MINUTES OF THE ADMINISTRATIVE REVIEW
JULY 15, 2025
CALL TO ORDER:
Hearing Officer Greg Gubman called the Administrative Review Hearing of July 15, 2025, to
order at 10:32 a.m. in the Summit Ridge Conference Room, 21810 Copley Drive, Diamond Bar,
CA 91765.
Staff Present: Greg Gubman, Community Development Director; Grace Lee, Planning
Manager; Rudy Lopez, Assistant Planner; and Arlene Laviera, Administrative Coordinator.
1. PUBLIC COMMENTS: Resident's at 21676 Laurel Rim Drive and 21815 Onawa Place
presented questions about a wall. Staff informed both resident's there is no wall
proposed for this specific agenda item.
2. CONSENT CALENDAR:
2.1 Minutes of the February 27, 2025, Administrative Review
HO/Gubman approved the minutes of February 27, 2025, as presented.
3. OLD BUSINESS: None.
4. PUBLIC HEARING(S):
4.1 Plot Plan and Minor Conditional Use Permit No. PL 2024-7: The applicant,
Claire Lee, and property owner, US Pacific Construction Inc., are requesting Plot Plan
approval for a 994 square -foot two-story addition, a 197 square -foot second -story
balcony, a 55 square -foot front porch, and exterior remodel to an existing 2,230 square -
foot single-family residence on an 34,850 gross square -foot (0.80 gross acre) lot. A
Minor Conditional Use Permit is requested to allow the continuation of an existing
nonconforming structure with a 12'-8" rear setback (where 20 feet is required). The
subject property is zoned Low Medium Density Residential (RLM) with an underlying
General Plan land use designation of Low Density Residential (RL).

8292-010-002)
PROPERTY OWNER: US Pacific Construction Inc., 5406 Baldwin Ave., Temple
City, CA 91780
APPLICANT: Claire Lee, 8 Corporate Park #100, Irvine, CA 92606
ENVIRONMENTAL DETERMINATION: This project has been reviewed for compliance
with the California Environmental Quality Act (CEQA). Based on that assessment, the

City has determined the project to be Categorically Exempt from the provisions of CEQA
pursuant to the provisions of Article 19 Section 15301(e) (additions to existing structures)
of the CEQA Guidelines. No further environmental review is required.
Recommendation: Adopt the attached Resolution (Attachment 1) approving Plot Plan
and Minor Conditional Use Permit No. PL 2024-7, based on the findings of Diamond Bar
City Code (DBCC) Sections 22.56 and 22.10, subject to conditions.
AP/Lopez presented the staff report for Plot Plan and Minor Conditional Use Permit PL
2024-7.
HO/Gubman opened the public hearing.
Zhang Yonggang, resident at 2012 Chestnut Creek Road, expressed privacy concerns
with the second story, views of the mountain, and the number of bedrooms in the
proposed addition. Mr. Yonggang had no concerns with the proposed balcony.
Hua Youying, resident at 2002 Chestnut Creek Road, also expressed privacy concerns
and private driveway damage.
Staff suggested continuing the item to request the applicant/owner contact their
neighbors and attend the next Administrative Hearing meeting.
HO/Gubman closed the public hearing.
HO/Gubman continued Plot Plan and Minor Conditional Use Permit Planning Case No.
PL2024-7, to a date certain of Tuesday, August 5, 2025 at 10:30 a.m.
ADJOURNMENT: With no further business to conduct, Hearing Officer Gubman concluded
the Administrative Hearing at 10:50 a.m.
The foregoing minutes are hereby approved this August 5, 2025.
