TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

RECOMMENDATION: Select a Chair and Vice-Chair
The Traffic and Transportation Commission shall, at its first regular meeting in March of
each calendar year, select a Chairperson (Chair) and Vice -Chairperson (Vice-Chair)
from among its appointed members for a term of one year.
The Chair shall be the Presiding Officer at all meetings of the Commission. In the
absence of the Chair, the Vice-Chair shall preside. In the absence of both the Chair
and the Vice-Chair, the Commission shall select a temporary Presiding Officer to serve
until the arrival of the Chair or Vice-Chair, or until adjournment.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Residential & Collector Streets Rehabilitation (Area 3) and Arterial
Street Rehabilitation Design Project
The draft plans are presently under review by staff. The project aims to
address residential and collector streets through slurry seal, chip seal, and
Asphalt Concrete (AC) overlay. Additionally, it involves removing and repairing
isolated damaged AC pavement based on field conditions in Area 3.
Furthermore, the project rehabilitates three sections of arterials: Grand Avenue
between Diamond Bar Boulevard and Longview Drive, Golden Springs Drive
between Grand Avenue and Avenida Rancheros, and streets within the
Gateway Corporate Center.
2. Area 3 CDBG Curb Ramp Improvement Project
Construction for Area 3 ADA Curb Ramp Project is completed. The Notice of
Completion was filed and recorded with the County on December 5, 2023.
3. Area 4 CDBG Curb Ramp Improvement Project
The design for this project is currently undergoing review by staff. This initiative
aims to enhance approximately ten curb ramps, ensuring ADA compliance on
existing sidewalks at various locations where either no curb ramps or
substandard curb ramps currently exist. For a visual reference, please consult
the attached vicinity map.
4. Grand Avenue and Golden Springs Drive Intersection Improvements
As of this report's preparation date, the contractor is working on completing the
paving at the intersection of Grand Ave. & Golden Springs Drive, signifying the
conclusion of Phase 5 of the project. This phase encompasses landscaping

enhancements and decorative elements. Currently, staff is compiling a punch-
list of items that need correction by the contractor. The overall project is
expected to be fully completed by early February 2024.
5. Highway Safety Improvement Program Grant Project
To address improvement opportunities identified by Diamond Bar's Local Road
Safety Plan (LRSP), the City secured a $302,850 grant from the State's
Highway Safety Improvement Program (HSIP) Cycle 11, with a 10% local
match requirement. This funding will support enhancements such as nearside
supplemental traffic signal heads, pedestrian countdown units with Accessible
Pedestrian Signal (APS), and high visibility crosswalks re-striping at critical
intersections. The proposed plan, covering nine intersections, received
approval from Caltrans, with $27,540 allocated for the Preliminary Engineering
(PE)/Design phase. The PE/Design phase, representing the initial planning and
design stage, is funded by the HSIP grant and a local match, totaling $30,600.
Following successful completion and approvals, the project will progress to the
construction phase, utilizing the remaining balance of $305,900 from the total
project budget. The City's acceptance of the HSIP grant involves executing
agreements with Caltrans, and a resolution is recommended to designate the
City's Public Works Director/City Engineer as the representative for
streamlined grant management and communications. Please refer to the
attached Vicinity Map with proposed improvements.
6. SR-57/60 Confluence Improvements Project
Construction is ongoing with both daytime and upcoming nighttime closures on
Golden Springs Drive. A westbound day closure is in effect from 8 AM to 5 PM,
starting on 1/8/2024 and concluding on 4/1/2024, between Copley Drive and
Gateway Center Drive. Detours are directed through the Gateway Plaza, with
exclusive access granted only to customers of the Ayers Hotel at the
intersection. Additionally, a westbound nighttime closure (just east of Copley
Dr.) is scheduled from 7 PM to 7 AM, running from 4/2/2024 through
4/22/2024. Please refer to the attached exhibit for details on the daytime
closure.
7. Diamond Bar Boulevard/Mountain Laurel Way Traffic Signal and
Intersection Modification
The City implemented a modification on 1/4/2024 by replacing the northbound
and southbound protective/permissible left turn signal heads and re-striping the
left turn pockets on Diamond Bar Blvd. at Mountain Laurel Way. This
modification aims to improve traffic movement at this intersection, particularly
during school rush hours. Our staff will closely monitor the intersection over the
next couple of weeks and implement any adjustments as deemed necessary.

8. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
Following the installation of striping in late January 2023, as part of a two-
phase approach, staff and the City's traffic consultant reviewed traffic counts
collected in late August 2023. Given the limited speed reduction along
Hawkwood Road, staff recommends progressing to the second phase. This
phase entails installing at least three speed cushions with center-line striping
and signage. Staff is currently collaborating with the traffic design consultant
to determine optimal locations for the speed cushions and additional calming
devices. An update on this NTMP project will be provided at a later meeting.
9. Royal Vista Golf Course Redevelopment Project
The County of Los Angeles is actively reviewing a proposed redevelopment of
the Royal Vista Golf Course (Project) within the unincorporated community of
Rowland Heights, adjacent to the Diamond Bar city limits. The Project seeks to
redevelop a portion of the golf course site with new residential housing and
open space with a local trail network. A portion of the existing golf course,
including the Royal Vista Clubhouse, will remain and is not affected by the
proposed redevelopment; however, this remaining site is also being evaluated
for future development opportunities separate from the current Project.
The Project is currently in the planning and environmental review phase. To
comply with the California Environmental Quality Act (CEQA), LA County's
Department of Regional Planning has circulated a draft Environmental Impact
Report (EIR) for public review.
The City of Diamond Bar has reviewed the report to learn more about the
Project's cumulative impacts on aesthetics, public safety, and traffic and
transportation in Diamond Bar. The City's response to the draft EIR documents
includes requests for additional clarification about traffic impacts and the
Project's proposed mitigation measures. The developer must acknowledge,
review, and provide a technical response to the City's feedback in the final EIR.
Completion of the environmental review phase does not guarantee the
Project's approval. The Project remains under consideration by the County's
Regional Planning Commission and Board of Supervisors to approve the
Project and adopt any entitlement conditions.
The City of Diamond Bar will continue to monitor this proposed redevelopment
project during the environmental and planning phases.

Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per
the approved plans and permit conditions.

IV. STATUS OF PREVIOUS ACTION ITEMS:
PDW/Liu presented information regarding the following items:
Chair Plunkett inquired about the request from our last meeting made by Mr. Plunkett
regarding the traffic signal timing on Diamond Bar Boulevard. PWD/Liu reported that
the issue had been resolved.
PWD/Liu added an update about the Diamond Bar Golf Course. The golf course work
has been completed and will be handed over to L.A. County Parks & Recreation
Department for operation and maintenance. The tentative Grand Opening is
scheduled for March 2024.No details have been provided for the re-opening event yet.

V. ITEMS FROM COMMISSIONERS:
Chair/Plunkett shared that she encountered an issue with traffic signal timing at the
corner of Diamond Bar Boulevard and Crestview Drive. There was no cross traffic;
however, the traffic signal was not phasing properly. PWD/Liu replied that staff would
look into the matter.
Chair/Plunkett thanked staff for the support during the time she has served as Chair of
the Commission.
C/Busteed asked about any updates from the SGV Transit Feasibility Study Meeting
of November 19, 2023. PWM/Ghafari responded that a plan was presented regarding
an enhanced transit system.
C/Sulakhe thanked staff for the work that was done to implement the protective left
turn signals at Diamond Bar Boulevard and Mountain Laurel Way, as well as the
Neighborhood Traffic Management Program (NTMP) on Hawkwood Road.
She also expressed concerns regarding the potholes/uneven road conditions at the
intersection of Grand Avenue and Golden Springs Road. PWD/Liu responded that
punch list items are being finalized, including these concerns. Also, C/Sulakhe asked
about the street light pole and high voltage box at the corner of Grand Avenue and
Cahill Avenue. It has been a couple of months since the knockdown and the
equipment has still not been replaced. MA/Delgado indicated that SCE has still not
received the equipment, which is on back order; however, it is expected to arrive
within a couple of weeks.
C/Mehta shared that the traffic signal timing at the intersection of Grand Avenue and
Longview Drive has improved; however, the phasing could be longer.

A. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial
Street Rehabilitation Design Project
The design work on this Fiscal Year's pavement rehabilitation project, including
residential streets and arterials, has been completed. The Area 3 project is currently in
the bidding phase, with bids expected by March 19, 2024, and contract approval slated
for the April City Council meeting. Construction, spanning approximately 95 working
days, is tentatively scheduled to begin in May. This project involves the removal and
repair of isolated damaged Asphalt Concrete (AC) pavement, as well as the application
of slurry seal and cape seal, depending on field conditions in residential Area 3.
Additionally, it includes the rehabilitation of three arterial sections through grind &
overlay AC: Grand Avenue from Diamond Bar Boulevard to Longview Drive, Golden
Springs Drive from Grand Avenue to Avenida Rancheros, and streets within the
Gateway Corporate Center. Furthermore, two drainage works have been consolidated
with the Area 3 pavement project into a single bidding document, which is anticipated to
attract favorable bid proposals from numerous qualified contractors.
B. Area 4 CDBG Curb Ramp Improvement Project
The initial design draft for this project has been reviewed by staff, and comments have

been forwarded to the consultant for necessary revisions. Due to budget constraints, the
project aims to enhance approximately six (6) curb ramps to ensure ADA compliance on
existing sidewalks at various locations where either no curb ramps or substandard curb
ramps currently exist (see attached location map). However, if the bid numbers prove
favorable, staff may explore the possibility of adding more locations at a later time. The
construction is tentatively to begin in May- June 2024.
C. Grand Avenue and Golden Springs Drive Intersection Improvements
The contractor is presently addressing all outstanding punch-list items requiring
correction. The City of Industry is undertaking this project. Staff is collaborating with the
City of Industry to finalize the closure of this project, which is expected to be completed
by the end of March 2024.
D. Highway Safety Improvement Program Grant Project
Staff have received Caltrans's fully executed HSIP agreement, and the City's traffic
engineering team is presently engaged in the design phase. The objective is to finalize
the design and secure a construction contract before the conclusion of fiscal year 2023 -
2024. This funding will support enhancements such as nearside supplemental traffic
signal heads, pedestrian countdown units with Accessible Pedestrian Signal (APS), and
high visibility crosswalks re-striping at nine (9) critical intersections.
E. SR-57/60 Confluence Improvements Project
Closures continue at the Golden Springs Drive/Gateway Center Drive intersection due
to ongoing bridge expansion work and sewer excavation in the area. Additionally, day
closures at Golden Springs Drive/Copley Drive are slated to continue until April 2024 as
planned. Progress on the construction of the SR-60 off-ramp at Grand Avenue aligns
with the project schedule, with re-striping efforts underway to facilitate vehicular
movements and maintain safety zones for construction workers. Staff are actively
collaborating with the contractor and inspectors to minimize traffic impacts and are
coordinating with the City's Community Relations team to ensure the public remains
informed.
The San Gabriel Valley Council of Governments (SGVCOG) will be hosting a Town Hall
meeting on Monday, March 18, 2024, from 6:30 PM to 8:00 PM. The purpose of the
meeting is to provide the public with information about the ongoing improvements, what
to expect during construction, and future traffic detours from the SR -57/60 Confluence
Checkpoint Relief project. The meeting will take place in the Windmill Community Room
at City Hall.
F. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
It was proposed that this NTMP be implemented in two phases, with Phase Two
pending the collected monitoring results of Phase One. Phase One was implemented

last year. After monitoring the results, staff recommended moving forward with Phase
Two. The traffic design consultant has submitted the Phase Two draft plan, which
includes three (3) strategically located speed cushions along Hawkwood Road between
Bent Wing Lane and Falcon Ridge Road. Additionally, signage, a double yellow
centerline, and edge line striping have been proposed for this stretch of Hawkwood
Road. Please refer to the attached plan for the exact location of these improvements.
G. Diamond Bar Blvd. Left Turn Signal at Kiowa Crest Update
In 2022, a left turn signal warrant study was conducted at this location, as reported in
past meetings. This study was prompted by prior accidents involving left -turn
movements and through traffic at this intersection. However, the results did not meet the
thresholds required for implementing a protective left -turn signal. Therefore, the final
recommendation was to maintain the existing left-turn signal configuration.
Recently, in response to additional reported accidents at this intersection, the City's
traffic consultant was tasked with reviewing the nature of these accidents over the past
12 months. The purpose was to determine if any recommendation was necessary to
transition to a protective left-turn signal. The results of these additional accidents did not
meet the threshold criteria for implementing a protective left-turn signal. As a result, the
original recommendation from the 2022 study remains unchanged, and no changes will
be made to the current signal phasing.
H. 850 S Brea Canyon Road Offsite Street Improvements
In 2019, the City Council authorized the redevelopment at 850 S Brea Canyon Road.
This project includes the construction of a new 4-story medical office building, a hotel,
and restaurant facility.
As part of the conditions of approval, the developer is required to improve Brea Canyon
Road, from the SR60 westbound ramps to the Lycoming Street intersection. The offsite
construction includes new raised medians, widened traffic lane markings, and other
adjustments at the signalized intersection to safely accommodate the increased traffic
demands from the project site. The final streetscape will also feature decorative
elements consistent with the beautification standards.
Construction is anticipated to begin on Monday, March 18th, and should be complete
within 3 months. The City’s Public Works Department is coordinating this work with the
project contractor and Caltrans. The contractor is in the process of notifying adjacent
businesses and property owners about the upcoming street work on Brea Canyon
Road. The City will provide regular updates about this construction activity via its media
channels.

Cold Spring Lane
o Rule 20A Utility Undergrounding Project
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per the
approved plans and permit conditions.

BACKGROUND/DISCUSSION:
The California Vehicle Code (CVC) Section 22349 establishes maximum speed limits
for roadways, requiring deviations to be justified through an Engineering and Traffic
Survey (E&TS). The City of Diamond Bar last conducted its E&TS in June 2014,
establishing speed limits for thirty-nine (39) roadway segments throughout the City.
Typically, an E&TS is valid for five (5) years under CVC Section 40802, extendable
under certain conditions. In March 2019, the City extended the validity of the 2014
E&TS to seven years, further extending it to ten years in June 2021, expiring in June
2024. Assembly Bill No. 43 (AB 43), effective in 2022, permits the extension of E&TS
validity to 14 years, subject to evaluation by a registered engineer. To adhere to AB43,
the City retained Iteris (City’s traffic consultant) to prepare a report outlining the steps to
extend the survey's validity to 14 years. Please refer to attachment for details.
Considering the ongoing SR-57/SR-60 Confluence Project, expected to continue for the
next four years, and minimal impacts from other developments, extending the validity of
the 2014 E&TS to 14 years is recommended. Thus, we propose extending the validity of
the 2014 E&TS through June 2028 as provided for by AB 43. Additionally, we
recommend monitoring the SR-57/SR-60 Confluence Project's progress and its impact

survey at that time.
RECOMMENDATION:
It is recommended that the Traffic and Transportation Commission receive and file the

Dear Mr. Malpica,
The California Vehicle Code (CVC) Section 22349 establishes the maximum speed limits for all California
roadways at 55 mph for two-lane undivided roadways and 65 mph for all other roadways. Any deviation
of speed limits above or below these limits must be justified by an Engineering and Traffic Survey
(E&TS). The City of Diamond Bar conducted its last E&TS in June 2014 setting the speed limits on the
thirty-nine (39) roadway segments within the City.
The E&TS is typically valid for five (5) years. However, under specific conditions stated in CVC Section 40802,
the validity of an E&TS may be extended for seven (7) to ten (10) years. The conditions for the validity
extensions are as follows:
Seven (7) year validity:
The citing officer has successfully completed a minimum of 24 hours of certified radar operator
course training.
The radar used to measure the speeds meet or exceed the minimal operation standards of the
National Traffic Highway Safety Administration and has been calibrated within three (3) years
of the alleged violation.
Ten (10) year validity:
A registered engineer determines that the seven (7) year conditions are met and that no
significant changes in roadway or traffic conditions have occurred, including major changes in
adjacent property or land use, roadway width, or traffic volume.
In March 2019, the City extended the validity of the 2014 E&TS to seven years, expiring June 2021. In June
2021, the validity was extended to 10 years, expiring in June 2024.
Given the ongoing construction efforts related to the SR-57/SR-60 confluence project, anticipated to take
about another four years, the City wishes to extend the validity of the 2014 E&TS to 14 years as provided for
by the newly adopted Assembly Bill No. 43 (AB 43). The bill, approved by the Governor in 2021 and took
effect in 2022, amended and added sections to the CVC and the latest version of the California Manual on
Uniform Traffic Control Devices (CA MUTCD) related to traffic safety and speed limits.

Following are the relevant key highlights of AB 43:
The bill would extend the period that a speed limit justified by a traffic and engineering survey
conducted more than 7 years ago remains valid, for purposes of speed enforcement, if
evaluated by a registered engineer, as specified, to 14 years.
SEC .10, 40802 (2) (B)(II): “If an engineering and traffic survey was conducted more than seven
years prior to the date of the alleged violation, and a registered engineer evaluates the section
of the highway and determines that no significant changes in roadway or traffic conditions have
occurred, including, but not limited to, changes in adjoining property or land use, roadway
width, or traffic volume, 14 years.”
As confirmed by City staff, the following construction developments are ongoing or completed since the
adoption of the 2014 E&TS:
SR-57/SR-60 Confluence Project (ongoing) is a three-phase improvement program including ramp
and interchange reconfigurations. Completed improvements include the interchange ramp
modifications and interim operational improvements to the Grand Avenue interchange. The project
also constructed a westbound right-turn lane at the Grand Ave/Golden Springs Dr intersection in
early 2023. As stated above, construction activities associated with the final phase will take another
four years to complete.
SR-60/Lemon Avenue Interchange Project (completed 2018) constructed new interchange ramps
at Lemon Avenue and closed the Brea Canyon Road interchange ramps.
Willow Heights Residential Project (completed 2016) constructed 182 single-family condominiums/
townhomes along Diamond Bar Boulevard east of Brea Canyon Road. A new signal at Diamond Bar
Boulevard/Willow Heights Drive was also constructed.
The Brea Canyon Business Center located at 850 S. Brea Canyon Road is under construction along
the NE corner of the SR-60/Brea Canyon Road interchange. The development will include medical
offices and hotel facilities.
A residential development of about five to seven dwelling units is proposed at the southern
terminus of Crooked Creek Drive located south of Diamond Bar Boulevard east of the SR-57
freeway.
The above-listed developments, apart from the SR-57/SR-60 Confluence Project, have all resulted in very
insignificant impacts on the existing roadway system and the traffic volumes. With the ongoing SR-57/
SR-60 Confluence Project anticipated to extend for the next four years, traffic volumes and patterns will
continue to vary on the City’s local roadways. Based on this, we recommend the extension of the validity
of the 2014 E&TS to 14 years, to expire by June 2028, as provided for by AB 43. We do recommend
monitoring the progress of the SR-57/SR-60 Confluence Project and its effects on the traffic volumes and
collision data. The next Citywide speed survey should be completed and adopted prior to June 2028.
