HomeMy WebLinkAboutProcurement Program Description.docx City of Diamond Bar SB 1383 Procurement Program Description To comply with the recovered organic waste product and paper product recycled content procurement provisions of SB 1383, the City has developed the following programs: Annual Recovered Organic Waste Product Procurement Target: Partnerships with Direct Service Providers: The City has entered into agreements with Direct Service Providers (DSPs) to facilitate the distribution of compost and mulch. These partnerships ensure that the City meets its procurement obligations by coordinating with suppliers who process and distribute compost to farms and other end users. Local Use and Distribution: The City is exploring opportunities for the local use of compost and mulch on public right of way such as parks, street medians, and other landscaped areas. This warranted issuing a Request for Proposals (RFP) to conduct a landscape analysis, which will identify available spaces within the City where compost or mulch can be applied. The analysis will also define the frequency, application rates, and best materials to use, ensuring that the City optimizes its use of recovered organic waste products. Additionally, the City is seeking local use partnerships with organizations and private businesses within Diamond Bar and outside of the City perimeters. Public Programs: The City will continue to engage residents through educational outreach programs. At city-hosted environmental events, free compost and mulch will be provided to the public, encouraging community participation in reducing organic waste. The City has also established a self-serve compost and mulch program, allowing residents to access these materials on an ongoing basis. Renewable Natural Gas (RNG): The City is also exploring the possibility and feasibility of running its franchised hauler’s fleet on Renewable Natural Gas. The City’s residential hauler is expected to open up its RNG fueling stations in 2025, fed by the organic material processed at its material recovery facility in a neighboring city. Paper Product Recycled Content Procurement: In alignment with SB 1383’s provisions, the City has implemented internal procurement policies that prioritize the use of paper products with recycled content. The City will ensure that all purchased paper products meet the minimum recycled content standards and recyclability criteria, as specified by the regulation, where practicable in terms of cost and quality. The City will maintain detailed records of its paper procurement activities to demonstrate compliance with SB 1383. This includes documentation of the amount, type, and recycled content of paper products procured annually, as well as records verifying the recycled content and recyclability of paper products purchased. This documentation will be submitted to CalRecycle as part of the City’s annual reporting requirements under the law and filed in the City’s Implementation Record. Ongoing Compliance and Future Considerations The City will continue to evaluate its procurement strategies and adjust them as needed to ensure ongoing compliance with SB 1383. This may include expanding local compost and mulch use, updating contracts with service providers, and increasing community engagement through educational programs. The City will also explore new opportunities to source and utilize recovered organic waste products in alignment with state requirements.
