It appears you will need to reimburse the payor. The challenge is B&S staff sends a payment link to the applicant but they may forward that email to another party or the owner and we
just verify that the payment was made. I would think the best way to verify a card payment is to ask for proof of payment as it seems City View receipts are unreliable at this time
or run a credit card report.

I hope you are well.
I processed a C&D refund earlier this year for PR2023-2121, per the information listed on the receipt for that PR#. JB Roofing called back, indicating that they do not know the person
to whom the check was issued, and it should have been issued to Jose Rafael (as indicated on the C&D Debris Plan). Do you know what happened?
I have already communicated to her that I can only issue a refund to the person who paid the permit fees.
