HomeMy WebLinkAboutProcurement Ordinance MemoMEMORANDUM _______________________________________________________________________________ TO: CalRecycle FROM: Tara Reyes, Management Analyst Cathy Nguyen, Management Analyst CC: Ryan McLean, Assistant City Manager Anthony Santos, Assistant to the City Manager SUBJECT: SB1383 Procurement Ordinance Draft DATE: October 10, 2024 After extensive deliberation on memorializing SB 1383 procurement components— specifically, procurement of Recovered Organic Waste and Recycled Content Paper procurement—the Environmental Services team and the City Manager's Office concluded that the most efficient way to achieve and implement these goals would be to update the City's internal procurement policy. To meet the enforceable mechanism requirements, the City incorporated specific standards, such as pathogen- and heavy metal-free compost and mulch, into its contracts with the respective vendors. Although the draft procurement ordinance update was not pursued at this time for efficiency reasons, the City will retain these suggested updates for future reference. If there is interest in revisiting this in the future, the attached document can serve as a starting point.
