Quick follow up. I reached out to the City Attorney for confirmation on a draft no trespassing sign I created. I also reached out to Jesse Walker-Lanz with County Library to make them
aware of the situation. He was informed of the reported fire from last week. As a precaution, he will discuss with his team and share internally with his Library security team.

Good afternoon Ms. Mier,
Deputy Scheller and I had an opportunity to hike the hills behind City Hall this afternoon. We hiked behind City Hall up behind nearby 21700 Golden Springs, as well as further up the
hillside directly in back of City Hall.
Based on those observations, it appears there are remains of some burnt tree logs in the orange circle that is on the property behind 21700 Copley Drive, with attached photo “Orange”
for reference. There are some wood pallets as well, that appear to be a makeshift fence. I’ve also provided some photos of the larger encampment titled “Red” for reference. That
location is well behind City Hall on property owned by Gateway Corporate Center Association.
I have cc’d my colleague Sr. Neighborhood Officer Ronnie Ramirez. The recommendation is that the City post no trespassing signs on City access points up to the encampments. Gateway
should also post no trespassing signs on access points where persons could go into the unimproved hillside owned by the Association.
If you could please review the attached “Letter of Agency”, which I have attached. Should you agree, we would need an authorized representative from the Association to complete and
sign the attached. You can fill out one for each of the parcels or addresses, or one letter but being sure to list all address and parcels.
Lastly, it is recommended that Gateway Association start the process to notice of trespass and schedule for cleanup on the encampments on Association property. When the City initiates
this process we give the alleged trespasser 48 hours to vacate. We can help you with that process, but ultimately the notice would need to come from the Association as the owner of
the property. The City can support and coordinate with your maintenance teams, and have our Sheriff personnel on site as necessary.
It may be advantageous for our team and yours to schedule a call or meeting to discuss some of the items in this email.

Good morning Ms. Mier,
Thank you for taking my call. As discussed, I work for the City of Diamond Bar and collaborate with our Public Safety partners and service providers to respond to requests for homelessness
services and encampment response that takes place on City and private property.
It recently came to our attention that an individual has been physically encamped on City of Diamond Bar property at 21810 Copley Drive. LA County Fire responded to a report of a fire
at the rear of our property by the trash enclosure, and upon further inspection it appears there were burnt pieces of wood or logs as well as unburnt wooden pallets. The person(s?)
parked two vehicles at the rear of our property, and were in the process of setting up one or more encampments on the natural hillside separating City property from the adjoining parcel
at 21700 Copley Drive.
I bring this matter to your attention that way if you receive additional calls/questions/concerns from adjoining businesses, we can coordinate our response if it is a non-emergency situation.
The City works with a couple providers that can reach out for social and housing referral. We can also initiate the letter of agency process, whereby unauthorized persons on private
property can face removal.
If the matter is law enforcement related please have tenants contact the Sheriff’s Department directly at 909.595.2264, or 9-1-1 if an emergency.
