TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk, or if you plan to participate via
teleconference, please submit a written request to publicworks@diamondbarca.gov at least 24
hours prior to the meeting. Any material to be submitted to the Traffic and Transportation
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.
INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION

prior to the meeting and are posted in the City’s regular posting locations, and on the City’s
website at www.diamondbarca.gov. A full agenda packet is available for review during the

A cordless microphone is available for those persons with mobility impairments who cannot

CALL TO ORDER:
Chair Busteed called the meeting to order at 6:32 p.m.
Consistent with State Assembly Bill 361, members of the Traffic and Transportation
Commission were present and members of the public were encouraged to participate and
address the Traffic and Transportation Commission during the public comment portion of the
meeting in person or via teleconference. Individuals attending the meeting in person were
advised that face coverings were encouraged to be worn.

IV. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
A. Adaptive Traffic Control System (ATCS) – AE/Malpica - The ATCS has performed
accordingly during the implementation of the temporary striping and traffic control
phases at Grand Avenue and Golden Springs Drive as part of the roadway
rehabilitation project. Staff continues to monitor the performance of the system and
make field adjustments as necessary to address unforeseen challenges.
B. Street Rehabilitation Projects - Area 1 Residential and Collector Streets, Golden
Springs Drive from Brea Canyon Road to Lemon Avenue - AE/Malpica - This
Project is intended to improve approximately 19 centerline miles of residential and
collector streets with slurry seal, chip seal, localized asphalt concrete (AC) dig-outs,
and curb ramp improvements in Area 1. The Project will also rehabilitate Golden
Springs Drive from Brea Canyon Road to Lemon Avenue with AC grind and overlay,
enhanced bike lanes, signing and striping, and ADA curb ramp improvements. Staff
completed the design and plans, which were approved by the City Council at its April
5, 2022 meeting. The Project was advertised for bids on March 22, 2022, with a bid
opening date of April 5, 2022, with five (5) bids received. Copp Contracting, Inc. was
the lowest responsible bidder with a base bid of $2,567,790. Staff will schedule a pre-
construction meeting next week to begin the 60-day project this month after local
schools begin summer break. This will avoid traffic impacts on parents and students
during regular school hours. Public notifications will be sent out to all affected
residents and businesses well in advance of the construction start date.
C. Caltrans Pavement Rehabilitation Project/State Route 57 Freeway – AE/Malpica -
Caltrans issued two weekend closures for April 22nd through April 25th, and April 29th
through May 2nd. The weekend closure is part of the SR-57 Rehabilitation Project.
Staff, with the support of the City’s traffic consultant, has been monitoring traffic
conditions for weekend closures to address any congestion along the City’s arterials.
This construction work will enhance ride quality and maximize the service of the
roadway. Caltrans released notifications to all agencies located in the vicinity of the

freeway advising of the anticipated noise, vibrations, and dust associated with
construction activities.
D. Grand Avenue/Golden Springs Drive Intersection Improvements – AE/Malpica-
As of May 4, 2022, this Project is underway as scheduled. The retaining walls, curb &
gutter, custom cast tree grates and concrete color flat work have been completed in
front of the golf course parking lot (northeast). The contractor is currently completing
all the curb & gutter, custom tree grates and concrete color flat work at the southeast
quadrant of the intersection along Golden Springs Drive. All streetscape, pre-cast
architectural features, architectural lighting and new roadway lanes are anticipated to
be constructed in the next couple of months on both northeast and southeast
quadrants of the intersection. Staff will continue working closely with the contractor to
minimize delays at this intersection and keep the Sheriff's Department, Fire Station
#120, and the public informed of potential delays.
E. NTMP/Hawkwood Road Neighborhood – Neighborhood Traffic Management
Program - AE/Aoun - Staff held the first Neighborhood Traffic Management Program
(NTMP) meeting for the Hawkwood Road Neighborhood on January 13, 2022. A total
of 11 households logged on to the virtual meeting with roughly 13-18 residents on the
call. Several residents expressed concerns regarding speeding, driver awareness,
and driver maneuverings at intersections. Staff noted these concerns and discussed
several potential traffic calming tools with the residents, explaining the benefits of
each tool and what could be used for mitigation. The City’s On-Call Traffic
Engineering Consultant, Fehr and Peers, prepared an initial traffic calming plan taking
into account speed/volume data, existing conditions and specific feedback from the
residents. Three (3) concepts will be presented to the neighborhood at a future NTMP
meeting. After resident feedback is received and consensus is reached, construction
drawings will be prepared for the proposed mitigation measures.
F. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program – AE/Aoun - The City's Traffic Engineering Consultant, Kimley Horn,
prepared construction plans for the Del Sol Lane neighborhood. Staff reviewed the
plans based on resident input from the latest NTMP meeting to come up with a final
design. The residents have been mailed a survey to review the final design and vote
on whether or not to approve. If approved by the neighborhood, plans will be taken to
City Council for final approval and construction bids will be procured to begin the
Project.
G. Upcoming Utility Construction Projects – ET/Delgado - Staff approved plans and
issued encroachment permits for several utility improvement projects that are active,
or anticipated to start construction in the coming weeks:

C/Plunkett thanked staff for responding to her call to clear the street of debris
following a fender-bender.
C/Mehta asked if staff might consider increasing the left turn times at the Longview
Avenue and Grand Avenue intersection, especially during peak traffic hours of 6:30
a.m. to 9:00 a.m. and 5:00 p.m. to 6:00 p.m.
Chair/Busteed asked if staff could look at the signal timing at the northbound Lemon
Avenue exit from South Pointe Middle School. He also requested an update on the
sidewalk ramps around the Caltrans freeway. Chair/Busteed thanked staff for their
presentations and said he was grateful for the way Caltrans handled the two weekend
closures.

A. Adaptive Traffic Control System (ATCS)
The ATCS received software and database upgrades during the week of June 27, 2022
which allows for system performance enhancement. Staff will continue to monitor the
performance of the system and make any necessary field adjustments to address
unforeseen challenges during traffic control deployments by either City projects, utility
projects and/or changing traffic volumes/patterns.
B. Street Rehabilitation Projects – Area 1 Residential and Collector Streets,
Golden Springs Drive from Brea Canyon Road to Lemon Avenue
Construction of the Area 1 project began the week of June 27, 2022, and it is scheduled
to be completed by the end of August 2022. The contractor is currently demolishing
concrete cross gutters, sidewalks, and old curb ramps within the Area 1 project
(residential).
Golden Springs Drive, from Brea Canyon Road to Lemon Avenue, will be rehabilitated
in the next couple of weeks, right after the Area 1 residential project is completed. This
work will include AC grind and overlay, enhanced bike lanes, signing and striping, as
well as Americans with Disability Act (ADA) curb ramp improvements construction.
Attached are the vicinity maps showing the project areas/limits.

Staff is working closely with the contractor to minimize any impacts on the streets and/or
to other projects within the vicinities of the project areas.

notification for August 5th through August 8th. The weekend closure is part of the SR-57
Rehabilitation Project. With the support of the City’s traffic consultant, staff has been

vicinity of the freeway advising of the anticipated noise, vibrations, and dust associated
with construction activities.
D. Grand Avenue/Golden Springs Drive Intersection Improvements
As of July 4, 2022, this project continues underway as scheduled. The contractor is
currently working on the decorative crosswalks at the four corners of the intersection,
along with the jacking pit operation and installation of the reinforced concrete pipe. All
curb & gutter, custom tree grates and concrete color flat work along Golden Springs
Drive, west of Grand Avenue, have been completed. All streetscape, pre-cast
architectural features, and architectural lighting, along with the golf course tunnel
construction, are scheduled to commence next month. Staff will continue to work closely
with the contractor to minimize delays at this intersection .
E. Kiowa Crest Protective Left Turn Warrant Study
Staff received an inquiry regarding the installation of a protective left turn signal on
Diamond Bar Boulevard at Kiowa Crest Drive to address previous accidents at this
intersection. The City’s traffic consultant performed a pre-assessment in late May 2022
at this intersection. Traffic counts will be collected in August when schools resume in
order to obtain accurate count information. Accident data and other pertinent
information will be collected as well to perform a protective left turn warrant analysis.
F. Citywide Bus Shelter Replacement Program
This program/project is envisioned as an in-kind replacement of 34 bus stop shelters
with benches and trash receptacles, as well as 50 unsheltered bus stops with benches
and trash receptacles (see attached maps showing the bus stops shelter ed and
unsheltered locations). The shelters are owned and maintained by Clear Cha nnel
Outdoor (CCO), an advertising vendor, while the benches and trash receptacles are
owned by the City and maintained by CCO. CCO’s contract expired on June 30, 2022;
however, the City Council recently approved to extend the contract for an additional
year to allow for the implementation of the City’s project.

The specifications are currently in the final revision process to meet the requirements
for procurement and installation only. The specs are tentatively scheduled to advertise
this month. Meanwhile, staff is currently working with a potential franchisee who showed
interest in advertising, maintenance of the bus stop shelters, and amenities – potentially
on the construction phase of the project.
The cost of the bus stop improvements and maintenan ce-related work are both eligible
uses under the Los Angeles County Metropolitan Transportation Authority (Metro)
Proposition A Funds Guidelines. The estimated project cost is $1.2 million.
G. NTMP/Hawkwood Road Neighborhood – Neighborhood Traffic Management
Program
One of the City's On-Call Traffic Engineering Consultants, Fehr and Peers, prepared an
initial traffic calming plan taking into account speed/volume data, existing conditions,
and the specific feedback from the residents. Tonight’s NTMP meeting will allow
residents to provide feedback on the concept plans and determine the next steps in the
NTMP process. Please see attached PowerPoint presentation.
H. NTMP/Del Sol Lane Neighborhood – Neighborhood Traffic Management
Program
Through an NTMP survey, the residents have approved the final traffic calming plan.
The next step in the NTMP process is to take the plans to City Council for final approval,
then procure construction bids to implement the project. The tentative schedule is to
take the plans to City Council in August, procure construction bids by September,
approve the construction contract at a City Council meeting in October, and complete
construction by November.
I. Diamond Bar Boulevard Complete Streets Project
The project plans and specifications were completed in 2020, and the current
construction cost is estimated to be between $6-7 million. To date, the City has secured
$3 million in Metro grant funding for construction. In mid-June, the City applied for an
additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds, a
program funded by the California Transportation Commission (CTC) and managed by
Caltrans. The ATP grant is a competitive program that funds active transportation
projects throughout the State. The City was selected by Metro to receive grant
assistance for the application. Metro’s consultant, CRA, Inc., employs experienced grant
writing staff and works with Metro to assist Municipalities with pursuing grants. They
worked with Public Works staff for several months preparing this grant application. The
results of the first round of grant funding should be available in early 2023. If the project
is not selected in the first round, there is an additional round of State funding that the
project may be eligible for.

J. Residential Street Name Sign Replacement for Areas 1-3
In the early-2000’s, the City removed all of the Los Angeles County standard blue -
colored porcelain residential street name signs Citywide, and replaced them with forest
green-colored aluminum signs, featuring a custom shape and the official City Seal.
Many of the current street name signs have become faded, have reached their useful
life, and are in need of replacement.
The proposed work is to replace all of the exiting residential street name signs with an
updated design to reflect the City’s current streetscape theme and palette, including:
replacement of the City Seal with the Windmill logo; and a white Highway Gothic
typeface over a standard green background on a custom-shaped sign. Attachment 1
shows several samples of the new residential street name signs with the new design.
At its June 7, 2022 meeting, the City Council approved the design and authorization for
Public Works to purchase the residential street name signs from Main Street Si gns,
located in Ontario, California.
The Public Works Department will replace all residential street name signs citywide
within two (2) fiscal years. The first phase of the work is to replace the signs in
neighborhoods within Area 1, Area 2, and Area 3 – as shown in the map in Attachment
2. The signs for the remaining neighborhood areas will be procured in the second phase
of the work, currently scheduled for Fiscal Year 2022/23.
Staff will remove the existing signs and install the new signs on the existing poles and
other mounting locations throughout the neighborhoods. Procurement will start in late-
June, with installation commencing in August. All residential street name signs for this
current phase will be installed by December 2022.
