TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Residential & Collector Streets Rehabilitation (Area 3) and Arterial
Street Rehabilitation Design Project
The design work on this Fiscal Year's pavement rehabilitation project, including
residential streets and arterials, has been completed. The Area 3 project is
currently in the bidding phase, with bids expected by March 19, 2024, and
contract approval slated for the April City Council meeting. Construction,
spanning approximately 95 working days, is tentatively scheduled to begin in
May. This project involves the removal and repair of isolated damaged Asphalt
Concrete (AC) pavement, as well as the application of slurry seal and cape
seal, depending on field conditions in residential Area 3. Additionally, it
includes the rehabilitation of three arterial sections through grind & overlay AC:
Grand Avenue from Diamond Bar Boulevard to Longview Drive, Golden
Springs Drive from Grand Avenue to Temple Avenue-Avenida Rancheros, and
Gateway Corporate Center. Furthermore, two drainage works have been
consolidated with the Area 3 pavement project into a single bidding document,
which is anticipated to attract favorable bid proposals from numerous qualified
contractors.
2. Area 4 CDBG Curb Ramp Improvement Project
The initial design draft for this project has been reviewed by staff, and
comments have been forwarded to the consultant for necessary revisions. Due
to budget constraints, the project aims to enhance approximately six (6) curb
ramps to ensure ADA compliance on existing sidewalks at various locations
where either no curb ramps or substandard curb ramps currently exist (see
attached location map). However, if the bid numbers prove favorable, staff may
explore the possibility of adding more locations at a later time. The construction
is tentatively to begin in May- June 2024.
3. Grand Avenue and Golden Springs Drive Intersection Improvements
The contractor is presently addressing all outstanding punch-list items
requiring correction. The City of Industry is undertaking this project as part of
the SR-57/60 confluence project pre-phase. Staff is collaborating with the City
of Industry to finalize the closure of this project, which is expected to be
completed by the end of March 2024.
4. Highway Safety Improvement Program Grant Project
Staff have received Caltrans's fully executed HSIP agreement, and the City's
traffic engineering team is presently engaged in the design phase. The
objective is to finalize the design and secure a construction contract before the
conclusion of fiscal year 2023-2024. This funding will support enhancements
such as nearside supplemental traffic signal heads, pedestrian countdown

units with Accessible Pedestrian Signal (APS), and high visibility crosswalks
re-striping at nine (9) critical intersections.
5. SR-57/60 Confluence Improvements Project
Ongoing closures continue at the Golden Springs Drive/Gateway Center Drive
intersection due to ongoing bridge expansion work and sewer excavation in the
area. Additionally, day closures at Golden Springs Drive/Copley Drive are
slated to continue until April 2024 as planned. Progress on the construction of
the SR-60 off-ramp at Grand Avenue aligns with the project schedule, with re-
striping efforts underway to facilitate vehicular movements and maintain safety
zones for construction workers. Staff are actively collaborating with the
contractor and inspectors to minimize traffic impacts and are coordinating with
the City's Public Information team to ensure the public remains informed.
The San Gabriel Valley Council of Governments (SGVCOG) will be hosting a
Town Hall meeting on Monday, March 18, 2024, from 6:30 PM to 8:00 PM. The
purpose of the meeting is to provide the public with information about the
ongoing improvements, what to expect during construction, and future traffic
detours from the SR-57/60 Confluence Checkpoint Relief project. The meeting
will take place in the Windmill Community Room at City Hall.
6. Diamond Bar Boulevard/Mountain Laurel Way Traffic Signal and
Intersection Modification
On January 4, 2024, the City made adjustments at the Diamond Bar Blvd.
intersection with Mountain Laurel Way, including replacing the southbound left
turn signal head and re-striping the left turn pocket. These changes aim to
enhance traffic flow, especially during school rush hours. Staff are currently
monitoring the impact of these adjustments and have not received any further
requests for changes. However, further adjustments will be made if necessary.
7. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
It was proposed that this NTMP be implemented in two phases, with Phase
Two pending the collected monitoring results of Phase One. Phase One was
implemented last year. After monitoring the results, staff recommended moving
forward with Phase Two. The traffic design consultant has submitted the Phase
Two draft plan, which includes three (3) strategically located speed cushions
along Hawkwood Road between Bent Wing Lane and Falcon Ridge Road.
Additionally, signage, a double yellow centerline, and edge line striping have
been proposed for this stretch of Hawkwood Road. Please refer to the attached
plan for the exact location of these improvements.
8. Left Turn Signal at Kiowa Crest Update
In 2022, a left turn signal warrant study was conducted at this location, as
previously reported in past meetings. This study was prompted by prior

accidents involving left-turn movements and through traffic at this intersection.
However, the results did not meet the thresholds required for implementing a
protective left-turn signal. Therefore, the final recommendation was to maintain
the existing left-turn signal configuration.
Recently, in response to additional reported accidents at this intersection, the
City's traffic consultant was tasked with reviewing the nature of these accidents
over the past 12 months. The purpose was to determine if any
recommendation was necessary to transition to a protective left-turn signal.
The results of these additional accidents did not meet the threshold criteria for
implementing a protective left-turn signal. As a result, the original
recommendation from the 2022 study remains unchanged, and no changes will
be made to the current signal arrangement at the intersection.
9. 850 S Brea Canyon Road Offsite Street Improvements
In 2019, the City Council authorized the redevelopment at 850 S Brea Canyon
Road. This project includes the construction of a new 4-story medical office
building, a hotel, and restaurant facility.
As part of the conditions of approval, the developer is required to improve Brea
Canyon Road, from the SR60 westbound ramps to the Lycoming Street
intersection. The offsite construction includes new raised medians, widened
traffic lane markings, and other adjustments at the signalized intersection to
safely accommodate the increased traffic demands from the project site. The
final streetscape will also feature decorative elements consistent with the
beautification standards.
Construction is anticipated to begin on Monday, March 18th, and should be
complete within 3 months. The City’s Public Works Department is coordinating
this work with the project contractor and Caltrans. The contractor is in the
process of notifying adjacent businesses and property owners about the
upcoming street work on Brea Canyon Road. The City will provide regular
updates about this construction activity via its media channels.
10. Upcoming Utility Construction Projects
Staff approved plans and issued encroachment permits for several utility
improvement projects that have already started or are anticipated to start
construction in the coming weeks:

to Cold Spring Lane
o Telecommunications Cable Undergrounding Project
Southern California Edison – Brea Canyon Road, from Cool Springs

Drive to Cold Spring Lane
o Rule 20A Utility Undergrounding Project
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector monitors all
active utility construction projects to ensure that work is completed per the approved plans
and permit conditions.
Following staff's reports and responses to Commissioners' questions and concerns,

V. NEW BUSINESS
A. Engineering and Traffic Study – 14 Year Extension
The California Vehicle Code (CVC) Section 22349 establishes maximum speed limits for
roadways, requiring deviations to be justified through an Engineering and Traffic Survey
(E&TS). The City of Diamond Bar last conducted its E&TS in June 2014, establishing speed
limits for thirty-nine (39) roadway segments throughout the City.
Typically, an E&TS is valid for five (5) years under CVC Section 40802, extendable under
certain conditions. In March 2019, the City extended the validity of the 2014 E&TS to seven
years, further extending it to ten years in June 2021, expiring in June 2024. Assembly Bill No.
43 (AB 43), effective in 2022, permits the extension of E&TS validity to 14 years, subject to
evaluation by a registered engineer. To adhere to AB43, the City retained Iteris (City’s traffic
consultant) to prepare a report outlining the steps to extend the survey's validity to 14 years.
Please refer to attachment for details.
Considering the ongoing SR-57/SR-60 Confluence Project, expected to continue for the next
four years, and minimal impacts from other developments, extending the validity of the 2014
E&TS to 14 years is recommended. Thus, we propose extending the validity of the 2014
E&TS through June 2028 as provided for by AB 43. Additionally, we recommend monitoring
the SR-57/SR-60 Confluence Project's progress and its impact on traffic volumes and
collision data, and completing and adopting a Citywide speed survey at that time.

C/Mehta stated that while making a left turn on Cleghorn Drive to Grand Avenue, downhill
traffic travels too fast. PWM/Ghafari responded that staff will review.
VC/Plunkett reminded staff of the driver on the wrong side of the driveway at the Diamond
Bar Center. PWD/Liu responded that the intersection is designed to standards and PW staff
will work with Parks & Recreation to inform visitors of the rules.

A. FY2024-25 Capital Improvement Program Budget
The Public Works Department has prepared the FY2024 -25 Capital Improvement
Program (CIP) for the City Council’s consideration at their May 7, 2024 meeting. The
proposed list of projects includes the construction and design phases for several street
rehabilitations, park improvements, and other enhancements to existing public facilities
and infrastructure. The proposed FY2024-25 CIP Budget is $30.25 million, of which
$14.25M is for new projects and $16M is carryover funds from ongoing projects.
B. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial
Street Rehabilitation Design Project
The Area 3 pavement rehabilitation project has now entered the construction phase,
marking a significant milestone in its progression. After the successful completion of
design work earlier this fiscal year, the project underwent a rigorous bidding process,
ultimately awarding the contract to the lowest responsible bidder at a value of $9.3
million. In our commitment to transparency and community engagement, all affected
residents and businesses were promptly notified of the upcoming construction activities
during the week of April 15, 2024, through comprehensive notification letters.

scheduled to receive asphalt concrete (AC) treatment, ensuring motorists are informed
of potential delays and enabling smoother traffic management. This is a 95 - working
days project, with construction scheduled for completion by September 2024.
C. Area 4 CDBG Curb Ramp Improvement Project
The project is currently in the bidding phase, with an engineering estimate of $80,000.
Its objective is to enhance approximately six (6) curb ramps, ensuring ADA compliance
on existing sidewalks at various locations where either no curb ramps or substandard
ones currently exist. If the bid numbers are favorable, alternate curb ramps will be
added. Construction is tentatively scheduled to commence between May and June
2024, with completion expected before the end of the fiscal year 2024
D. Grand Avenue and Golden Springs Drive Intersection Improvements
The City of Industry contractor has made significant progress in addressing the majority
of outstanding punch-list items required by the City of Diamond Bar. Our staff is actively
collaborating with the City of Industry to bring the project to its final closure. However,
due to some remaining unsatisfactory work as expressed by the City of Industry, we
now anticipate project completion by the end of May 2024.
E. Highway Safety Improvement Program Grant Project
The draft design is currently undergoing review by our staff, with plans for project
advertising scheduled for the month of May. We aim to secure a contract before the end
of this fiscal year, with construction slated to begin in July 2024. This funding will
facilitate several enhancements, including the installation of nearside supplemental
traffic signal heads, pedestrian countdown units with Accessible Pedestrian Signal
(APS) features, and the re-striping of high visibility crosswalks at nine (9) critical
intersections.
F. SR-57/60 Confluence Improvements Project
Public feedback and comments were received at the Town Hall meeting hosted by the
San Gabriel Valley Council of Governments (SGVCOG) on March 18th. SGVCOG and
City staff are diligently following up on the initial comments expressed during the
meeting. The goal is to keep the public informed about the project's progress, including
any traffic delays and closures.
Construction of the SR-60 off-ramp at Grand Avenue and sewer work along Golden
Springs Drive between Copley Drive and Gateway Center is continuing despite
unforeseeable field conditions encountered by the contractor, leading to an extension of
the original schedule. Staff are actively collaborating with the contractor and inspectors
to minimize traffic impacts and are coordinating with the City's Public Information team
to ensure the public remains informed.

G. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
Plans were advertised during mid-April with three proposals received. The apparent
lowest bidder is SITEREP Construction with the bidding amount of $35,413.00. Staff is
working on the contract agreement this week and the tentative schedule to start the
installation of the speed cushions is early June.
The scope of work includes three (3) strategically located speed cushions along
Hawkwood Road between Bent Wing Lane and Falcon Ridge Road. Additionally,
signage, a double yellow centerline, and edge line striping have been proposed for this
stretch of Hawkwood Road.
H. Upcoming Utility Construction Projects
Staff approved plans and issued encroachment permits for several utility improvement
projects that have already started or are anticipated to start construction in the coming
weeks:
• MCI Metro Access Transmission Services – Brea Canyon Road, from Cool
Springs Drive to Cold Spring Lane
o Telecommunications Cable Undergrounding Project
• Southern California Edison – Brea Canyon Road, from Cool Springs Drive to
Cold Spring Lane
o Rule 20A Utility Undergrounding Project
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per the
approved plans and permit conditions.
