SPECIAL NTMP MEETING FOR HAWKWOOD ROAD RESIDENTS. AE/Aoun provided staff’s report and responded to questions and concerns. Residents’ Comments: Susan Takashita spoke about an incident which she did not hear about in the staff report. She does not believe the lines on the pavement between the curb and street will prevent pedestrians being hit. Also, the traffic monitoring tubes do not supply adequate traffic speed information because drivers admit they slow down for the tubes. Nita Patel said she agreed with Susan Takashita’s comments regarding traffic speed information. Paul Anond lives on Hawkwood Road and agreed with Susan Takashita and Nita Patel regarding the monitoring tubes. Tanya Anond thanked AE/Aoun and staff for their efforts toward this matter. There is a sheer volume of commentary via the city meetings that have been received, which confirms there is something going on in the neighborhood that people are witnessing on a daily basis that appears to not be captured in staff’s data. She and her husband walk the neighborhood every evening and observe drivers slowing down for the tubes and the data does not reflect near misses. They want to know what is preventing the City from installing speed cushions and speed limit signs. She agrees with all speakers that there is a definite concern about driver behavior. 1.A.a Packet Pg. 8 Attachment: T&T Commission Meeting Minutes - 7/14/22 (T&T Commission Meeting Minutes of July 14, 2022) JULY 14, 2022 PAGE 3 T&T COMMISSION Yoga Anond thanked the City for addressing the Hawkwood Road neighborhood traffic situation, initiating the Neighborhood Traffic Management Program process, and moving forward to implement traffic calming devices. He believes the issues at hand are the data point collection related to vehicle speed, the complete lack of regard for traffic rules and regulations on Hawkwood Road, and the lack of striping and traffic signs following rehabilitation of the street. Mr. Anond agrees with speakers that placing traffic sensors to detect speed are not necessarily an accurate means of recording bad behavior and speeding. There has been a significant turnover of residents on Hawkwood Road. Kenneth Santola agreed with previous speakers that the data is not being properly collected. There is a definite speed problem on Hawkwood Road that he has, on several occasions, called the Sheriff’s Department to complain about particular motorists that drive 65-70 mph down the street. He was in law enforcement for 35 years and understands what stop signs do. Stop signs and half-domed balls (Texas dots) are needed at each street that intersects Hawkwood Road (Barbi Lane, Running Branch, Chirping Sparrow and Ambushers) and speed cushions are needed to slow traffic. The Sheriff’s Department should run a task force morning, afternoon and evening when most drivers are driving at 45-60 mph and some at even greater speeds. He also agreed that these safety measures should immediately be implemented. Tanya Anond felt that in the interest of safety, certain measures should be initiated as quickly as possible, such as stop signs, speed limit signs, and speed cushions, etc. to deter individuals from bad behavior. Susan Takashita thanked Yoga Anond, who is very concerned for his parents, and others for taking their valuable time to help the neighborhood with this traffic situation. Residents are particularly concerned for the safety of older or infirmed individuals, mothers with kids in strollers, older individuals walking dogs and school children that are at risk when they attempt to cross the street. Unfortunately, some of her neighbors do not feel comfortable speaking their minds in this forum. She thanked Commissioners for participating and listening to residents’ concerns this evening. Yoga Anond thanked everyone for participating in tonight’s meeting. He wanted to know why staff’s responses to every concern seemed defensive regarding attempts to devise strategies that were inherently safe for engineering design and execution. He feels that what staff is presenting are “calming” mechanisms and not mitigation strategies. The problem is that in the data collection and in the process of listening to residents, as well as observing other roads in the neighborhood and what regulatory or traffic deterrents are in place, for some reason, everything stops at Hawkwood Road and he is not sure why. As an engineer, he completely disagrees with the notion that the City has taken inherently safer design and engineering practices into account with what is being proposed. The issue is how the City can deter, mitigate and completely eliminate the threat that is posed to all of the residents living on 1.A.a Packet Pg. 9 Attachment: T&T Commission Meeting Minutes - 7/14/22 (T&T Commission Meeting Minutes of July 14, 2022) JULY 14, 2022 PAGE 4 T&T COMMISSION Hawkwood Road and residents do not see that in staff’s proposals. Bottom line is that the two proposals presented are not sufficient. AE/Aoun responded to comments explaining regulations and mitigation measures with the technologies available. Hawkwood Road is a wide road that has a steep grade and neither of those things are changing. The City does what it can with traffic calming tools that are available. The City’s consultant, Fehr & Peers, is a well-known traffic engineering firm that is very familiar with these types of neighborhood streets. Staff works with its traffic engineer and provides feedback, as well as comments from the residents in order for them to devise a workable solution within engineering parameters. The City has a good track record in implementing measures that result in residents appreciating the process and implementations. In addition, the City performs a six-month review to collect additional data and check with residents to see if these measures have resulted in positive changes to the neighborhood. The City is doing all that it can, as it has in previous neighborhoods. Staff will continue to update residents as the process moves forward to construction plans, including any new traffic calming measures that result from the feedback received from residents this evening. AE/Aoun stated that of the 86 neighborhood households, six residents representing four Hawkwood Road neighborhood residences spoke to the NTMP this evening. Chair/Busteed thanked staff and participants for their input and, having been through this process in his neighborhood, he appreciates the opportunity for the residents to be able to voice their concerns and suggestions in a public forum. AE/Aoun explained that this is the point at which staff finalizes its construction plan based on residents’ feedback. Staff will convey this information to the traffic engineer for preparation of a full construction plan with more detail and engineering analysis, which will then be taken back to the neighborhood for approval. The survey will be mailed to all residents for review and go online to vote, as required for whether or not they wish to implement the plan. This is likely to take another month and a half, and if 67 percent of the residents approves the plan, it will be taken to City Council for final approval of the design. If approved, staff will take the construction plans out to bids for implementation approximately three months from now. Chair/Busteed said that part of the effort toward acceptance of the plan was an outreach effort to encourage residents to participate. AE/Aoun assured Chair/Busteed that the on-going outreach effort was part of the program and, to that end, residents were encouraged to engage in conversation with their neighbors about the program. 1.A.a Packet Pg. 10 Attachment: T&T Commission Meeting Minutes - 7/14/22 (T&T Commission Meeting Minutes of July 14, 2022) JULY 14, 2022 PAGE 5 T&T COMMISSION C/Sulakhe felt staff was proposing many calming measures within the limitations of what the City’s ability is within the regulations and consideration of public safety and its budget. AE/Aoun stated that public safety is always the City’s number one priority. C/Plunkett asked if property owners were receiving the information being sent out for properties that are not owner-occupied. AE/Aoun responded that staff relies heavily on the residents reaching out to others in the community. Residents are the ones who have the personal connection and can do much more than the City can do to garner participation. V. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: A. Adaptive Traffic Control System (ATCS) – AE/Malpica - The ATCS received software and database upgrades during the week of June 27, 2022 which allows for system performance enhancement. Staff will continue to monitor the performance of the system and make any necessary field adjustments to address unforeseen challenges during traffic control deployments by either City projects, utility projects and/or changing traffic volumes/patterns. B. Area 1 Street Rehabilitation Projects – AE/Malpica – Construction for residential and collector streets, Golden Springs Drive from Brea Canyon Road to Lemon Avenue began during the week of June 27, 2022. The contractor is currently demolishing concrete cross gutters, sidewalks, and old curb ramps within Area 1 (residential). Golden Springs Drive, from Brea Canyon Road to Lemon Avenue, will be rehabilitated in the next couple of weeks, right after the Area 1 Residential Project is completed. This work will include AC grind and overlay, enhanced bike lanes, signing and striping, as well as Americans with Disability Act (ADA) curb ramp improvements. C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway – AE/Malpica – In the next couple of weeks, Caltrans will issue the upcoming weekend closure public notification for August 5th through August 8th. The weekend closure is part of the SR-57 Rehabilitation Project. With the support of the City’s traffic consultant, staff has been monitoring traffic conditions for every weekend closure to address any congestion along the City’s arterials. Caltrans rehabilitation work will enhance ride quality and maximize the service of the roadway. Caltrans released notifications to all agencies located in the vicinity of the freeway advising of the anticipated noise, vibrations, and dust associated with construction activities. D. Grand Avenue/Golden Springs Drive Intersection Improvements – AE/Malpica – As of July 4, 2022, this project continues as scheduled. The contractor is currently working on the decorative crosswalks at the four corners of the intersection, along with the jacking pit operation and installation of the reinforced concrete pipe. All streetscape, precast architectural features, and architectural lighting, along with the golf course tunnel construction, are scheduled to commence next month. Staff will continue to work closely with the contractor to minimize delays at this intersection. E. Protective Left Turn Warrant Study – AE/Malpica – Staff received an inquiry regarding the installation of a protective left turn signal on Diamond Bar Boulevard at Kiowa Crest Drive at this intersection. The City’s traffic consultant performed a pre-assessment in late May 2022. Traffic counts will be collected in August, when schools resume, in order to obtain accurate count information. Accident data and other pertinent information will also be collected to perform a protective left turn warrant analysis. F. Citywide Bus Shelter Replacement Program – AE/Malpica - This program/ project is envisioned as an in-kind replacement of 34 bus stop shelters with benches and trash receptacles, as well as 50 unsheltered bus stops with benches and trash receptacles (see attached maps). The shelters are owned and maintained by Clear Channel Outdoor (CCO), an advertising vendor, while the benches and trash receptacles are owned by the City and maintained by CCO. CCO’s contract expired on June 30, 2022; however, the City Council recently approved to extend the contract for an additional year to allow for the implementation of the City’s project. The specifications are currently in the final revision process to meet the requirements for procurement and installation only. The specs are tentatively scheduled to advertise this month. Meanwhile, staff is now working with a potential franchisee who showed interest in advertising, maintenance of the bus stop shelters, and amenities – potentially on the construction phase of the project. Bus stop maintenance and improvements are eligible for reimbursement under the Los Angeles County Metropolitan (Metro) Transportation Authority Proposition A Fund Guidelines. The estimated project cost is $1.2 million. G. NTMP/Hawkwood Road Neighborhood Traffic Management Program - AE/Aoun – One of the City's on-call traffic engineering consultants, Fehr and Peers, prepared an initial traffic calming plan, taking into account speed/volume data, existing conditions, and the specific feedback from the residents. Tonight’s NTMP meeting allowed residents to provide feedback on the concept plans and determine the next steps in the NTMP process. H. NTMP/Del Sol Lane Neighborhood Traffic Management Program - AE/Aoun - Through an NTMP survey, the residents have approved the final traffic calming plan. The next step in the NTMP process is to take the plans to City Council for final approval, then procure construction bids to implement the project. The tentative schedule is to take the plans to City Council in August, procure construction bids by September, approve the construction contract at a City Council meeting in October, and complete construction by November. 1.A.a Packet Pg. 12 Attachment: T&T Commission Meeting Minutes - 7/14/22 (T&T Commission Meeting Minutes of July 14, 2022) JULY 14, 2022 PAGE 7 T&T COMMISSION I. Diamond Bar Boulevard Complete Streets Project – AE/Aoun - The project plans and specifications were completed in 2020, and the current construction cost is estimated to be between $6-7 million. To date, the City has secured $3 million in Metro grant funding for construction. In mid-June, the City applied for an additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds, a program funded by the California Transportation Commission (CTC) and managed by Caltrans. The ATP grant is a competitive program that funds active transportation projects throughout the State. The City was selected by Metro to receive grant assistance for the application. Metro’s consultant, CRA, Inc., employs experienced grant writing staff and works with Metro to assist Municipalities with pursuing grants. They worked with Public Works staff for several months preparing this grant application. The results of the first round of grant funding should be available in early 2023. If the project is not selected in the first round, there is an additional round of State funding that the project may be eligible for. J. Residential Street Name Signs Replacement for Areas 1-3 – AE/Malpica - In the early-2000’s, the City removed all of the Los Angeles County standard blue colored porcelain city-wide residential street name signs, and replaced them with forest green colored aluminum signs, featuring a custom shape and the official City Seal. Many of the current street name signs have become faded, have reached their useful life, and are in need of replacement. The proposed work is to replace all of the existing residential street name signs with an updated design to reflect the City’s current streetscape theme and palette, including: replacement of the City Seal with the Windmill logo, and a white Highway Gothic typeface over a standard green background on a custom-shaped sign. At its June 7, 2022 meeting, the City Council approved the design and authorization for Public Works to purchase the residential street name signs from Main Street Signs, located in Ontario, California. The Public Works Department will replace all city-wide residential street name signs within two (2) fiscal years. The first phase of the work is to replace the signs in neighborhoods within Areas 1, 2, and 3. The signs for the remaining neighborhood areas will be procured in the second phase of the work, currently scheduled for Fiscal Year 2022/23. Staff will remove the existing signs and install the new signs on the existing poles and other mounting locations throughout the neighborhoods. Procurement will start in late June with installation commencing in August. All residential street name signs for this current phase will be installed by December 2022. Chair/Busteed reported that a resident spoke with him about a similar pedestrian crossing situation and concern at Diamond Bar Boulevard and Brea Canyon Road at the pocket park. PWD/Liu thanked Commissioners for their time and participation in the Hawkwood Road Neighborhood Traffic Management Program meeting this evening. IX. Liu, Public Works Director/City Engineer SUBJECT: Monthly Updates of Various Projects/Programs RECOMMENDATION: Receive and File A. Adaptive Traffic Control System (ATCS) Staff continues to monitor the system's performance after receiving the updated software and database upgrades early this Summer. B. Street Rehabilitation Projects – Area 1 Residential and Collector Streets, Golden Springs Drive from Brea Canyon Road to Lemon Avenue As of August 31, 2022, the Project's contractor finished all the residential slurry seal and concrete work. The punch list is currently underway. The entire parking lot in front of the YMCA was slurry sealed as part of the contractor's arrangement for using the parking lot as their staging area. The YMCA staff and parents will be accessing the facility from their parking lot on the side of the building while the slurry seal dries. Due to some material shortages and delayed delivery caused by supply chain constraints, the overall Project schedule was extended to the end of September 2022. Area 1 residential slurry seal is completed, and striping is currently scheduled for the week of September 12, 2022. The contractor is set to begin their cold mill grinding of asphalt on Thursday, September 8, 2022, with paving to take place from Monday, September 12, 2022, thru Wednesday, September 14, 2022. Final striping is scheduled to begin during the week of 9/12/22, followed by loop detector replacements. Staff is working closely with the contractor to minimize any impacts on the streets and/or to other projects within the vicinities of the project areas. C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway Caltrans will issue the upcoming weekend closure public notification for September 9 th through September 12th. The weekend closure is part of the SR-57 Rehabilitation Project. With the support of the City's traffic consultant, staff has been monitoring traffic conditions for every weekend closure to address any congestion along the City's arterials. Caltrans rehabilitation work will enhance ride quality and maximize the roadway service. Caltrans will release notifications to all agencies in the vicinity of the freeway advising of the anticipated noise, vibrations, and dust associated with construction activities. D. Grand Avenue/Golden Springs Drive Intersection Improvements As of September 1, 2022, this Project continues underway as scheduled. The contractor completed over 270 feet of pipe jacking thru the east and west golf course slopes. Three of the four decorative crosswalks at the intersection have been completed, with the fourth to be completed in the next couple of weeks. All curb & gutter, custom tree grates, and concrete color flat work along Golden Springs Drive, west of Grand Avenue, have been completed. All streetscape, pre-cast architectural features, and architectural lighting will be completed in the next couple of weeks. The relocation of the golf course tunnel is tentatively scheduled to begin in the next three weeks. Staff will continue to work closely with the contractor to minimize delays at this intersection. E. Kiowa Crest Protective Left Turn Warrant Study The City's traffic consultant is currently completing the left turn signal warrant study at Diamond Bar Boulevard and Kiowa Crest Drive. Staff will review the proposed recommendations and will provide updates at the next T&T Commission meeting. This study originated due to previously reported accidents between left turn movements and through traffic at this intersection. F. No U-Turn Sign Assessment at Diamond Bar Blvd. and Palomino Drive Early this Summer, staff received a request for a "No U -Turn" sign at the intersection of Diamond Bar Blvd. and Palomino Drive to discourage drivers from using this intersection to avoid the long wait on the southbound left turn pocket at the SR -60 on- ramp signal. The City's traffic consultant conducted an assessment and rec ommended to avoid posting a "No U-Turn" sign at this intersection. The sign will potentially shift the problem to the Palomino neighborhood, and vehicles that are forced to turn left onto 3.B Packet Pg. 21 Palomino will then either make a U-turn on Palomino Drive or turn into the Chevron gas station and exit on its driveway facing DBB to get back into the on-ramp. Staff decided to report this situation to Caltrans to address this traffic concern. It is suggested that Caltrans can resolve this situation by either increasing their signal timing, or increasing the vehicle capacity at their left turn pocket. Otherwise, a dual left turn lane for southbound traffic on Diamond Bar Blvd. onto the SR-60 on-ramp will be constructed as part of the SR-57/60 Confluence Project. G. School Speed Limit Sign Near Diamond Ranch High School The City of Pomona conducted a sign assessment along the southbound direction along Phillips Ranch Road, approaching Scenic Ridge Drive/Diamond Ranch Road to establish a school zone within the City of Pomona's boundary limits. Based on their assessment, Pomona requested staff to consider the installation of school signages along Chino Hill Pkwy as well to establish a school zone within City of Diamond Bar limits on the northbound approach. Staff worked with on e of the City's on-call traffic consultants to identify the appropriate spacing/location of the requested signs. The City’s traffic consultant recommended the installation of two school signs, and the signs were installed in late August 2022. H. NTMP/Hawkwood Road Neighborhood – Neighborhood Traffic Management Program A second neighborhood meeting was held on July 14, 2022, as a part of the regular Traffic and Transportation Commission Meeting. During this second meeting, staff presented the neighborhood with traffic calming alternatives. A total of 86 households were invited to attend the hybrid meeting, four (4) of which participated by providing their feedback and traffic concerns to staff and the Traffic & Transportation Commission. Based on the traffics data, street geometrics, and resident feedback, staff has prepared a final construction plan to send to the residents for an online survey. If the plans are approved with a 67% majority vote, staff will proceed with the installation of the traffic calming measures in the neighborhood. I. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management Program The Public Works Director/City Engineer has formally approved the final construction plans administratively, consistent with the City of Diamond Bar Purchasing Ordinance (Sec. 3.25.020). Upon approval, construction bids were procured, and staff completed the final administrative items in order to award a construction contract to the apparent low bidder. The tentative schedule is to begin construction in October and complete construction by November. 3.B Packet Pg. 22 J. Diamond Bar Boulevard Complete Streets Project The project plans and specifications were completed in 2020, and the current construction cost is estimated to be between $6-7 million. To date, the City has secured $3 million in Metro grant funding for construction. In mid-June, the City applied for an additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds, a program funded by the California Transportation Commission (CTC) and managed by Caltrans. The ATP grant is a competitive program that funds active transportation projects throughout the State. The City was selected by Metro to receive grant assistance for the application. Metro's consultant, CRA, Inc., employs experienced grant writing staff and works with Metro to assist Municipalities with pursuing grants. They worked with Public Works staff for several months preparing this grant application. The results of the first round of grant funding applications should be available in early 2023. If the Project is not selected in the first round, there is an additional round of State funding that the Project may be eligible for. K. Internally Illuminated Street Name Sign and Traffic Signal Safety Light Replacement Project In the Fiscal Year 2022-23 Budget, the City Council allocated funding to replace all internally illuminated street name signs and traffic signal safety lights at all intersections citywide. Most of the current signs and lights found throughout the various signalized intersections have surpassed their functional expiration; incandescent bulbs are no longer being produced, and many of the sign panels are fading due to sun damage. The new sign and safety light hardware will feature light-emitting diode (LED) fixtures, which provide brighter and more efficient illumination for the intersection compared to the current equipment. As part of the sign replacement, the panel design will also be updated to the latest design, which features the City's windmill logo and a white h ighway gothic typeface over a green background. Examples of the new sign panels are shown in Exhibit A, and are currently installed at the Grand Avenue intersections of Summitridge Drive and Lavender Drive. The Public Works Department recently issued a Re quest for Proposals (RFP) for prospective contractors to submit bids to perform this work. Bids will close on September 22, 2022, and staff anticipates awarding the Project to the selected contractor by late October. Hardware procurement should commence sh ortly thereafter, with sign and light replacements beginning in January 2023. All work should be completed by June 2023. Attachments: 1.
