VVS Route Review Procedure
Overview: Route reviews are conducted on a quarterly basis for commercial business
containers and residential containers. Monitoring containers for contamination is an essential part of
Valley Vista Services’ collection service. Valley Vista Services (VVS) utilizes Cal Recycle’s “Best
Management Practices for Implementing Route Reviews” as a guide for this procedure.

Cal Recycle Requirements: Jurisdictions are responsible for conducting hauler route reviews.
VVS client jurisdictions delegate this activity to VVS through a franchise agreement or contract. The
requirements for route reviews can be found in 14 CCR Section 18984.5.

Benefits of route reviews: The goal of a route review is to keep waste streams clean and to
identify contamination. For example: keeping organics waste streams clean will help ensure that the
organic material can be processed and composted, or anaerobically digested. To address
contamination, SB 1383 establishes route review requirements for all collection systems .

VVS Route Review Procedure
Step 1. Outline the route: Select the service area for a specific route by utilizing a map of the
jurisdiction. Select 7 to 10 stops from the route to review.
Jurisdictions have the flexibility to determine the number of each type of container to inspect
on each route. Per Cal Recycle, there are no minimum container inspection requirements.
However, VVS plans to conduct route reviews on a quarterly basis, 7-10 stops to review.

Step 2. Inspection: All occurrences of contamination are noted on the customer's account and
forwarded to dispatch/customer service for follow up via email or phone call. Additionally, the
auditor or driver will tag the bin if contamination is present upon review.
Route review inspections can be conducted in several ways.
➢ Physical Inspection: Auditor “flips the lid” before trash service is completed on service
day. A photo of the bin contents is required for each route review stop.
➢ Camera Monitoring: Auditor can pull video footage from 3rd eye to review for
contamination.
➢ Driver Reviews on Site: Driver can inspect on site when service is performed. If a
driver notes contamination, he/she must report to dispatch to note the work order so
customer service can follow up with the customer. The bin will also be tagged.

Step 3: Record Keeping: Auditor must maintain written or electronic documentation of route
reviews and photos. Documentation of route reviews is a very important part of the route
review process. Each jurisdiction is required to provide yearly reporting on the following:
➢ The number of route reviews conducted.
➢ The number of times notices, violations, or targeted education was issued to customers
to prevent future contamination.
Auditors should utilize a route review log to document all route reviews. Maps, review logs, and
photos must be stored in a shared file location. Records should be available upon the request of our
client jurisdictions or consultants at any time.
