OCTOBER CITY MEETINGS & EVENTSCALENDAR The popular family- and dog-friendly event features games and activities, photo stations, costume and pumpkin decorating contests, and trick-or treating in the vendor tent filled with dozens of pet-related product and service vendors. Dogs must be leashed, vaccinated and with their owners at all times. Prizes will be awarded to the top winner in each category of the costume contest - best dog and owner combo, best large dog, and best small dog. Also, while supplies last, free goodie bags will be given to children ages 2-8 with advanced online registration using activity code 2878 at www.diamondbarca.gov/recregister. TEAMWORK ON THE TRAIL … Armed with long-handled grabbers and bags, dozens of volunteers from Diamond Bar High School’s Chinese American Parents Association (CAPA) were pictured at Sycamore Canyon Park trail on a Sunday morning in August on one of their regular park cleanups. Just as they have every Sunday for almost two years, the group walked the length of the trail collecting litter, trash, and recyclables along the way. These cleanups are one of the ways CAPA, which has a current membership of 350 families, works to instill in its student members the importance of community service and giving back to others. CAPA is a volunteer, parent-led nonprofit that works to support Chinese American parents of students attending Diamond Bar High School. Pumpkin Decorating Contest Make the most of your family’s Halloween fun by decorating or carving pumpkins and entering them into the pumpkin decorating contest! Pumpkins can be any size and can be carved or decorated using paper, paint, feathers, glitter or any other craft items so long as the theme is family-friendly. You must bring your pumpkin along with a completed entry form to Pantera Park between 8:30 and 9 a.m. the day of the Halloween Party – Saturday, Oct. 26. Pantera Park is located at 738 Pantera Drive. COVID AND FLU VACCINE CLINICCOVID AND FLU VACCINE CLINIC The City and Los Angeles County Health Department are co-sponsoring a COVID and Flu Vaccine Clinic 10 a.m. to 3 p.m. Tuesday, Oct. 15 at the Diamond Bar Center, located at 1600 Grand Avenue. Registrations are encouraged, and be made online at www.diamondbarca.gov/recregister using activity code 4000 for the flu vaccine and 4001 for the COVID vaccine. A separate registration is required for each person and each vaccine. Walk-ins are accepted but subject to availability. Written or verbal consent is required for those who are unable to consent for themselves, such as youth younger than 18 years of age or those with cognitive disabilities. VETERANS CELEBRATIONVETERANS CELEBRATION Thursday, Nov. 7 • 9-11 a.m. Diamond Bar Center, 1600 Grand Ave. A special award ceremony, patriotic musical performances, and giveaways will be part of this annual celebration that recognizes and pays tribute to U.S. military servicemen and women. Also, as part of the event, participants of the City’s Armed Forces Banner program who are no longer actively deployed will receive their personalized street pole banner as a keepsake. Nonprofits and crafters have until Friday, Oct. 25 to apply to work the event as a game and activity booth operator, nonprofit information booth, or craft fair vendor in exchange for their participation, nonprofits that staff the game and activity areas will receive a portion of proceeds from the wristband and game/craft card sales; craft fair vendors keep all their profits. The City’s Home Improvement Loan Program may be the answer. The program offers no-interest, deferred loans for projects that improve safety, energy efficiency or accessibility conditions, address code enforcement issues, or even enhance the exterior appearance of single-family homes or condominiums. Eligible projects include electrical and plumbing repairs; exterior paint or repairs to stucco or siding; installation of deadbolt locks and smoke detectors; insulation; improvements for special needs such as ramps, doorway or hallway widening, or modifications to bathrooms or kitchens; new windows or doors, property cleanups; roof repairs or replacement, and termite/pest control. Loan amounts are available from $5,000 to $30,000 for single-family homes, and $5,000 to $20,000 for condominiums. There is no interest charged on these loans, there is no monthly payment, and they only have to be repaid if you move out or sell, transfer or refinance the home, or acquire additional real estate. To qualify for a loan, you must be the owner and occupant of the house, and meet income requirements for low-and-moderate income households. If you want to learn more about these loans and see if you qualify, set up a free one-on- one appointment with one of the program administrators by calling (909) 839-7030. 2024 General Municipal Election Canceled The cancelation is because of a lack of uncontested races in the two voting districts up for election. At its regular meeting of Aug. 20, the Diamond Bar City Council voted to cancel the Nov. 5, 2024 General Municipal Election because the number of candidates seeking office does not exceed the number of seats up for election. The candidate filing period for the November election opened July 15 and closed Aug. 9. At closing, only incumbents, Stan Liu and Ruth M. Low, had filed nomination papers and qualified to run for office for each of the open seats in voting districts 2 and 5. Since neither Liu nor Low face challengers for their respective seats and there are no other citywide offices or measures on the ballot, California Elections Code Section 10229 allows the City Council to appoint Liu and Low to new four-year terms, and save approximately $53,000 that would have been spent holding an uncontested election. Liu and Low are currently serving on the City Council at an at- large capacity. When they assume their new terms (2025-2029), Liu will represent voting district 5, and Low will represent voting district 2. Both will be sworn into office during the City Council reorganization meeting in December 2024. The next General Municipal Election for the City of Diamond Bar will take place Nov. 3, 2026 for voting districts 1, 3 and 4. New Signs Coming to All Parks New signs prohibiting smoking will soon be posted at all entrances to city parks. The signs, set to be installed sometime this fall, are part of the City’s efforts to raise community awareness of a new local law that took effect Sept. 6 banning smoking and the disposal of smoking-related waste anywhere on city park grounds. Adopted by the City Council in August, the law covers all types of smoking products, including tobacco, e-cigarettes, vaporizers, and marijuana, and applies to park property in its entirety, including in parking lots and inside vehicles. The smoking ban does not apply to public sidewalks outside of park boundaries. As with the enforcement of most City ordinances, the primary goal is to obtain voluntary compliance from park visitors through onsite signage, education, and other community outreach efforts. However, if an individual knowingly breaks the law and refuses to stop smoking when asked, they are subject to fines of $100 for the first offense, $200 for the second offense and $500 for each additional offense within a one-year time period. Violations will be enforced by the Walnut/Diamond Bar Sheriff’s Station. More information about this new law is available on the City website at www.diamondarca.gov/community. Oct. 16 Presentation To Cover the Making of Local Laws The next and last presentation in the 2024 City Government Explained series will explain how City Council meetings are run and local laws passed, and share information on how community members can get involved in decision-making. Set to take place 6-7:30 p.m. Wednesday, Oct. 16 at City Hall, 21810 Copley Drive, the presentation titled “Public Meetings and the Policy Making Process” is open to individuals age 16 and older. Fire-Resistant Landscaping Workshop On Saturday, Oct. 12, Walnut Valley Water District is teaming up with L.A. County Fire Department’s Forestry Division and firescaping expert and author Douglas Kent to host a free workshop that will teach participants how to protect their homes with the right plant selection, placement and maintenance.
