TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.

II. PUBLIC COMMENTS:
Joe Plunkett commented on the traffic signal at the intersection of northbound
Diamond Bar Boulevard and Golden Springs Drive. He observed that the left turn
green arrow cycled normally; however, the green light for through traffic was very
short. This occurred at approximately 6:00 pm. Mr. Plunkett stated that the same
issue occurred upon his return trip at the same intersection.
PWD/Liu stated that staff will look into the issue.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Residential & Collector Streets Rehabilitation (Area 2) and Arterial
Street Rehabilitation (Golden Springs Drive from Brea Canyon Road
to Grand Avenue) – PWM/Ghafari – The Notice of Completion was
presented at the November 7th City Council meeting for consideration. Due
to the construction activities of both the SR-57/60 Confluence Project and
the Grand Avenue/Golden Springs Drive Intersection Project, two roadway
sections along Golden Springs Drive will require further rehabilitation work.
The first area spans from Adel Avenue to Copley Drive, while the second
area is located between the Golf Course gate entrance/driveway and
Lavender Drive.
2. Residential & Collector Streets Rehabilitation (Areas 3, 4 & 5) and
Arterial Street Rehabilitation Design Project – PWM/Ghafari – The
review of the initial draft plans has been completed, and comments have
been sent back to the design consultant. Meanwhile, the first draft of the
Area 4 ADA project is expected to be available for review within the next
couple of weeks.
3. Grand Avenue and Golden Springs Drive Intersection Improvements
– PWM/Ghafari – Phase 5 of the project is currently underway, involving
the reconstruction of the median along Grand Avenue, spanning from
Lavender Drive to approximately 400 feet from the SR-57 freeway off-
ramps. Additionally, the crew is dedicated to finishing the final landscaping
enhancements and decorative elements. The project is expected to be
completed by the end of this month.
4. Diamond Bar Golf Course Renovation Project – PWM/Ghafari –
Construction continues at the Diamond Bar Golf Course. Turf placement
for fairways has been completed. The contractor also completed placing
seeds for greens. Punch list work is underway. Construction is scheduled
to be completed by Fall 2023.
5. SR-57/60 Interchange Improvements Project – PWM/Ghafari -
Construction is progressing according to the schedule, which includes
work on abutments and supports for the Golden Springs Drive
undercrossing bridge, as well as the construction of embankments for
retaining walls along the freeway and the grading work for the new Grand
Avenue on-off ramps. Periodic closures with traffic control measures and

detour signage will remain in place during these activities.
The SGVCOG is responsible for overseeing the construction activities of
this Project. Staff closely collaborates with SGVCOG and the contractor's
management team to coordinate construction activities that directly impact
Diamond Bar's right-of-way (ROW). The Project is expected to reach
completion by July 2028.
6. Area 3 CDBG Curb Ramp Improvement Project – PWM/Ghafari -
Construction for the Area 3 ADA Curb Ramp Project is completed. The
Notice of Completion is tentatively scheduled for City Council approval in
December.
7. Area 4 CDBG Curb Ramp Improvement Project – PWM/Ghafari -
The design phase has started and is tentatively scheduled to be
completed by the end of the year. The primary objective of this Project is
to improve accessibility by installing ADA-compliant curb ramps on existing
sidewalks at various locations where either no curb ramps or substandard
curb ramps currently exist. Area 4 encompasses the region north of
Pathfinder Road, west of Brea Canyon Road, and south of the Riverside
Metrolink Line. As part of this project, a total of ten (10) curb ramps will be
designed and constructed or upgraded to meet the latest ADA standards.
8. Citywide Residential Street Name Sign Replacement Project –
PWM/Ghafari – As authorized by the City Council, the Public Works
Department is actively replacing all of the residential street name signs
citywide. Sign hardware procurement and installation are scheduled in
order by the Maintenance Area. This project is anticipated to be completed
by April 2024. At the completion of this project, the City will have a surplus
inventory of 1,382 street name signs.
The City is considering several options for the future use and actions for
the previous signs. In the early 2000s, the City removed all of the Los
Angeles County standard blue-colored porcelain street name signs
citywide and collaborated with a non-profit organization to auction that
surplus inventory. A leading option is to follow a similar tradition and allow
the public to purchase the older street name signs when this project is
complete. The City will provide additional updates through its media
channels once this process is confirmed.
9. Upcoming Utility Construction Projects – Staff approved plans and
issued encroachment permits for several utility improvement projects that
have already started or are anticipated to start construction in the coming
weeks:

Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector monitors all
active utility construction projects to ensure that work is completed per the approved plans
and permit conditions.

IV. NEW BUSINESS:
A. Palomino Drive & La Bonita Road Flashing Stop Sign Installation
In late July 2023, the Public Works Department (PW) staff received a request for the
installation of new flashing stop signs on Palomino Drive at the La Bonita Road intersection
approaches (see attached Vicinity Map). The request aimed to address the ongoing
disregard for the existing stop sign at this location. PW staff initially conducted a field
assessment to confirm the violations. Following this confirmation, the City's traffic consultant
was engaged for an additional field investigation.
Since there are no other flashing stop signs in the City, the PW decided to use this request
as an opportunity to conduct a pilot project. This initiative will equip the PW staff with a basis
to address potential future flashing stop sign requests.
The initial assessment, referred to as the 'before study,' involved collecting traffic counts via
video cameras installed by our traffic consultant along Palomino Drive at the La Bonita Road
intersection during the week of September 4, 2023. This study evaluated existing stop sign
compliance during AM off-peak and PM peak periods.

Stop sign compliance was categorized into three types:
1. Vehicles coming to a full stop.
2. Vehicles performing a California rolling stop (non-complete stop).
3. Vehicles not stopping.
Please refer to the table below for findings from the field. This table provides information
regarding stop sign compliance. According to the collected data, an average of 39% of
vehicles came to a full stop, 44% rolled through the stop, and 13% did not stop.

The PW maintenance staff managed to install two flashing stop signs during the week of
October 30th. Following the recommendation of the City's traffic consultant, it is advised that
the effectiveness of the newly installed devices be evaluated at least 45 days post-
installation. The 'after study' is set for two regular weekdays at the 45-day and 90-day
intervals after the installation of the LED STOP signs to better understand any changes in
driver compliance.
The 45-day assessment could take place during the week of December 11th, just slightly less
than the recommended 45-day period due to the holiday season or in early January 2024.
The 90-day assessment is planned for the first half of February 2024.

V. STATUS OF PREVIOUS ACTION ITEMS:
At this time, PDW/Liu presented information regarding the following items:

1. Traffic Signal @ Diamond Bar Boulevard/Mountain Laurel – During the past 2
months, there have been three traffic collisions at this intersection. Drivers
traveling northbound on Diamond Bar Boulevard and turning left onto Mountain
Laurel Way have a protective/permissive left turn phase. This means that vehicles
may turn on the green arrow as well as the green light. It was determined that
drivers turning left were misjudging the speed of oncoming traffic, thus causing
these collisions. As a result, it has been decided to modify the intersection to
protective left turn only. This will be implemented in 2-3 weeks or by the end of
the month. Staff will keep the Commission updated.
2. FLOCK Camera Installation – City Council approved a 2-year contract
presented by the L.A. County Sheriff's Department to install 50 cameras on traffic
signal mast arms, including a few stand-alone poles. The cameras are crime-
focused license plate readers that will be managed by the City Manager's office
and L.A. County Sheriff's Department. The cameras will have the ability to store
data for a limited time, which the Sheriff's Department will monitor. No installation
date has been scheduled as of yet.
3. NTMP – Northampton Street – Two speed cushions have been installed on
Northampton Street, east of Walnut Elementary School. Speeding drivers were
reported and studied during school hours, which was the main concern in moving
quickly. This was a localized safety issue; therefore, the process was shorter than
a normal request.
Following staff's reports and responses to Commissioners' questions and concerns,

VI. ITEMS FROM COMMISSIONERS:
C/Sulakhe requested staff look into traffic collisions at City intersections and
follow up with monitoring by the Sheriff's Department for possibly more
enforcement. She suggested safety studies be conducted whenever those events
occur. C/Sulakhe also thanked staff for the pilot project, and she feels the study
will be valuable. She is also looking forward to purchasing a street name sign
when it becomes available. Happy Holidays to everyone.
C/Busteed inquired about a request made at our last meeting regarding the
brightness of the new LED safety lights that were recently installed on traffic
signals. PWM/Ghafari reported that field assessments were conducted by staff.
The vendor was able to adjust/dim down the lights. The resident who made the

initial request was very happy with the outcome. There have been no further
concerns relayed.
Chair/Plunkett stated that she appreciates the updates and follow-up provided by
staff. She also shared information regarding the upcoming SGV Transit Feasibility
Meeting scheduled for November 19, 2023, in Hacienda Heights. PWM/Ghafari
responded that he will be attending a working group meeting. He will provide a
summary of the study and recommendations when it is finalized.

A. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial
Street Rehabilitation Design Project
The draft plans have been received and are presently under review by staff. The project
aims to address residential and collector streets through slurry seal, chip seal, and
Asphalt Concrete (AC) overlay. Additionally, it involves removing and repairing isolated
damaged AC pavement based on field conditions in Area 3. Furthermore, the project
rehabilitates three sections of arterials: Grand Avenue between Diamond Bar Boulevard
and Longview Drive, Golden Springs Drive between Grand Avenue and Avenida
Rancheros, and Gateway Corporate Center.
B. Area 3 CDBG Curb Ramp Improvement Project
Construction for Area 3 ADA Curb Ramp Project is completed. The Notice of
Completion was filed and recorded with the County on December 5, 2023.
C. Area 4 CDBG Curb Ramp Improvement Project
The design draft for this project has been received and is currently undergoing review
by staff. This initiative aims to enhance approximately ten curb ramps, ensuring ADA

compliance on existing sidewalks at various locations where either no curb ramps or
substandard curb ramps currently exist. For a visual reference, please consult the
attached vicinity map.
D. Grand Avenue and Golden Springs Drive Intersection Improvements
As of this report's preparation date, the contractor is working on completing the paving
at the intersection of Grand Ave. & Golden Springs Drive, signifying the conclusion of
Phase 5 of the project. This phase encompasses landscaping enhancements and
decorative elements. Currently, staff is compiling a punch -list of items that need
correction by the contractor. The overall project is expected to be fully completed by
early February 2024.
E. Highway Safety Improvement Program Grant Project
To address improvement opportunities identified by Diamond Bar's Local Road Safety
Plan (LRSP), the City secured a $302,850 grant from the State's Highway Safety
Improvement Program (HSIP) Cycle 11, with a 10% local match requirement. This
funding will support enhancements such as nearside supplemental traffic signal heads,
pedestrian countdown units with Accessible Pedestrian Signal (APS), and high visibility
crosswalks re-striping at critical intersections. The proposed plan, covering nine
intersections, received approval from Caltrans, with $27,540 allocated for the
Preliminary Engineering (PE)/Design phase. The PE/Design phase, representing the
initial planning and design stage, is funded by the HSIP grant and a local match, totaling
$30,600. Following successful completion and approvals, the project will progress to the
construction phase, utilizing the remaining balance of $305,900 from the total project
budget. The City's acceptance of the HSIP grant involves executing agreements with
Caltrans, and a resolution is recommended to designate the City's Public Works
Director/City Engineer as the representative for streamlined grant management and
communications. Please refer to the attached Vicinity Map with proposed
improvements.
F. SR-57/60 Confluence Improvements Project
Construction is ongoing with both daytime and upcoming nighttime closures on Golden
Springs Drive. A westbound day closure is in effect from 8 AM to 5 PM, starting on
1/8/2024 and concluding on 4/1/2024, between Copley Drive and Gateway Center.
Detours are directed through the Gateway Plaza, with exclusive access granted only to
customers of the Ayers Hotel at the intersection. Additionally, a westbound nighttime
closure (just east of Copley Dr.) is scheduled from 7 PM to 7 AM, running from 4/2/2024
through 4/22/2024. Please refer to the attached exhibit for details on the daytime
closure.

G. Diamond Bar Boulevard/Mountain Laurel Way Traffic Signal and
Intersection Modification
The City implemented a modification on 1/4/2024 by replacing the southbound
protective/permissible left turn signal head and re-striping the left turn pocket on
Diamond Bar Blvd. at Mountain Laurel Way. This alteration aims to improve traffic
movement at this intersection, particularly during school rush hours. Our staff will
closely monitor the impact of this change over the next couple of weeks and implement
any additional adjustments as deemed necessary.
H. Hawkwood Road Neighborhood Traffic Management Program (NTMP)
Following the installation of striping in late January 2023, as part of a two -phase
approach, staff and the City's traffic consultant reviewed traffic counts collected in late
August 2023. Given the limited speed reduction along Hawkwood Road, staff
recommends progressing to the second phase. This phase entails installing at least
three speed cushions with center-line striping and signage. Staff is currently
collaborating with the traffic design consultant to determine optimal locations for the
speed cushions and additional calming devices. An update on these developments will
be provided at upcoming meetings.
I. Royal Vista Golf Course Redevelopment Project
The County of Los Angeles is actively reviewing a proposed redevelopment of the Royal
Vista Golf Course (Project) within the unincorporated community of Rowland Heights,
adjacent to the Diamond Bar city limits. The Project seeks to redevelop a portion of the
golf course site with new residential housing and open space with a local trail network.
A portion of the existing golf course, including the Royal Vista Clubhouse, will remain
and is not affected by the proposed redevelopment; however, this remaining site is also
being evaluated for future development opportunities separate from the current Project.
The Project is currently in the planning and environmental review phase. To comply with
the California Environmental Quality Act (CEQA), LA County's Department of Regional
Planning has circulated a draft Environmental Impact Report (EIR) for public review.
The City of Diamond Bar has reviewed the report to learn more about the Project's
cumulative impacts on aesthetics, public safety, and traffic and transportation in
Diamond Bar. The City's response to the draft EIR documents includes requests for
additional clarification about traffic impacts and the Project's proposed mitigation
measures. The developer must acknowledge, review, and provide a technical response
to the City's feedback in the final EIR.
Completion of the environmental review phase does not guarantee the Project's
approval. The Project remains under consideration by the County's Regional Planning
Commission and Board of Supervisors to approve the Project and adopt any entitlement
conditions.

The City of Diamond Bar will continue to monitor this proposed redevelopment project
during the environmental and planning phases.
J. Upcoming Utility Construction Projects
Staff approved plans and issued encroachment permits for several utility improvement
projects that have already started or are anticipated to start construction in the coming
weeks:
• Southern California Edison – Brea Canyon Road, from Cool Springs Drive to
Cold Spring Lane
o Rule 20A Utility Pole Underground Conversion Project
• SoCalGas – Glenbrook Drive, Glenthorpe Drive, Glenwold Drive, and Gacel
Court
o Residential Gas Service Mainline Replacement
• SoCalGas – Rapidview Drive at Kelfield Place
o Residential Gas Service Mainline Replacement
• Walnut Valley Water District – Diamond Bar Boulevard, from Town Center to
Golden Springs Drive
o Sewer Lateral Connection from Existing Pump Station Facility
Public Works staff is committed to ensuring that all construction impacts are properly
mitigated to limit the effect on our community. The City's Public Works Inspector
monitors all active utility construction projects to ensure that work is completed per the
approved plans and permit conditions.
