Drive approximately 40 feet east of the Paul C. Grow Park driveway. Liu, Public Works Director/City Engineer SUBJECT: Marked Crosswalk Study at Castle Rock Elementary School RECOMMENDATION: Receive and Concur BACKGROUND/DISCUSSION: In August 2022 staff received a request to assess the existing crosswalks within the vicinity of Castle Rock Elementary School for the need to update the existing crosswalks along Castle Rock Road between Cold Spring Lane and Cool Springs Drive. All current crosswalks at Cool Springs Dr.; at front of school; at Bronco Ln. and at Cold Spring Ln. were installed as part of the 1998 Citywide Sch ool Traffic Circulation Study, except the intersection at Trigger Ln. Staff retained the City’s traffic consultant to perform a marked crosswalk study for potential improvements. See Attachment 1. (“Kimley-Horn”) has been retained by the City of Diamond Bar to prepare a marked crosswalk study in the vicinity of Castle Rock Elementary School. The study assesses the need for a marked crosswalk in the vicinity of Castle Rock Road and Trigger Lane. Exhibit 1 shows the school and surrounding roadway network. Additionally, field observations were conducted during the school morning drop-off and afternoon pick-up periods. Based on these data collection efforts and a review of relevant published guidelines, such as the Federal Highway Administration (FHWA) Field Guide for Selecting Countermeasures at Uncontrolled Pedestrian Crossing Locations and California Manual on Uniform Traffic Control Devices (CA MUTCD), recommendations were identified for the proposed crosswalk location and its surroundings, including traffic calming devices, pavement markings, and signage to be installed. 2.0 DATA COLLECTION This section describes the data collection efforts undertaken in support of this study, including an examination of existing roadway characteristics and field observations. 2.1 Roadway Characteristics The segment of Castle Rock Road between Cold Spring Lane and Cool Springs Drive is approximately 1/3 of a mile in length and oriented northeast-southwest. The roadway is considered a local street in the City’s General Plan, with one travel lane in each direction. There is a yellow centerline north of the school driveway and no centerline south of the school. The speed limit is 25 mph and there is curbside parking on both sides of the street. Besides Castle Rock Elementary School, the surrounding land uses are single-family residential in nature. Marked school crosswalks are present at the following intersections along this segment of Castle Rock Road. • Cold Spring Lane (north, east, west legs) • Bronco Lane (south leg) • School driveway (exit only, south leg) • Cool Springs Drive (north, west legs) It was noted that the east end of the crosswalk at Bronco Lane and both ends of the crosswalk at the school driveway currently do not have curb ramps. Within 500 feet of the school, each of these school crosswalks are accompanied by “SLOW SCHOOL XING” yellow pavement markings, “School Crosswalk Warning” Assembly B signage, and “School Advance Warning” Assembly D signage. A series of speed cushions with advance warning pavement markings are also present along this stretch of Castle Rock Road. Additionally, Botts’ dots (as shown in Exhibit 2) are present along the yellow centerline near the school parking lot driveway, at Bronco Lane, and at Cold Spring Lane, with some showing damage due to impacts from vehicles. Observations were made on Wednesday, August 24th, 2022, during the following 30-minute periods: • Drop-Off: 7:50 to 8:20 AM - morning bell at 8:20 AM • Pick-Up: 12:50 to 1:20 PM – early dismissal on Wednesdays at 12:50 PM (1st through 5th grades) The following observations were made during the field visit along Castle Rock Road between Cold Spring Lane and Cool Springs Drive: • Crossing guards are typically posted at the intersections of Castle Rock Road with Cold Spring Lane and the school driveway during school drop-off and pick-up. • School traffic circulation during the morning drop-off and afternoon pick-up periods is directed by school staff. Parents in vehicles are directed southbound along Castle Rock Road to conduct curbside passenger loading activities curbside at the school. • Parents in vehicles traveling northbound along Castle Rock Road are not allowed to stop for passenger loading activities. They must utilize curbside parking and walk with their children to a marked crosswalk. Southbound vehicles queuing along Castle Rock Road frequently stop in and block the crosswalks at both Cold Spring Lane and at Bronco Lane during both morning drop-off and afternoon pick-up periods. Exhibit 3: Southbound queuing vehicles on Castle Rock Road blocking crosswalks at Cold Spring Lane • Parents were observed double parking along Castle Rock Road. This blocks visibility of oncoming vehicles for the crossing guards and pedestrians. 4.3.a Packet Pg. 65 Attachment: Marked Crosswalk Study -Castle Rock Elementary School (Marked Crosswalk Study at Castle Rock Elementary School) Page | 4 Exhibit 4: Vehicles double-parking on Castle Rock Road • Parents park vehicles along Trigger Lane and Bronco Lane and walk with children to the school. • Most pedestrian activity occurs along the west side of Castle Rock Road, particularly during the morning pick-up period. • Few parents or students were observed using the crosswalk at Bronco Lane to cross Castle Rock Road during the morning drop-off period or afternoon pick-up period. • Crossing guard at school driveway primarily assisting parents and students walking from south of the school, though some parents were observed parking on east side of Castle Rock Road and utilizing this crosswalk. • During afternoon pick-up, parents and students were observed crossing Castle Rock Road at school driveway and heading north or south. • According to the crossing guards: o Afternoon pick-up traffic is more congested and chaotic than morning drop-off. o Parents will actively disobey crossing guards and school staff. o More cones are needed by school to prevent parents from parking vehicles too close to the crosswalk or from blocking private driveways. o Would desire a marked crosswalk on south leg of intersection at Cold Spring Lane. Castle Rock Road and Trigger Lane: • Install a yellow ladder crosswalk across the west leg of the intersection across Trigger Lane, utilizing existing curb ramps. Castle Rock Road and Bronco Lane: • Install a yellow ladder crosswalk across the west leg across Bronco Lane, utilizing existing curb ramps. • Install a yellow ladder crosswalk across the north leg of the intersection across Castle Rock Road and remove existing ladder crosswalk from the south leg. • Install an ADA-compliant curb ramp with yellow truncated domes at the east end of the crosswalk spanning Castle Rock Road. • Install advance yield markings and CA MUTCD “Yield Here to Pedestrians” R1-5 signage in advance of the crosswalk spanning Castle Rock Road. • Install red curb paint for 20 feet in either direction of the crosswalk spanning Castle Rock Road to prevent vehicles from parking too close to the crosswalk.
