HomeMy WebLinkAbout02/27/2025 ARCITY OF DIAMOND BAR MINUTES OF THE ADMINISTRATIVE REVIEW FEBRUARY 27, 2025 CALL TO ORDER: Hearing Officer Greg Gubman called the Administrative Review Hearing of February 27, 2025, to order at 3:30 p.m. in the Summit Ridge Conference Room, 21810 Copley Drive, Diamond Bar, CA 91765. Staff Present: Greg Gubman, Community Development Director; Grace Lee, Planning Manager; Mayuko (May) Nakajima; Senior Planner; Rudy Lopez, Planning Intern; and Arlene Laviera, Administrative Coordinator. 1. PUBLIC COMMENTS: None Offered 2. CONSENT CALENDAR: 2.1 Minutes of the January„ 30, 2025, Administrative Review HO/Gubman approved the minutes of January 30, 2025, as presented. 3. PUBLIC HEARING(S): 3.1 Minor Conditional Use Permit Planning Case No. PL 2024-86: The applicant is requesting approval for a Minor Conditional Use Permit (MCUP) to allow the sale of beer and wine at an existing 3,000 square - foot restaurant, Chan Kee, which is located within an existing 0.89-acre, multi -tenant shopping center. The sale of beer and wine in conjunction with a restaurant is a permitted use in the Community Commercial (C-2) zone with approval of an MCUP. Project Location: 20627 Golden Springs Drive, Suites 1 E-G Diamond Bar, CA 91789 (APN 8762-034-024) Property Owner: Justin Kim 3055 Wilshire Boulevard, Suite 405 Los Angeles, CA 90010 Applicant: Cecilia Chan for Chan Kee LLC 20627 Golden Springs Drive, Suites 1 E-G Diamond Bar, CA 91789 Environmental Determination: This project has been reviewed for compliance with the California Environmental Quality Act (CEQA). Based on that assessment, the City has determined the project to be Categorically Exempt from FEBRUARY 27, 2025 2 ADMINISTRATIVE REVIEW the provisions of CEQA pursuant to the provisions of Article 19 Section 15301 (Operation of existing facilities involving negligible or no expansion of an existing " use) of the CEQA Guidelines. No further environmental review is required. Recommendation: Adopt the attached Resolution (Attachment 1) approving Minor Conditional Use Permit No. PL 2024-86, based on the findings of Diamond Bar City Code (DBCC) Sections 22.56 and 22.10, subject to conditions. HO/Gubman opened the public hearing. HO/Gubman closed the public hearing. HO/Gubman approved Minor Conditional Use Permit Planning Case No. PL2024-86, based on the Findings of Fact, and subject to the conditions of approval as listed within the resolution. ADJOURNMENT: With no further business to conduct, Hearing Officer Gubman concluded the Administrative Hearing at 3:42 p.m. The foregoing minutes are hereby approved this July 15, 2025.
