Our local burn scar areas of Ranch 2, Bobcat and Fish Fire have been put on a Phase 2 mud and debris flow for the rains expected between 1/4-1/6. As a reminder with any local emergency: if your city is impacted due to the rains, and the damage extent is a risk to life safety, property or the environment, and its a financial impact to the city, you can proclaim a local emergency. * Local emergency proclamations (LEP) can be issued within 10 days of the start of the emergency. * If you are seeking financial assistance, then you must ensure that your LEP indicates that you are seeking assistance from CDAA or FEMA. * The state will want to know level of your EOC activations (low level, remote, virtual, etc) and duration (date/time activated, date/time deactivated). * A signed copy of the LEP must be sent to me, your DMAC for it be be processed to the proper channels and make it up to the state proclamations team. * A ratified copy of the LEP must be done within 7 days of the initial date the LEP was issued and signed. * If City Council meting is not scheduled within those 7 days, a special meeting must be called to have it ratified. That copy must also make its way to the state within the 7 day time frame. * If you asked for financial assistance, the Initial Damage Estimates (IDE) will be due to the state within 72 hours of when your city point of contact (poc) received receipt from the proclamation's team receiving your initial LEP. * Once the proclamations/recovery team receives this information, they will schedule applicants briefings with your city POC. I would recommend having your finance, public works, city manager and ESC on these calls. * Be prepared to provide the State with a budget impact review as it will be requested. Any delays of these items to the State will only delay their summary report to the governors office. Also, each rain storm is considered its own incident (i.e. Rains on 12/31-1/1 is one rain storm event. Rains on 1/4-1/6 is a second rain storm event). I would recommend tracking any mitigation activities. Take pictures of potential impact areas before hand. Take pictures of ay empty debris basins that have been cleared out before each rain storm.
