Meetings are open to the public. You are invited to attend and participate. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission'; subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS 1. Street Rehabilitation Projects —Area 1 Residential and Collector Streets, Golden Springs Drive from Brea Canyon Road to Lemon Avenue The project was completed during the last week of September 2022. The project improved approximately 19 centerline miles of residential and collector streets; installed new slurry seal and new chip seal; localized asphalt concrete dig -outs; installed ADA-compliant curb ramps and gutters and provided asphalt concrete grind and overlay and enhanced bike lanes; installed signing and striping; and, new slurry seal at the YMCA parking lot, as part of the arrangement between the slurry seal contractor and YMCA for using the parking lot as their staging area. 2. Grand Avenue/Golden Springs Drive Intersection Improvements - As of January 2023, concrete footings and base have been completed for the west tunnel for the golf course. The installation of wall structural reinforcement lining is near completion in anticipation of the concrete pour scheduled in the next couple of weeks. The west side tunnel is anticipated to be completed by the end of this month. 3. Diamond Bar Boulevard/Kiowa Crest Drive Protective Left -Turn Warrant Study - The City traffic consultant completed the left -turn signal warrant study at Diamond Bar Boulevard and Kiowa Crest Drive. As reported in the past meeting, this study originated due to previously reported accidents between left -turn movements and through traffic at this intersection. The study concluded that this intersection location did not meet the warrant thresholds for protected left -turn signals for both northbound and southbound directions along Diamond Bar Boulevard due to low movement volumes. It is recommended to keep the existing permissive left -turn phasing. 4. Diamond Bar Boulevard Complete Streets Project — To date, the City has secured $3 million in Metro grant funding for construction. On June 15, the City applied for an additional $3.9 million of Cycle 6 Active Transportation Program (ATP) grant funds. This is a program funded by the California Transportation Commission (CTC) and managed by Caltrans. The grant results were released on October 20, 2022. While the project scored well (87 out of 100 possible points), the cutoff for projects that were awarded funding was 89 out of 100. The project scored well in all areas except the Disadvantaged Community category. The City of Diamond Bar is not a Disadvantaged Community, as defined by the State, and; therefore, received zero points for this category. There is a second round of funding available through Metro's local allocation of $192.1 million. The results for this second round of funding are scheduled to be decided in May 2023. Staff is hopeful this project will be successful in this second round. JANUARY 12, 2023 PAGE 3 T&T COMMISSION 5. NTMP/Hawkwood Road Neighborhood — Neighborhood Traffic Management Program - The final construction striping plan was shared with the residents with an online survey to gain feedback on the design. Staff procured construction quotes for the implementation of the approved plan and is in the process of awarding the construction contract to the low bidder for the approved construction contract. The next step is to schedule the work during the month of February. The project should be completed within two weeks. 6. NTMP/Del Sol Lane Neighborhood —Neighborhood Traffic Management Program — Construction began on December 8, 2022, and was completed on December22, 2022. All improvements were installed per plan and approved by City staff. Traffic data will be collected six (6) months after the improvements were installed to determine if the improvements have had the intended effect on speed and traffic behavior. This project was completed within budget. 7. Area 2 CBDG Curb Ramp Project —Construction began on October 10, 2022, and was completed on December 19, 2022. Sixteen ramps were installed per plan, with the exception of 4 ramps which were relocated in order to improve neighborhood drainage. This project was completed under budget. 8. Upcoming Utility Construction Projects — Staff approved plans and issued encroachment permits for several utility improvement projects that are anticipated to start construction in the coming weeks: • SoCalGas— Kiowa Crest Drive, from Eldertree Lane to Santaquin Drive - Residential Gas Service Mainline Replacement; • SoCalGas — Deerfoot Drive, from Kiowa Crest Drive to Sunbluff Drive - Residential Gas Service Mainline Replacement; • Walnut Valley Water District — 850 Brea Canyon Road - Domestic Water Meter and Recycled Water Service Installation; • Walnut Valley Water District— Golden Springs Drive at Grand Avenue New Recycled Water Meter Installation; • Walnut Valley Water District— Via Sorella at Brea Canyon Road - Water Mainline Replacement. Blue I OAD Time -Based Performance Software — AE/Malpica presented a PowerPoint presentation providing details regarding this system that has been implemented at our traffic signals. This will enable data to be collected pertaining to traffic speed to relieve congestion and benefit our community. Marked Crosswalk Study at Quail Summit Elementary School — AE/Malpica provided a report that included a traffic study and crossing guard warrant that the City's traffic consultant conducted. Due to low vehicular volumes and low pedestrian activities on Forest Canyon Drive, the requirement for a marked crosswalk and crossing guard was not met. In addition, staff looked into adding school warning signage; however, per CA MUTCD, this type of signage is only allowable to be installed contiguous to a school building or school grounds. This area is near Paul C. Grow Park and not the school grounds; therefore, signage is not applicable. C/Plunkett moved, VC/Hsieh to concurwith the staffs recommendation. Marked Crosswalk Study at Castle Rock Elementary School —AE/Malpica reported that a traffic study was conducted by the City's traffic consultant as a result of requests to improve the marked crosswalks at 3 locations near Castle Rock Elementary school. As a result, the following improvements are recommended: removal of existing Texas Botts Dots along Castle Rock Road's yellow centerline; installation of one (1) new ladder crosswalk across the south leg of the intersection at Castle Rock Road/Cold Springs Lane; installation of one (1) new ladder crosswalk across the west leg of the interseciton of Trigger Lane; installation of one (1) new ladder crosswalk across the west leg across Bronco Lane; installation of one (1) new ADA-compliant curb ramp at the east end of the crosswalk spanning Castle Rock at Bronco Lane; relocation of existing crosswalk in front of the Castle Rock Elementary School to further south from the school driveway and installation of one (1) new ADA-compliant curb ramp; relocation of the crosswalk spanning Castle Rock Rd. at the north leg of the intersection at Cool Springs Drive to the south leg of the intersection and installation of one (1) new ADA-compliant curb ramp; and installation of new pavement markings and signage. Liu, Public Works Director/City Engineer Monthly Updates of Various Projects/Programs Receive and File A. Residential & Collector Streets Rehabilitation (Area 2) and Arterial Street Rehabilitation (Golden Springs Drive from Brea Canyon Road to Grand Avenue) On February Z, 2023, the City Council approved the plans and specifications for the subject project. Subsequently, staff advertised the project for construction bids on Planetbids, with March 8, 2023 due date. The Area 2 neighborhood is located south of Grand Avenue, west of Diamond Bar Boulevard, north of Pathfinder Road, and east of State Route 57. The project will improve approximately 12 centerline miles of residential and collector streets with slurry seal, chip seal, localized Asphalt Concrete (AC) dig - outs, and curb ramp improvements as determined by field conditions in Area 2. Additionally, the project will rehabilitate Golden Springs Drive from Brea Canyon Road to Grand Avenue with AC grind and overlay, enhanced bike lanes, signing and striping, and ADA curb ramp improvements. This 1.5-mile stretch of roadway is recommended for rehabilitation by the current Pavement Management System Report. The attached Vicinity Map shows the project limits. PacketPg.19 B. Grand Avenue/Golden Springs Drive Intersection Improvements As of the end of February 2023, the west side tunnel has been completed. The construction on the east side tunnel is currently underway, with tentative completion by the end of May, followed by full completion of the project currently rescheduled to August 2023. C. NTMP/Hawkwood Road Neighborhood — Neighborhood Traffic Management Program The roadway striping along Hawkwood Road was completed on January 26, 2023, as part of a two-phase approach. Striping included new thermoplastic solid double yellow lines centered within the roadway, 6" thermoplastic solid edge while lines, and thermoplastic 25 MPH speed limit pavement markings. Residents along Hawkwood Road were notified via letter during the week of January 16 along with displayed 72- hours "No Parking" signs. Staff will monitor this area and follow up with traffic data collection in 6 months to determine if the improvements have had the intended effect on speed and traffic behavior or if a second phase is needed. D. Area 2 CBDG Curb Ramp Project The Construction work on the subject project began on October 10, 2022, and was completed on December 19, 2022. All 16 ramps were installed per plan with the exception of 4 ramps that were relocated in order to improve neighborhood drainage. This project was completed under budget. E. SR 57/60 Interchange Improvements Project At the February 27, 2023 SGVCOG Capital Projects and Construction Committee meeting, the Executive Director was authorized to award a construction contract to Skansa USA Civil West for the subject Project, in the not -to -exceed amount of $266,900,000. The SGVCOG will be overseeing the construction activities of this Project, and a funding agreement with Metro was approved as well. Construction is tentatively scheduled to start in Late Spring/Early Summer of 2023. F. Brea Boulevard Corridor Improvement Project Orange County Public Works (OCPW) has identified the need to widen sections of Brea Boulevard from the intersection of Central Avenue/State College Boulevard in Brea to approximately 1,7000 feet northeast of Tonner Canyon Road in unincorporated Orange County. See the attached Map with Project Limits. The proposed project aims to improve traffic flow, improve safety for bicyclists and motorists, and replace 80+-year- old bridges that support the roadway. Some of the proposed improvements include widening of the roadway from one to two lanes in each direction (four total); realignment of radius curves; new center median construction; a new standard 8ft shoulder for a Class III bicycle lane; and a new 3-way traffic signal at the Brea Canyon Road and Tonner Canyon Road intersection. 5.B This project is only in the planning and environmental review phase. To comply with the California Environmental Quality Act (CEQA), OCPW has circulated this project's draft environmental impact report (EIR) for public review. The City of Diamond Bar has reviewed the traffic element of this report to learn more about the existing traffic conditions, the project's potential impacts, and the recommended mitigation measures to reduce or avoid any potential impacts on the City traffic. The findings of this draft report indicate that there will be minimal traffic -related impacts in Orange County's jurisdiction after this project is complete. Since this project is not a land development that would generate new trips, but it is rather characterized as a roadway circulation network solution to enhance safety, and traffic flow, the impacts to Brea Canyon Road in the City of Diamond Bar are not projected to be significant beyond its current conditions. The City of Diamond Bar will continue to monitor this proposed project during the planning phase and once it is approved for construction. OCPW anticipates this being a 4-year construction project. The City's Public Works staff will work with OCPW and their contractors to learn more about the future construction schedule and minimize any traffic impacts in Diamond Bar. G.
