HomeMy WebLinkAbout03/26/2024MINUTES OF THE CITY OF DIAMOND BAR REGULAR MEETING OF THE PLANNING COMMISSION MARCH 26, 2024 CALL TO ORDER: Chair/Torres called the meeting to order at 6:32 p.m. in the City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, CA 91765, PLEDGE OF ALLEGIANCE: C/Garg led the Pledge of Allegiance. 1. ROLL CALL: Commissioners Rawlings, Wolfe, Vice Chair Garg, Chair Ruben Torres ABSENT: Commissioner Naila Barlas STAFF PRESENT: Greg Gubman, Community Development Director; James Eggart, Assistant City Attorney; Grace Lee, Planning Manager; May Nakajima, Senior Planner, Dat Tran, Associate Planner, and Stella Marquez, Administrative Coordinator 2. APPROVAL OF AGENDA: As Submitted. 3. PUBLIC COMMENTS: Paul Deibel commented about the City Council/Planning Commission Joint Study Session that was held prior the Planning Commission meeting. He encouraged affordable housing in Diamond Bar, 4. CONSENT CALENDAR: 4.1 Minutes of the March 12 2024 Regular Planning Commission Meeting. C/Garg moved, VC/Rawlings seconded, to approve the Minutes of the March 12, 2024, Regular Planning Commission meeting. Motion carried by the following Roll Call vote: AYES: NOES: ABSTAIN: ABSENT: 5. Rawlings, VC/Garg, and Chair/Torres None Wolfe Barlas MARCH 26, 2024 PAGE 2 PLANNING COMMISSION tl PUBLIC HEARING(S): 7.1 Development Review No. PL2023-052 Under the authority of DBCC Section 22.48, the applicant and property owner are requesting Development Review approval to construct a new 4,310 square -foot, three-story, single- family residence with a 416 square -foot attached garage, 2,292 square -foot outdoor deck area, a pool and rear yard improvements on a 31,990 gross square -foot lot. The subject property is zoned Low -Medium Density Residential (RLM) with an underlying General Plan land use designation of Low Density Residential, PROJECT ADDRESS: 1200 Chisolm Trail Drive Diamond Bar, CA 91765 APPLICANT: James V. Coane +Associates 30 North Raymond Avenue, Suite 611 Pasadena, CA 91103 PROPERTY OWNER: Ricky Linn 1200 Chisolm Trail Drive Diamond Bar, CA 91765 AP/Tran presented the staff report and recommended Planning Commission approval of Development Review No. PL2023-05 based on the Findings of Fact, and subject to the conditions of approval as listed within the Resolution. Chair/Torres opened the public hearing. No public comments were offered. Chair/Torres closed the public hearing. C/Rawlings moved, Wolfe seconded, to approve Development Review No. PL2023-05. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS Rawlings, Wolfe, VC/Garg, and 9. PLANNING COMMISSION COMMENTS/INFORMATION ITEMS: None offered.
