Earlier today I had an opportunity to meet with the San Gabriel Valley Council of Governments (SGVCOG), LA CADA, and the cities of San Dimas, Irwindale, and Glendora regarding the homeless
supplemental services that will be provided to our cities later this month through an agreement between the COG and LA CADA.
In short, the COG received Measure H homeless funds to start this program that will supplement the programs and services offered by each of our cities and our law enforcement partners.
Some cities like Glendora have a larger budget and service delivery system, and others like Diamond Bar and San Dimas have limited services and rely on LAHSA, LA HOP, and our partnership
with the Sheriff’s Department.
What LA CADA Does:
LA CADA is the Los Angeles Centers for Alcohol and Drug Abuse. They operate an entire spectrum of services from short term housing, to small facilities focusing on drug treatment, and
have partnerships with various cities in the region. As part of this program, there will be 16 beds devoted to the area partnership. While limited, there is a dedicated resource that
the City will be able to utilize. LA CADA will deploy their teams within our cities, and will reach out to homeless and transients in an effort to get them into short term housing,
drug treatment, or medical/mental health services.
How it Works:
* Starting late September on Monday afternoons, LA CADA will deploy a team consisting of two full time staff and related personnel with experience in mental health, housing navigation,
and outreach.
* Residents will continue to call Sheriff or the City as they customarily do. Once resources are deployed, the City and Sheriff Dept. personnel can then forward non-emergency information
to LA CADA for their visit in the City. Again, this resource is a supplement to the existing resources that we currently use.
* LA CADA will be in Diamond Bar on Monday afternoons. They will have teams throughout our region the rest of the week, and if time and staffing permits they can be in town other days/times.
While currently limited to one day a week, this will be monitored so we can adjust in a few months, if needed.
Meeting with our Team:
* I’ve asked the SGVCOG about setting up a meeting with our team and LA CADA. Once I confirm I will coordinate with City staff and Sheriff so we can meet one another.
* At a minimum, I believe it would be good for us to have at least one representative from Public Works, Neighborhood Improvement, and the Sheriff Department special team if possible.
If there are particular person(s) that should be included please let me know.
Reporting:
* When LA CADA is in town on Monday afternoon they will provide me with text updates on where they are at, who they have met with, and any results. I’m hearing the text updates are
quite extensive, so I will forward summary information once received for your knowledge.
* I will receive weekly and monthly updates and will share with the team.
* The reporting information can be used by the City to better identify additional resources, identify any funding needs, and services we may need to consider offering to the homeless
and transient community.
I am the City’s designated point of contact with LA CADA and SGVCOG on this partnership. My intent is to bring all our team and their team together so we know who the players are.
This will be good so we know who they are, how they operate, and can ensure they support our team and the Sheriff’s Department in a way that adds value to what we are doing.

To follow up on Sam's update regarding the upcoming Supplemental Services Program, we require participating cities to sign the attached letter agreement, which outlines both the city's
and the SGVCOG's expectations, to confirm participation in the Program. We only require a city manager's signature, and the letter agreements must be signed prior to the start of services,
which is anticipated to begin mid-August.
We will be in touch shortly to schedule the kickoff meetings with LACADA!

I wanted to provide all of you with an update on the upcoming Supplemental Services program. At our May meeting, we communicated that we would be contracting with Union Station to
provide multi-disciplinary teams that would serve the different cohorts in the San Gabriel Valley. The Governing Board approved the contract for a not-to-exceed amount of $1.1 million
with Union Station at its May meeting, and we received our executed contract from LA County in late May, setting the stage for contract execution.
In finalizing the contract negotiations with Union Station following Governing Board approval in May, at the eleventh hour, USHS submitted a revised, increased budget and expressed
significant concerns with executing a time and materials contract. The time and materials contract was extremely important to us (as was communicated to all vendors as part of the procurement
process), as it was designed as a safe-guard to ensure that cities were receiving service for the hours for which the provider was being paid. Many contractors also prefer this approach,
as it should allow them to fully recover their costs. Union Station did not feel that way and, in late June, advised that they were not interested in executing the nearly-negotiated
time and materials contract with the SGVCOG.
Needless to say, this was an extremely frustrating occurrence given the work and discussions that had happened over the last 3 months. Our only viable option was to move to the second
bidder - LA CADA - and commence negotiations with that provider. We have done that and are finalizing those negotiations for contract approval at the SGVCOG Governing Board next Thursday
(July 21). The services provided will be essentially the same - three 4-person teams serving the region's cohorts. The contract will also provide clients with priority access to 16
beds in LA CADA's system. The contract requires that services begin within 30 days of contract execution, and LA CADA is on-track to adhere to that requirement. The Governing Board
staff report - which provides more specific information about the contract scope of work - is attached to this email.
While this situation has been frustrating, we think, ultimately, it will be the best for the cities. It's concerning that Union Station was unwilling to execute a contract that required
back-up to justify the hours paid. This is a problem that we've had with them in the past, and I'd encourage all of your cities to ensure that, in your contracts with any service provider,
you are receiving the appropriate back-up (e.g. hours; invoices) justifying the amount of the invoice. It also speaks to the extremely limited number of service providers in the region.
Our goal over the next year will be to try to increase the number of viable service providers in the region, and we hope that you will help us in this effort.
Based on this, you can expect to hear from us in the next 2-3 weeks to schedule kick-off meetings with LA CADA. For those cities participating in the High-Acuity Program, that program
is starting this week. You can expect to hear from us later this week or early next to schedule kick-off meetings with your cities.
