Meetings are open to the public. You are invited to attend and participate. PUBLIC INPUT Members of the public may address the Commission on any item of business on the agenda during the time the item is taken up by the Commission. In addition, members of the public may, during the Public Comment period, address the Commission on any item or any matter not on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the Traffic and Transportation Commission at the meeting should be submitted through the meeting clerk. Speakers are limited to five minutes per agenda item, unless determined otherwise. The Commissioners may adjust this time limit depending on the number of people wishing to speak, the complexity of the matter, the length of the agenda, the hour and any other relevant consideration. Speakers may address the Commission only once on an agenda item, except during public hearings, when the applicant/appellant may be afforded a rebuttal. Public comments must be directed to the Commission. Behavior that disrupts the orderly conduct of the meeting may result in the speaker being removed from the Commission meeting room. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS: 1. FY2024-25 Capital Improvement Program Budget – PWD/Liu reported. The Public Works Department has prepared the FY2024 -25 Capital Improvement Program (CIP) for the City Council’s consideration at their May 7, 2024 meeting. The proposed list of projects includes the construction and design phases for several street rehabilitations, park improvements, and other enhancements to existing public facilities and infrastructure. The proposed FY2024-25 CIP Budget is $30.25 million, of which $14.25M is for new projects and $16M is carryover funds from ongoing projects. 2. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial Street Rehabilitation Design Project – AE/Malpica reported. The Area 3 pavement rehabilitation project has now entered the construction phase, marking a significant milestone in its progression. After the successful completion of design work earlier this fiscal year, the project underwent a rigorous bidding process, ultimately awarding the contract to the lowest responsible bidder at a value of $9.3 million. In our commitment to transparency and community engagement, all affected residents and businesses were promptly notified of the upcoming construction activities during the week of April 15, 2024, through comprehensive notification letters. Additionally, message boards have been strategically deployed along the arterials scheduled to receive asphalt concrete (AC) treatment, ensuring motorists are informed of potential delays and enabling smoother traffic management. Area 4 CDBG Curb Ramp Improvement Project – AE/Malpica reported. The project is currently in the bidding phase, with an engineering estimate of $80,000. Its objective is to enhance approximately six (6) curb ramps, ensuring ADA compliance on existing sidewalks at various locations where either no curb ramps or substandard ones currently exist. If the bid numbers are favorable, alternate curb ramps will be added. Construction is tentatively scheduled to commence between May and June 2024, with completion expected before the end of the fiscal year 2024 4. Grand Avenue and Golden Springs Drive Intersection Improvements – AE/Malpica reported The City of Industry contractor has made significant progress in addressing the majority of outstanding punch-list items required by the City of Diamond Bar. Our staff is actively collaborating with the City of Industry to bring the project to its final closure. However, due to some remaining unsatisfactory work as expressed by the City of Industry, we now anticipate project completion by the end of May 2024. 5. Highway Safety Improvement Program Grant Project -– PWM/Ghafari reported. The draft design is currently undergoing review by our staff, with plans for project advertising scheduled for the month of May. We aim to secure a contract before the end of this fiscal year, with construction slated to begin in July 2024. This funding will facilitate several enhancements, including the installation of nearside supplemental traffic signal heads, pedestrian countdown units with Accessible Pedestrian Signal (APS) features, and the re - striping of high visibility crosswalks at nine (9) critical intersections. 6. SR-57/60 Confluence Improvements Project – PWM/Ghafari reported. Public feedback and comments were received at the Town Hall meeting hosted by the San Gabriel Valley Council of Governments (SGVCOG) on March 18th. SGVCOG and City staff are diligently following up on the initial comments expressed during the meeting. The goal is to keep the public informed about the project's progress, including any traffic delays and closures. Construction of the SR-60 off-ramp at Grand Avenue and sewer work along Golden Springs Drive between Copley Drive and Gateway Center is continuing despite unforeseeable field conditions encountered by the contractor, leading to an extension of the original schedule. Staff are actively collaborating with the contractor and inspectors to minimize traffic impacts and are coordinating with the City's Public Information team to ensure the public remains informed. 7. Hawkwood Road Neighborhood Traffic Management Program (NTMP) – AE/Malpica reported. Plans were advertised during mid-April with three proposals received. The apparent lowest bidder is SITEREP Construction with the bidding amount of $35,413.00. The scope of work includes three (3) strategically located speed cushions along Hawkwood Road between Bent Wing Lane and Falcon Ridge Road. Additionally, signage, a double yellow centerline, and edge line striping have been proposed for this stretch of Hawkwood Road. 8. Upcoming Utility Construction Projects – MA/Delgado reported. Staff approved plans and issued encroachment permits for several utility improvement projects that have already started or are anticipated to start construction in the coming weeks: • MCI Metro Access Transmission Services – Brea Canyon Road, from Cool Springs Drive to Cold Spring Lane o Telecommunications Cable Undergrounding Project • Southern California Edison – Brea Canyon Road, from Cool Springs Drive to Cold Spring Lane o Rule 20A Utility Undergrounding Project Public Works staff is committed to ensuring that all construction impacts are properly mitigated to limit the effect on our community. The City's Public Works Inspector monitors all active utility construction projects to ensure that work is completed per the approved plans and permit conditions. Liu, Public Works Director/City Engineer SUBJECT: Updates on Various Project/Programs RECOMMENDATION: Receive and File A. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial Street Rehabilitation Design Project The Area 3 Pavement Rehabilitation Project is nearing completion. The Project is currently in the final phases, which include final striping, loop installation, and manhole adjustments. A final punch list is also underway to ensure that all aspects of the project meet our quality standards. Full completion is expected before the end of September 2024. B. Area 4 CDBG Curb Ramp Improvement Project The Public Works Department has completed the demolition and reconstruction of four (4) existing curb ramps within Maintenance Area 4 in August 2024. The new curb ramps help ensure ADA compliance on existing sidewalks at various locations where either no curb ramps or substandard ones existed prior to these improvements. Diamond Bar’s elevated topography adversely influences costs for accessibility upgrade projects, since it is often difficult to meet the maximum grade thresholds for the new walkways without avoiding extensive demolition work and also retaining slopes. Grand Avenue and Golden Springs Drive Intersection Improvements The City of Industry has yet to file the Notice of Completion. Public Works continues to collaborate with the City of Industry to bring the project to its final closure. However, as expressed by the City of Industry, the project’s final closure is anticipated to be completed by the end of October 2024 due to some punch list work items. D. Highway Safety Improvement Program Grant Project Following the approval of the construction plans and specifications, the project was advertised for bids on PlanetBids on May 14, 2024. Staff successfully secured a contract with PTM General Engineering Services, Inc. for $251,355. A Notice to Proceed has not yet been issued due to material lead times. This project, which is expected to take 30 working days, will include several enhancements, i.e., the installation of nearside supplemental traffic signal heads, pedestrian countdown units with Accessible Pedestrian Signal (APS) features, and the re-striping of high-visibility crosswalks at nine critical intersections. E. SR-57/60 Confluence Improvements Project Construction for the SR 57/60 Interchange Improvements continues. Contractor is currently working on construction of bridge foundations and substructures, storm drain relocations, retaining walls along northbound SR 57 and eastbound SR 60, sanitary sewer relocations along Golden Springs Drive, and utility relocations along Grand Avenue. Stage 1b traffic control was implemented during the night of September 5, 2024. The new change involved significant modifications to traffic patterns for both westbound and eastbound traffic on Golden Springs Drive between Copley Drive and Gateway Center. The detour through Copley Drive will be removed and intermittently adjusted and implemented as necessary. Key Changes: • Full Closure: On the night of September 5th, Golden Springs Drive was closed to vehicular access between Lavender Drive and Adel Avenue to prepare for new traffic control measures and striping. • Westbound Traffic: The westbound lanes will shift from a double-lane configuration starting west of Ayers Hotel to a single-lane configuration, transitioning at the intersection of Golden Springs Drive and Gateway Center. Beyond the SR-57 freeway bridge, the lanes will return to a double -lane configuration. 3.B Packet Pg. 30 • Eastbound Traffic: To accommodate the westbound traffic flow, the eastbound lanes will be reduced from a double-lane to a single-lane configuration before the SR-57 freeway bridge, extending to the intersection at Golden Springs Drive and Gateway Center. Beyond the intersection, the lanes will return to a double -lane configuration. • Westbound Full Closure: The westbound lanes on Golden Springs Drive, west of Gateway Center, will be fully closed to facilitate the construction of the freeway bridge extension. These adjustments are necessary to ensure the safety of the construction crew, drivers, and the public in general during the bridge extension work, as planned. The new traffic control measures will be in place for over a year. Please find attached an exhibit depicting the Stage 1b traffic control implementation. Staff are actively collaborating with the contractor and inspectors to minimize traffic impacts and are coordinating with the City's Public Information team to ensure the public remains informed. F. Hawkwood Road Neighborhood Traffic Management Program (NTMP) The Public Works Department completed the construction of three (3) sets of speed cushions and associated signage and striping per the approved plans along Hawkwood Road, between Bent Twig Lane and Falcon Ridge Road, in June 2024. The work was the second phase of a two-phase NTMP. The first Hawkwood Road NTMP phase was completed in 2023, but after the monitoring period, staff decided to proceed with this program's second phase. Staff will continue to monitor the effectiveness of these traffic calming devices, and collect new speed data along Hawkwood Road to compare the post -construction conditions to reference with prior studies. G. Upcoming Utility Construction Projects Staff approved plans and issued encroachment permits for several utility improvement projects that have already started or are anticipated to start construction in the coming weeks: • Southern California Edison – Citywide o Option E – LED Streetlight Conversion Project • Southern California Edison – Brea Canyon Road, from Cool Springs Drive to Cold Spring Lane 3.B Packet Pg. 31 o Rule 20A Utility Undergrounding Project Public Works staff is committed to ensuring that all construction impacts are properly mitigated to limit the effect on our community.
