An OARRS event has been created for the 2023 Late February Winter Storm. Please login to view the initial situation summary.
Situation
National Weather Service is predicting a significant storm system with a Blizzard Warning, coming in as early as Thursday 2/23/2023 and expected to last through Saturday 2/25/2023.
Beginning Thursday evening, a flood watch will be in effect and expected to last until late Saturday. As much as 2-5 inches of rain is expected along the Coasts and Valleys with the
peak rain (0.50-0.75/hr) expected Friday and Saturday. Snow is expected in portions of the county, especially in the Santa Monica and Los Angeles Mountains. Elevations as low as 1,500
ft are expected to receive 1-6 inches, with elevations above 4,500 receiving as much as 7 feet of snow. Damaging winds are expected in the Antelope Valley, Santa Monica and Los Angeles
Mountains and foothills with winds reaching 60-75 mph, starting Friday morning and ending early Saturday. The coasts and valleys are expected to receive 30-50 mph winds. Dangerous
temperatures are expected throughout the county with the mountains expected to have temperatures between -5 to 10 degrees Fahrenheit.
Impacts
Potential for roadway flooding may cause widespread road closures and delays, especially on mountain, foothill, and desert roads. Down trees and power lines are expected. Whiteout
and blizzard conditions expected in the mountains with an increased threat of avalanches.
Additional actions taken
• Southern California Edison has activated their Incident Management Team to monitor and manage storm related issues. Restoration teams are being prepositioned for the storm.
• The Augmented Winter Shelter Program has been activated for the period of 2/23-2/26.
• Evacuation Warnings have will be issued for the Lake Hughes, Kings Canyon, Juniper Hills, and Valyermo areas starting 6pm, Thursday 2/23, through 8am on Sunday 2/26. The Office of
Emergency Management has messaged the mentioned affected areas.
• Public Health has provided the public with tips to safely stay warm.
• Public Works has issued a phase 2 mudflow forecast for Land, Fish, Grandview, Ranch2, Bobcat, Lake, Tujunga, and Soledad burn scars. A phase 1 has been issued for the Getty, Saddleridge,
Tick, and Colorado burn scars. The phase forecasts are anticipated to expire on Sunday 2/26 at 6am.
