HomeMy WebLinkAbout03/12/2024MINUTES OF THE CITY OF DIAMOND BAR REGULAR MEETING OF THE PLANNING COMMISSION March 12, 2024 CALL TO ORDER: Chair/Rawlings called the meeting to order at 6:31 p.m. in the City Hall Windmill Community Room, 21810 Copley Drive, Diamond Bar, CA 91765, PLEDGE OF ALLEGIANCE: C/Garg led the Pledge of Allegiance. 1. ROLL CALL: Commissioners Naila Barlas, Mahendra Garg, Vice Chair Ruben Torres, Chair William Rawlings ABSENT: Commissioner Raymond Wolfe STAFF PRESENT: Greg Gubman, Community Development Director; James Eggart, Assistant City Attorney (telephonically); Grace Lee, Planning Manager; Hal Ghafari, Assistant City Engineer (telephonically) and Stella Marquez, Administrative Coordinator 2. REORGANIZATION OF PLANNING COMMISSION: Selection of Chairperson and Vice Chairperson C/Barlas nominated C/Torres. There were no other nominations. C/Torres was elected to serve as Chair of the Planning Commission by the following Roll Call vote: C/Barlas Yes C/Garg Yes C/Rawlings Yes C/Torres Yes C/Rawlings nominated C/Garg to serve as Vice Chair of the Planning Commission. There were no other nominations. C/Garg was elected to serve as Vice Chair by the following Roll Call vote: C/Barlas Yes C/Rawlings Yes C/Garg Yes Chair/Torres Yes 3. APPROVAL OF AGENDA: As Submitted. 5. CONSENT CALENDAR: MARCH 12, 2024 PAGE 2 PLANNING COMMISSION 5.1 Minutes of the February 13, 2024, Regular Planning Commission Meeting. C/Rawlings moved, VC/Garg seconded, to approve the Minutes of the February 13, 2024, Regular Planning Commission meeting. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: NOES: COMMISSIONERS: ABSTAIN: COMMISSIONERS: ABSENT: COMMISSIONERS: 6. OLD BUSINESS: None 7. NEW BUSINESS: Barlas, Rawlings, VC/Garg, and Chair/Torres None None Wolfe 7.1 CEQA Vehicle Miles Traveled (VMT) Significance Thresholds Update: RECOMMENDATION: Staff recommends that the Planning Commission adopt a resolution recommending the City Council adopt the updates to the VMT thresholds of significance. There were no public comments offered. C/Barlas moved, C/Rawlings seconded, to adopt a resolution recommending the City Council adopt the updates to the VMT Thresholds of significance. Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Barlas, Rawlings, VC/Garg, and Chair/Torres NOES: COMMISSIONERS: None ABSTAIN: COMMISSIONERS: None ABSENT: COMMISSIONERS: Wolfe 7.2 2023 Annual General Plan Status Update: RECOMMENDATION: Staff recommends that the Planning Commission approve the report and forward it to the City Council to receive and file. There were no public comments offered. C/Rawlings hmoved, C/Barlas seconded, recommending the City Council MARCH 12, 2024 PAGE 3 PLANNING COMMISSION approve the report . Motion carried by the following Roll Call vote: AYES: COMMISSIONERS: Barlas, Rawlings, VC/Garg, and Chair/Torres NOES: COMMISSIONERS: None ABSTAIN: COMMISSIONERS: None ABSENT: COMMISSIONERS: Wolfe 8. PUBLIC HEARING(S): None 9. PLANNING COMMISSION COMMENTS/INFORMATION ITEMS: 10. STAFF COMMENTS/INFORMATIONAL ITEMS: CDD/Gubman announced that ACA/Eggart will provide an overview of the housing laws and other legislation of interest to the City at the March 26, 2024, Joint City Council/Planning Commission Study Session, which will begin at 5:00 p.m. The Regular Planning Commission will follow at 6:30 p.m. with one item on the agenda, a new single family residence proposed at 1200 Chisolm Trail. 11. SCHEDULE OF FUTURE EVENTS: As noted in the agenda.
