Below you will find an email just received from County OEM.
As the rains have died down today, this should provide you with an opportunity to determine the severity of any damages the city might have received due to the storms of March 14th.
If you would like to submit initial damage estimates, please use the form provided below.
Note that in the email it indicates that the county at this time has not met any threshold, therefore they are asking for any damages to be submitted to determine any further action
on their part.
As always, I advise that local jurisdictions should proceed with issuing local emergency proclamations in addition to the initial damage estimates. This will allow the local jurisdiction
to be viewed independently if the county does not qualify.
If you have any questions, please feel free to reach out to me. Cities have 10 days from March 14th to declare a local emergency.

Good afternoon all,
This IDE is being sent as a request to update IDEs for the 2023 March 9th Winter Storm. These updated IDEs should include only costs incurred starting March 9th through March 17th.At
this time, there is no guarantee of Federal/State funding/reimbursement opportunities tied to this event, but we will communicate if that changes. We are still waiting on State guidance
on whether the costs for the two storms will be separated, but based on the Presidential Declaration, the current storms (starting 3/14) fall within the incident period. Due to these
circumstances, I will stress that identifying the date of damage within tab 2 will be key; if the State decides on separate storms, we will separate damages based on these identified
dates.
Please submit the updated IDEs for your cities/agencies to this email by Friday March 17th , 2023 at 5PM; early submissions are encouraged and appreciated.
Figures in the IDE do not have to be exact; realistic estimates are acceptable. We understand that the deadline is sooner than the typical timeline and that your cities/agencies may
be busy responding to the storms, however, our 72 hour deadline falls on a Saturday and the initial damage estimates need to be received on time to realistically gage the OA’s impact.
Any costs not received by the deadline may be left unaccounted.
Please see below for guidance regarding the update that is needed:
* If your cities/agencies did not have damages March 9th- March 13th: please confirm that you have no damages to add or submit any damages you’ve experienced March 14th – March 17th.
* If your cities/agencies submitted IDEs for March 9th – March 13th: please confirm you have no updates or update your IDE with the added damages and resubmit your IDE (all damages
incurred 3/09/23 – 03/17/23 should be on one IDE)
* If your cities/agencies did not respond: please submit all damages incurred between March 9th – March 17th.
Please ensure that the costs submitted in response to this email only include costs incurred starting March 9th and not residual costs from the previous storms. Any Category B costs
reported should only include Overtime costs.
Please ensure that your cities/agencies are using the updated template attached (or on the email sent on 3/10/23)
The cities/agencies are to fill out tabs 2, 3, & 4; tab 1 auto populates (see below).
Instructions for IDE updates: The workbook contains multiple tabs that need to be completed. One of the changes made is that the IDE- Summary tab (tab 1) auto populates. When the cities/agencies
fill out the PA (tab 2), FHWA (tab 3) , and IA&SBA (tab 4) the information will appear in the IDE -Summary (tab 1). Not all tabs will be applicable to every department.
