The County of Los Angeles has issued a local emergency proclamation for the late February Rain Storm. This was signed by the BOS on Tuesday. You will find it in this email. The Governor issued a State of Emergency which has included LA County. What does this mean for you? If your city has seen damages from the rain storm that began on February 23rd and on, you have the following options if you would like to submit your initial damages cost. Please read carefully. * You may proclaim a local emergency (LEP) for the February 23, 2023 Rain Storm. * Local Emergency Proclamation must be issued and signed by your Director of Emergency Services by March 4, 2023. (10 days from start of event). * You will have 7 days to take your local emergency proclamation to get ratified by City Council, unless you proclaimed during a Council special session. * If you indicate in your LEP that you are seeking CDAA or FEMA PA, you will have 72 hrs to submit your Initial Damage Estimates -IDEs (do not have to be specific numbers yet) to the State. * If you proclaim an LEP and do not indicate that you are seeking financial assistance at this time, we can submit a follow up letter at a later date, within reasonable time. This will allow you to determine how bad is bad, and estimate a cost. * Now, if you proclaimed during the January rainstorm, you will need to proclaim and go through this process again, IF you have additional costs and damages since the previous storm. It’s considered a new event with new issues which equate to potential costs. * Also, if you have residents whose private property has been damaged, and they have been provided to you, please document them on the IDE. * Local jurisdictions do not have a specific threshold to meet, you are evaluated independently and your budget summary will be requested. Whereas the County of LA has to meet a per-capita threshold. In order for you to begin this process, I will need the signed LEP no later than by March 4th. Yes, this is a Saturday and I will be monitoring my email. Unfortunately, time is of the essence. Anything signed and received past March 4th will take you out of the window. If you proclaimed this week, please send me that document ASAP. Thank you.
