Subject Line “FOR PUBLIC COMMENT.” Written comments will be distributed to the Traffic and
Transportation Commission and noted for the record at the meeting. Please note that the meeting
will proceed at Diamond Bar City Hall – Windmill Community Room should comment by
teleconferencing become infeasible due to an internet or power outage or due to technical
problems outside the City's control. If you wish to make certain that your comments are heard,
please attend the meeting in person or send an email by 4:00 p.m. on the day of the
meeting/hearing.
Speakers are limited to five (5) minutes per agenda item, unless the Chairperson determines
otherwise. The Chairperson may adjust this time limit depending on the number of people wishing to
speak, the complexity of the matter, the length of the agenda, the hour and any other relevant
considerations. Speakers may address the Traffic and Transportation Commission only once on an
agenda item, except during public hearings, when the applicant/appellant may be afforded a
rebuttal. Any materials to be submitted to the Traffic and Transportation Commission at the meeting
should be submitted through the Administrative Coordinator.
Public comments must be directed to the Traffic and Transportation Commission. A person who
disrupts the orderly conduct of the meeting after being warned by the Chairperson or the
Chairperson’s designee that their behavior is disrupting the meeting, may result in the person being
removed from the meeting.

within the subject matter jurisdiction of the Traffic and Transportation Commission. Although the
Traffic and Transportation Commission values your comments, pursuant to the Brown Act,
members of the Traffic and Transportation Commission may briefly respond to public comments
if necessary, but no extended discussion and no action on such matters may take place. There
is a five-minute maximum time limit when addressing the Traffic and Transportation Commission.

SUBJECT: Updates on Various Projects/Programs
RECOMMENDATION:

BACKGROUND/DISCUSSION:
A. Area 4 Residential, Collector and Arterial Paving Improvement Project
The contractor has since completed the work within the Area 4 residential area and has
started preliminary work on the arterial streets. Main arterial construction is now scheduled
for mid-September due to delays associated with the Caltrans rider permit process and
material availability. Project completion is anticipated in early October 2025.
B. CDBG Area 5 Residential ADA Curb Ramp Improvement Project
The CDBG Area 5 Project has been completed, with six (6) new ADA-compliant curb ramps
constructed in the Golden Springs Elementary School neighborhood. A Notice of
Completion has been filed.
C. SR-57/60 Confluence Improvements Project
Construction for the SR-57/60 Interchange Improvements is progressing. As part of the
ongoing project, the existing eastbound SR-60 Grand Avenue off-ramp was permanently
closed, and the newly constructed off-ramp opened on Tuesday, August 26th. Please see
the attached construction update provided by SGVCOG.
This milestone moves the Project one step closer to a brand-new Grand Avenue bridge and
a fully reconfigured on- and off-ramp system designed to enhance mobility, safety, and
access for drivers and the local community.
The demolition work on the Grand Avenue bridge will begin soon. This work will require
overnight closure of Grand Avenue, a full closure of both eastbound and westbound lanes
on SR-60, and multiple on- and off-ramp closures on the evening of September 27th.
