On Thursday, September 12, 2024 I visited your property as part of the City's ongoing effort to
ensure the continued safety and attractiveness of the community. Conditions that detract from
the appearance of your neighborhood were observed.
I visited your property again on Friday, September 13, 2024 and observed that the following
conditions continued to exist: DBCC 15.00.120 Construction without Permits, DBCC
10.20.010 Storage of Inoperable Vehicles, DBCC 22.34.030(a) Storage of
debris/material/trash in public view, DBCC 22.34.030(d) Poor Landscaping Conditions.
Must contact Planning/Building and Safety Division to submit plans for the unpermitted
retaining wall and paving of the lawn. Inoperable Vehicles must be relocated to the garage or
an enclosed structure. ALL outdoor storage and debris must be removed from public view
and stored behind gated fence. The rear property has debris that must be removed. The
Landscape must be trimmed of all dried and overgrown weeds and vegetation to the slopes
and lawn. Tenant must pick up all dog feces/dropping around entire property.
Diamond Bar's reputation as a community of attractive and well -maintained properties is
based substantially on the high standards that are set by the community and contained in the
city code. Our goal is to work with residents and business owners to eliminate blight, approve
the appearance and safety of the community, and create an atmosphere which instills pride
aInd a sense of well-being to those who live, work, and play in Diamond Bar.
I will visit the property again on September 25, 2024. Your cooperation in correcting the
conditions) identified above is appreciated. Should the violation continue to exist, responsible

the public right of way/sidewalk. Must maintain accordingly.
Must relocate inoperable vehicle in an enclosed structure/garage. If the vehicle is in
working condition, please schedule an appointment to inspect the vehicle.

Nice to talk with you this afternoon.
This is Carolyn and I am the owner of the property located at 22710 Ironbark Dr., Diamond Bar, CA 91765.
1 have seen your email and I took action immediately. Firstly, I have notified my tenant in our wechat
group and asked 97� ff#A9�w (the wechat Chinese name and whom is the owner of all the inoperable
vehicles) to move the car that parked in front of the house's gate, however, he did not respond. Secondly,
I asked JE+Fr (the wechat Chinese name and who is the rent representative) to talk to :F294A�T face
to face, and told him to move the car. :F�M:T quarreled with J5v,-,J= and even pushed her.
Please check all the attached files. I have two PDFS and the chat record showed that they have answered
that they would move out by the end of August at the latest, which I have marked the English
translation myself. The wechat name � �� �i�" is my husband Alex (also marked as 4 MMLIAlex) and
he notified the lease dead line as the house owner status. :Hff M+ and BV,+�.E are our tenants and they
belong to two different families. J5 +.E is the rent representative who signed the lease contract with us.
Another pictures showed that we have notified the violation in the wechat group and asked the
corrections. (I did not mark the English translation)
I hope that we can fig out this matter smoothly and I really try my best to cooperate with you. Please also
understand our situation and give us more time. I realty appreciate it.

The Public Works Department has not issued an Encroachment Permit for the unauthorized
improvements located within the right-of-way.
The Public Works Department will not authorize these improvements to remain.
The property owner may propose relocating the walls entirely within the boundaries of private
property.

removal of the painted screen, poor landscaping and the removal of the unattached trailer. I will

I observed a vehicle and an unattached trailer parked on the unpermitted driveway extension, despite

It was also noted that a screen has been spray -painted black, presumably to conceal the debris behind

I attempted to reach you by phone this afternoon, but your voicemail was unavailable.
Attached are images reflecting the current condition of your property as of May 139 2024. In our
last communication, you indicated you preferred not to meet onsite until the condition of the
property had improved. Unfortunately, I have observed little to no improvement since that time.
At this point, I am requesting an onsite inspection next week as a final effort to bring the property
into compliance before referring the matter to the City Prosecutor.

My name is Officer Fernandez, and I am the Code Enforcement Officer assigned to the district
in which the property at 22710 Ironbark is located.
There is an active code enforcement case on this property, originally opened on September 12,
2024, due to multiple unresolved violations. I previously spoke with your tenants regarding
inoperable vehicles and the accumulation of debris used for vehicle repairs. While these issues
were addressed temporarily with the removal of the vehicles and debris in December 2024,
they have since returned to the property.
In addition, the property remains in violation for the following:
® Unpermitted retaining wall
• Paving over the lawn area
® Extension of the driveway
® Lack of maintained vegetation and lawn
® Visible storage of debris in public view
I understand from Officer Jones that you had reached out earlier this year regarding the
violation notices and citations, so I am aware that you are informed about the ongoing issues.
Despite multiple mailed violation notices and three issued citations, I have yet to receive any
response or corrective action from you. If the violations are not addressed promptly, the next
step will be to forward the case to the City Prosecutor for further enforcement.
Please contact me no later than April 29, 2025, to discuss a plan for bringing the property into
compliance and to avoid future legal action.
