Others present: Aaron Scheller, Deputy, Diamond Bar/Walnut Sheriff's Station; Stephen Tousey, Captain, Diamond Bar/Walnut Sheriffs Station; Leticia Pacillas, NU KY 21, 2025 PAGE 2 CITY COUNCIL LACFD Community Services Liaison, APPROVAL OF AGENDA: City Attorney Omar Sandoval stated that there was no reportable action to report out of the closed session held at 5:30 p.m. Mayor Teng approved the agenda as presented. 1. SPECIAL PRESENTATIONS, CERTIFICATES, PROCLAMATIONS. 1.1 Proclamation Declaring January 29, 2025 as Lunar New Year. The City Council presented the proclamation to the Diamond Bar Chinese American Association, represented by President Allen Ku, and Walnut Valley Unified School District Board Member Tony Torng, 2. CITY MANAGER REPORTS AND RECOMMENDATIONS: 2.1 Windstorm Updates. City Manager Dan Fox provided an update about the recent windstorm. Acting Assistant Fire Chief Dustin Robertson provided an update on the status of the fires and provided the community with information on how to stay informed and prepare for a fire emergency. Walnut Valley Water District General Manager Sheryl Shaw provided an update on the District's readiness for an emergency and provided preparedness resources for the community. 3. PUBLIC COMMENTS: The following provided public comments: Cynthia Yu, Diamond Bar Library Manager Douglas Barcon, resident Amy Mao, Diamond Hills Ranch HOA Board Member Eleanor Boruah, resident Lorin Neeley, resident Allen Wilsonresident , Rudy Chavarria, resident Deputy Aaron Scheller CC/Santana reported that one email was submitted by Lorin Neely for public comment, and no guests on the teleconference line requested to speak under Public Comments. 4. SCHEDULE OF FUTURE EVENTS: CM/Fox presented the Schedule of Future Events. 5. CONSENT CALENDAR: C/Chou moved, C/Liu seconded, to approve the Consent Calendar. COUNCIL MEMBERS Chou, Liu, Low, MPT/Tye, M/Teng None None 5.1 APPROVED CITY COUNCIL MINUTES: 5.1.A DECEMBER 17 2024 CITY COUNCIL REGULAR MEETING. 5.2 RATIFIED CHECK REGISTER DATED DECEMBER 10, 2024 THROUGH JANUARY 7, 2025 TOTALING $1,883,371,33, 5.3 APPROVED DECEMBER 2024 TREASURER'S STATEMENT. 5.4 ADOPTED RESOLUTION NO. 2025-01 APPROVING CONTINUED PARTICIPATION IN THE LOS ANGELES URBAN COUNTY PERMANENT LOCAL HOUSING ALLOCATION ("PLHA") PROGRAM. 5.5 APPROVED CONSULTANT SERVICES AGREEMENT WITH DE NOVO PLANNING GROUP TO 6. PUBLIC HEARINGS: PREPARE NECESSARY ENVIRONMENTAL 6.1 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM ALLOCATIONS FOR FISCAL YEAR 2025/2026. CDD/Gubman presented the staff report. M/Teng opened the public hearing at 8:11 p.m. There were no Public Comments. M/Liu closed the public hearing at 8:12 p.m. C/Low moved, MPT/Tye seconded, to adopt Resolution No. 2025-02 approving the Community Development Block Grant Funding Allocations for Fiscal Year 2025/26. AYES: COUNCIL MEMBERS: Chou, Liu, low, MPT/Tye, M/Teng NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None 7. COUNCIL CONSIDERATION: JANUARY 21, 2025 PAGE 4 CITY COUNCIL 7.1 TRANSMITTAL OF THE FISCAL YEAR 2023/24 ANNUAL COMPREHENSIVE FINANCIAL REPORT (ACFR). FD/Jacobsen presented the report. There were no Public Comments. C/Chou moved, C/Low seconded, to receive and file the Fiscal Year 2023/24 Annual Comprehensive Financial Report. Motion carried 5-0 by the following roll call vote: AYES: COUNCIL MEMBERS: Chou, Liu, Low, MPT/Tye, M/Teng NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None 7.2 APPROVAL OF A REAL PROPERTY TRANSFER AGREEMENT AND ESCROW INSTRUCTIONS WITH THE DIAMOND BAR LITTLE LEAGUE FOR PROPERTY LOCATED AT 22601 SUNSET CROSSING ROAD. ACM/McLean presented the report. The following provided public comments: John Salcedo, resident Douglas Barcon, resident C/Liu moved, MPT/Tye seconded, to approve Resolution No. 2025-03, a Resolution of the City Council of the City of Diamond Bar approving a Real Property Transfer Agreement and Escrow Instructions with the Diamond Bar Little League for property located at 22601 Sunset Crossing Road. Motion carried 5-0 by the following roll call vote. AYES: COUNCIL MEMBERS: Chou, Liu, Low, MPT/Tye, M/Teng NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: None 8. COUNCIL SUBCOMMITTEE REPORTS AND MEETING ATTENDANCE REPORTS/COUNCIL MEMBER COMMENTS: The following Council Members provided a report on meetings attended at the expense of the local agency per Government Code 53232.3(d). Mayor Pro Tern Tye reported on attending the California Contract Cities 2025 Sacramento Legislative Tour. 9.
