I. SITUATION
Thousands of Americans will die as a result of traffic collisions this year. In at least half of these fatal
collisions, alcoholic beverages will be a major contributing factor. Extensive evidence indicates that it is
predominantly persons who drink often and heavily that are responsible for a high percentage of alcohol
involved collisions. It is believed there are approximately 41 million drivers nationwide that fit into this
category-that is, the high volume of social drinkers. On 08/09/2019, Walnut Sheriff’s Station Traffic
Detail will conduct a Driving Under the Influence (DUI)/ Driver’s License Checkpoint. The checkpoint
will be conducted in the City of Diamond Bar, between the hours of 1800 and 0200 hours.
II. MISSION
The mission of the DUI/ Driver’s License Checkpoint is to educate the motoring public to the dangers
involved in driving while intoxicated or unlicensed and to take appropriate law enforcement action of
those persons operating a motor vehicle while under the influence of alcohol or drugs or not having a
valid driver’s license, and seatbelt education through enforcement
III. CONCEPT OF OPERATION
Diamond Bar Boulevard / Highland Valley Road will be the checkpoint location. In the event of any
unforeseen circumstances and the checkpoint does not become viable, it will be relocated to Golden
Springs Drive / Golden Prados Drive. These locations have been determined using the criteria found in
Departmental Field Operations Directive 89-2. Media notifications will be made via SIB no later than 48
hours prior to the checkpoint.
At the beginning of the actual checkpoint operation, all vehicles will be screened. If a back -up occurs
during the operation and vehicles that are waiting to pass through are becoming a traffic hazard (i.e.,
traffic has backed up into and past a preceding intersection), and in no case shall a vehicle be delayed for
longer than three minutes without reaching the screening area, then the Team Leader shall employ an
alternate method of screening.
The first alternate screening procedure will be to screen three (3) vehicles and then let three vehicles pass
through unscreened. If this becomes impractical, then three (3) vehicles will be screened and six (6)
vehicles will be allowed to pass through the checkpoint unscreened. If the screening line of deputies is
reduced in number below three, then the above alternate screening procedures shall still be implemented,
only altering the number of cars screened by checkpoint personnel. This works as follows: two vehicles
screened, three vehicles pass unscreened, the next two vehicles screened, six vehicles pass unscreened,
etc. If a delay or back up persists, then the Team Leader shall improvise an alternate screening
procedure that satisfies the above criteria. In all cases, all screening procedures shall be unbiased in
nature and as unobtrusive as possible in contacting the motorist who chose to proceed through the
checkpoint.
If a prolonged traffic delay occurs, and it is the opinion of the Team Leader that following the above
listed alternative screening procedures will be ineffective, then the Team Leader may bypass one or all of
the steps listed. This includes allowing the Team Leader to relocate to the secondary location or
discontinue the operation of the checkpoint altogether.
