TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

II. PUBLIC COMMENTS:
A. Mr. Richard Toomes, 760-D Golden Springs Drive, addressed the Commission
regarding speeding traffic on Golden Springs dive. He inquired about the lack
of traffic signage on Golden Springs Drive from Sunset Crossing to the SR-60.
Mr. Toomes asked staff to look into the matter.
PWD/Liu responded that staff will follow up with the Sheriff’s Department about
any traffic incidents in that area. Also, staff will inspect for signage, as
necessary.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial
Street Rehabilitation Design Project
The Area 3 Pavement Rehabilitation Project is nearing completion. The Project is currently in
the final phases, which include final striping, loop installation, and manhole adjustments. A
final punch list is also underway to ensure that all aspects of the project meet our quality
standards. Full completion is expected before the end of September 2024.
2. Area 4 CDBG Curb Ramp Improvement Project
The Public Works Department has completed the demolition and reconstruction of four (4)
existing curb ramps within Maintenance Area 4 in August 2024. The new curb ramps help
ensure ADA compliance on existing sidewalks at various locations where either no curb
ramps or substandard ones existed prior to these improvements.

Diamond Bar’s elevated topography adversely influences costs for accessibility upgrade
projects, since it is often difficult to meet the maximum grade thresholds for the new
walkways without avoiding extensive demolition work and also retaining slopes.
The construction phase of this project was entirely funded by the Community Development
Block Grant (CDBG).
3. Grand Avenue and Golden Springs Drive Intersection Improvements
The City of Industry has yet to file the Notice of Completion. Public Works continues to
collaborate with the City of Industry to bring the project to its final closure. However, as
expressed by the City of Industry, the project’s final closure is anticipated to be completed by
the end of October 2024 due to some punch list work items.
4. Highway Safety Improvement Program Grant Project
Following the approval of the construction plans and specifications, the project was
advertised for bids on PlanetBids on May 14, 2024. Staff successfully secured a contract with
PTM General Engineering Services, Inc. for $251,355. A Notice to Proceed has not yet been
issued due to material lead times. This project, which is expected to take 30 working days,
will include several enhancements, i.e., the installation of nearside supplemental traffic signal
heads, pedestrian countdown units with Accessible Pedestrian Signal (APS) features, and
the re-striping of high-visibility crosswalks at nine critical intersections.
5. SR-57/60 Confluence Improvements Project
Construction for the SR 57/60 Interchange Improvements continues. Contractor is currently
working on construction of bridge foundations and substructures, storm drain relocations,
retaining walls along northbound SR 57 and eastbound SR 60, sanitary sewer relocations
along Golden Springs Drive, and utility relocations along Grand Avenue.
Stage 1b traffic control was implemented during the night of September 5, 2024. The new
change involved significant modifications to traffic patterns for both westbound and
eastbound traffic on Golden Springs Drive between Copley Drive and Gateway Center. The
detour through Copley Drive will be removed and intermittently adjusted and implemented as
necessary.
Key Changes:
• Full Closure: On the night of September 5th, Golden Springs Drive was closed to
vehicular access between Lavender Drive and Adel Avenue to prepare for new traffic
control measures and striping.
• Westbound Traffic: The westbound lanes will shift from a double-lane configuration
starting west of Ayers Hotel to a single-lane configuration, transitioning at the
intersection of Golden Springs Drive and Gateway Center. Beyond the SR-57 freeway
bridge, the lanes will return to a double-lane configuration.

• Eastbound Traffic: To accommodate the westbound traffic flow, the eastbound lanes
will be reduced from a double-lane to a single-lane configuration before the SR-57
freeway bridge, extending to the intersection at Golden Springs Drive and Gateway
Center. Beyond the intersection, the lanes will return to a double-lane configuration.
• Westbound Full Closure: The westbound lanes on Golden Springs Drive, west of
Gateway Center, will be fully closed to facilitate the construction of the freeway bridge
extension.
These adjustments are necessary to ensure the safety of the construction crew, drivers,
and the public in general during the bridge extension work, as planned. The new traffic
control measures will be in place for over a year. Please find attached an exhibit depicting
the Stage 1b traffic control implementation.
Staff are actively collaborating with the contractor and inspectors to minimize traffic impacts
and are coordinating with the City's Public Information team to ensure the public remains
informed.
6. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
The Public Works Department completed the construction of three (3) sets of speed cushions
and associated signage and striping per the approved plans along Hawkwood Road,
between Bent Twig Lane and Falcon Ridge Road, in June 2024.
The work was the second phase of a two-phase NTMP. The first Hawkwood Road NTMP
phase was completed in 2023, but after the monitoring period, staff decided to proceed with
this program's second phase.
Staff will continue to monitor the effectiveness of these traffic calming devices, and collect
new speed data along Hawkwood Road to compare the post-construction conditions to
reference with prior studies.
7. Upcoming Utility Construction Projects
Staff approved plans and issued encroachment permits for several utility improvement
projects that have already started or are anticipated to start construction in the coming
weeks:
• Southern California Edison – Citywide
o Option E – LED Streetlight Conversion Project
• Southern California Edison – Brea Canyon Road, from Cool Springs Drive to
Cold Spring Lane
o Rule 20A Utility Undergrounding Project
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector monitors all

active utility construction projects to ensure that work is completed per the approved plans
and permit conditions.

A. C/Busteed complimented staff about the Area 4 Road Rehabilitation Project
recently completed. C/Sulakhe and Chair/Morales also expressed
appreciation.

A. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial

The final punch list is nearly complete; however, we have experienced some delays due
to material availability. As a result, we now anticipate full project completion by
December 2024, followed by the filing of the notice of completion.
B. Grand Avenue and Golden Springs Drive Intersection Improvements
Public Works is actively working with the City of Industry, along with its project manager
and inspectors, to successfully complete the project. The closure of the project is
currently uncertain and will occur once all punch -list items are completed and the
project is fully accepted by the City.
C. Highway Safety Improvement Program Grant Project
A Notice to Proceed will be issued in the next couple of weeks, contingent upon the
receipt of all materials by the contractor.

D. SR-57/60 Confluence Improvements Project
The construction of the SR 57/60 Interchange Improvements is progressing through
multiple stages, which include full closures, detours, and temporary traffic controls to
accommodate sewer installation and bridge extension work. This work spans Golden
Springs Drive, between Copley Drive and Gateway Center Drive, as well as the SR -60
bypass bridges at Grand Avenue and over Diamond Bar Blvd. Additionally, with on -
going improvements made to the new on/off-ramps at the SR-60 freeway at Grand
Avenue and Diamond Bar Blvd., with the upcoming expansion of the Grand Avenue
freeway bridge.
Project staff are working closely with the contractor and inspectors to minimize traffic
disruptions, while also coordinating with the City's Public Information team to ensure the
public remains well-informed throughout the process.
E. Public Safety Power Shutoff (PSPS) Event -
As a result of the adverse weather conditions during the first week of November,
Southern California Edison issued a Public Safety Power Shutoff (PSPS) for the
Brakeman Circuit. This disrupted the electrical service to SCE customers along the
south-end of Diamond Bar, including residents, businesses, and the City’s infrastructure
(Diamond Canyon Park and several traffic signals). All of the City’s traffic signals are
equipped with battery backup systems, but are only able to continue normal operations
for a few additional hours without power. The PSPS event started on Wednesday,
November 6th in the morning and prolonged until November 7th in the evening; SCE was
unable to restore power until the weather conditions subsided. As part of the Public
Works Department’s emergency response, staff deployed traffic control measures (stop
sign barricades) and temporary power generators to aid with traffic flow for the traffic
signals affected by the extended power outage.

SUBJECT: Presentation of SCE Rule 20A Utility Undergrounding
Project & Option E Streetlight Conversion Project

BACKGROUND/DISCUSSION:
The City of Diamond Bar and Southern California Edison (SCE) have recently partnered
on two significant infrastructure upgrades: the Rule 20A Utility Undergrounding Project
and the Option E Streetlight LED Conversion Project.
Rule 20A Utility Undergrounding Project
On November 16, 2021, the City Council adopted Resolution No. 2021 -53 establishing
the Brea Canyon Road Underground Utility District, which extends along Brea Canyon
Road between Cool Springs Drive and Cold Spring Lane.
This project involved removing the overhead electrical and communication lines, placing
them underground, and eliminating the utility poles. All construction costs were covered
by the City’s work credit balance under SCE’s Rule 20A Program.
Construction started in July 2023 and was successfully completed in October 2024.

Option E Streetlight LED Conversion Project
On April 18, 2023, the City Council adopted Resolution No. 2023 -10 authorizing the
County of Los Angeles to execute the Option E agreement with SCE for the conversion
of all streetlights citywide from the existing high -pressure sodium vapor lamps to new
light emitting diodes (LED) fixtures.
The new LED fixtures are more energy efficient, have longer life spans, and produce
better quality light than high-pressure sodium streetlights.
Construction started in August 2024 and was successfully completed in October 2024.
A presentation on these projects, with pictures and detailed information, will be shared
with the Commission at this meeting.
