Good Morning,
It’s been awhile since the Area D Regional CERT Mutual Aid Plan (Area D CMAP) was sent out to all Area D cities. To date, we only have three cities (i.e., Glendora, Temple City and
Walnut) that have signed the agreement. I am resending Area D CMAP with the hope that all Area D cities agree to be part of the Plan and get it approved by their respective cities.
The Area D CMAP is beneficial to all cities with, or without, an affiliated CERT program. Additional information is available in the chain of emails below.

Good Afternoon Emergency Managers,
The Area D Regional CERT Mutual Aid Plan and Agreement have been amended. The changes are as follows:
Agreement
Section 4. Medical Liability was changed to Workers' Compensation. CERT volunteers must be provided workers' compensation coverage, by their city/agency, during non disaster-related
activities (i.e., disaster preparedness events, parades, first aid booths, etc.). During disaster-related activities, CERT volunteers may be eligible to be covered under the State's
Disaster Service Worker Volunteer (DWSV) Program. Cities/agencies must meet the requirements of the DSWV program to have coverage under the DSWV program.
Plan
Section V (B). Subsection 4 was changed to be consistent with Section 4 of the Agreement. Subsection 5 was deleted.
Section V (D) was changed to be consistent with Section 4 in the Agreement.
The amended Agreement and Plan are attached. Please make sure to use the versions with the revision date of 02/03/2021.
I am also attaching a copy of the State's DSWV Program Guidance for your information.

Over the past few years, the Area D CERT Advisory Board has been developing an Area D Regional CERT Mutual Aid Plan and Agreement. The final plan and agreement have been approved by
the Area D CERT Advisory Board and the Area D Executive Board.
The plan and agreement have been reviewed and approved by Temple City’s city attorney. City Attorney Greg Murphy, from the law firm of Burke, Williams & Sorensen, LLP, has made himself
available to speak your city attorneys, should they have any questions.

The purpose of the plan is to provide member cities, partner agencies and first responders a quality resource for pre-planned event and disaster response assistance, when a member city
or partner agency does not have sufficient resources and requires additional trained volunteers.
An example of the value and benefit of an Area D Regional CERT Mutual Aid Plan is the recent Bobcat Fire, which affected five foothill communities in Area D. During the initial response
to the Bobcat Fire, Monrovia and San Dimas CERT were assisting the U.S. Forestry Service in staffing a call center at the Angelus National Forest Administrative Building in Arcadia.
As the fire and response grew, Monrovia and San Dimas CERT were unable to fill all the call center shifts and positions. Monrovia was directly impacted by the fire and their CERT
team began assisting with city operations in the EOC. San Dimas CERT did not have enough volunteers to fill all the shifts and positions. It was at this time, that Area D received
a request from San Dimas CERT to ask other CERT programs in Area D, if they could assist with staffing shifts and positions in the call center. The call went out, and several CERT
programs responded. Below is a summary of Area D’s CERT activation for the Bobcat Fire Call Center:
* Seven CERT Teams (Duarte, Glendora, La Verne, Monrovia, San Dimas, Rosemead, and Temple City) were activated.
* 17 CERT members responded.
* CERT Activation:
* 15 days (Sept. 12 – 24, 2020)
* 33 shifts (+/- 6 hour shifts)
* 187 total hours
A member city does not have to have an established CERT Program to request and receive mutual aid assistance from Area D Regional CERT, but must be a party to the agreement.
The attached Area D CERT Mutual Aid Plan and Agreement provide additional details regarding the plan and participation in the program.
