Subject: [Possible SPAM: Barracuda] Homeless Check
Importance: Low
CAUTION: This message originated outside of our City of Diamond Bar network.
Due to recent complaints, the Diamond Bar SAO Team conducted a sweep of the city to ascertain the current homeless situations.
The team started off in the wooded area across from the old Chuckie-Cheese (1900 Brea Canyon) and found several locations which at one time had been used by the homeless. Most of the
area appeared to be abandoned but a lot of trash has been left behind. A local transient female was there, and we discussed the matter of trespassing. She said she had already decided
to leave and understood she could not return. We contacted the HOA which owns the property and talked with them regarding a “Letter of Agency” and posting no trespassing signs. We
will be meeting with them next week to discuss these matters including cleanup of the property.
We drove to 3333 South Diamond Bar Blvd regarding complaints of homelessness. We did not find anyone living around the property. We did locate a small area on the freeway side of the
fence which had a few bails of hay and wood. It appeared to be a location for someone to sit and hang out, but we did not find anything which leads us to believe someone is living
there. This area also looked old and abandoned. We tried to contact Dr. Hsiang who has an office inside the building #216. He did not answer. It should be noted that I have called
him before and tried to locate him at his office which met with negative results. At this time, he has not returned my phone call.
We searched the hillside near the Diamond Hills Community (Diamond Bar Boulevard/Crestview Drive) and found a set of stairs dug out in the dirt. We walked up the dirt path and found
an unoccupied tent on the hillside. We believe we were able to identify the person staying there and if we see him, we will notify him of the “Letter of Agency” on file for that location.
We will also contact the HOA to notify them of the proper signage that needs to be posted along their property.
We searched the Sycamore Canyon area and found no signs of homeless.
We searched the area near the 60 freeway on/off ramp at Diamond Bar boulevard and found no encampment. There was trash along the fence, but no signs of recent homeless activity. I
contacted the city who came out to remove a couch and trach which had been left under a tree.
We checked around the CVS and found no homeless or signs of homeless encampments.
We checked around Oak Tree lanes and found no homeless or signs of homeless encampments.
The results of a sweep showed that there are no active encampments (Five or more homeless living together) within Diamond Bar. We did find one known homeless female who was already
moving out of the area. We found one small tent which could hold only one person. When seen, we will advise the person to move off private property or be arrested for trespassing.
We understand the transients like to move around and we may not have been at the right place at the right time. We will continue to work to identify any homeless residing in the area
and offer them any resources we have.
We are also aware of the park & Ride and the recent RV’s that have moved in. Since it is on state property, I contacted CHP and waiting for a call back from and officer who oversees
the park and rides.
