TRAFFIC AND TRANSPORTATION COMMISSION MEETING RULES
Welcome to the meeting of the Traffic and Transportation Commission. Meetings are open to
the public. You are invited to attend and participate.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Traffic and Transportation Commission at the meeting should be submitted through the meeting
clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission meeting
room.
INFORMATION RELATING TO AGENDAS AND ACTIONS OF THE COMMISSION
Agendas for regular Traffic and Transportation Commission meetings are available 72 hours
prior to the meeting and are posted in the City’s regular posting locations, and on the City’s
website at www.diamondbarca.gov. A full agenda packet is available for review during the
meeting, at the back of the meeting room. The Traffic and Transportation Commission may
take action on any item listed on the agenda.
ACCOMMODATIONS FOR THE DISABLED
A cordless microphone is available for those persons with mobility impairments who cannot
access the podium in order to make a public comment. Sign language interpretation is available
by providing the City Clerk three business days’ notice in advance of a meeting. Please

RECOMMENDATION: Select New Vice-Chair and Chair
The Traffic and Transportation Commission shall, at its first regular meeting in March of
each calendar year, select a Chairperson (Chair) and Vice -Chairperson (Vice-Chair)
from among its appointed members for a term of one year.
The Chair shall be the Presiding Officer at all meetings of the Commission. In the
absence of the Chair, the Vice-Chair shall preside. In the absence of both the Chair
and the Vice-Chair, the Commission shall select a temporary Presiding Officer to serve
until the arrival of the Chair or Vice-Chair, or until adjournment.

B. MONTHLY UPDATES OF VARIOUS PROJECTS/PROGRAMS:
1. Residential & Collector Streets Rehabilitation (Areas 3) and Arterial
Street Rehabilitation Project
The final punch list is nearly complete; however, we have experienced some delays
due to material availability. As a result, we now anticipate full project completion by
December 2024, followed by the filing of the notice of completion.
2. Grand Avenue and Golden Springs Drive Intersection
Improvements
Public Works is actively working with the City of Industry, along with its project
manager and inspectors, to successfully complete the project. The closure of the
project is currently uncertain and will occur once all punch -list items are completed
and the project is fully accepted by the City.
3. Highway Safety Improvement Program Grant Project
A Notice to Proceed will be issued in the next couple of weeks, contingent upon the
receipt of all materials by the contractor.
Project Timeline:
• Submittals Approved: Late October 2024
• Material Lead Times: Up to 8 weeks
• Expected Duration: 30 working days

Project Enhancements:
• Installation of nearside supplemental traffic signal heads
• Installation of pedestrian countdown units with Accessible Pedestrian Signal
(APS) features
• Re-striping of high-visibility crosswalks
4. SR-57/60 Confluence Improvements Project
The construction of the SR 57/60 Interchange Improvements is progressing through
multiple stages, which include full closures, detours, and temporary traffic controls to
accommodate sewer installation and bridge extension work. This work spans Golden
Springs Drive, between Copley Drive and Gateway Center Drive, as well as the SR-60
bypass bridges at Grand Avenue and over Diamond Bar Blvd. Additionally, with on-
going improvements made to the new on/off-ramps at the SR-60 freeway at Grand
Avenue and Diamond Bar Blvd., with the upcoming expansion of the Grand Avenue
freeway bridge.
Project staff are working closely with the contractor and inspectors to minimize traffic
disruptions, while also coordinating with the City's Public Information team to ensure
the public remains well-informed throughout the process.
5. Public Safety Power Shutoff (PSPS) Event -
As a result of the adverse weather conditions during the first week of November,
Southern California Edison issued a Public Safety Power Shutoff (PSPS) for the
Brakeman Circuit. This disrupted the electrical service to SCE customers along the
south-end of Diamond Bar, including residents, businesses, and the City’s
infrastructure (Diamond Canyon Park and several traffic signals). All of the City’s
traffic signals are equipped with battery backup systems, but are only able to continue
normal operations for a few additional hours without power. The PSPS event started
on Wednesday, November 6th in the morning and prolonged until November 7th in the
evening; SCE was unable to restore power until the weather conditions subsided. As
part of the Public Works Department’s emergency response, staff deployed traffic
control measures (stop sign barricades) and temporary power generators to aid with
traffic flow for the traffic signals affected by the extended power outage.

SUBJECT: Updates on Various Projects/Programs

A. Residential & Collector Streets Rehabilitation (Area 3) and Arterial
Streets Rehabilitation Project
The Project has been successfully completed, with all final tasks and quality checks
finalized, followed by the notice of completion been officially filed with the City Council at
the February 4th meeting, marking the successful conclusion of this Project.
B. Grand Avenue and Golden Springs Drive Intersection Improvements
Public Works continues to collaborate closely with the City of Industry, along with its
project manager and inspectors, to ensure the successful completion of the Project. The
majority of punch-list items have been successfully addressed, with the final step being
the energization of the SCE streetlight poles. Once this is completed, the City will
formally deem the Project complete.
C. Highway Safety Improvement Program Grant Project
The construction is currently underway, with all crosswalk striping now completed,
followed by the installation of traffic signal amenities, such as pedestrian countdown

timers with Accessible Pedestrian Signal (APS) features and nearside supplemental
signal vehicle heads, tentatively to be completed during the week of March 10th.
D. SR-57/60 Confluence Improvements Project
Construction for the SR 57/60 Interchange Improvements continues. Contractor is
currently working on construction of Golden Springs Drive undercrossing bridge stem
and soffit, retaining wall foundations and footings along eastbound SR -60, storm drain
relocations at various locations, roadway work on Grand Avenue, and utility relocations
along Grand Avenue. These activities require intermittent daytime and full -night
detours/closures.
Impacted areas include Golden Springs Drive (between Copley Drive and Gateway
Center Drive) and the SR-60 bypass bridges at Grand Avenue and Diamond Bar Blvd.
To keep the community informed, City staff, in coordination with the Community
Relations team, continues to provide timely updates on these closures.
Project staff are working closely with the contractor and inspectors to minimize traffic
disruptions, while also coordinating with the City to ensure the public remains well -
informed throughout the process.
E. RESIDENTIAL STREET NAME SIGNS GIVE-AWAY
From December 17, 2024 thru January 15, 2025, an entry form was made available on -
line to residents of Diamond Bar to request recently replaced street name signs. Over
2,000 requests were received by staff, with 1,300 signs available. There were a number
of signs that were adequate for those interested; however, smaller/cul -de-sac streets
with less availability were raffled randomly. Also, residents are being given the option of
choosing a different street name sign that is available.
City staff is currently in the process of reaching out to those who were chosen to
schedule appointments to pick up signs. The process is moving along, with the
intention of distributing all signs by the end of May.
