Oil production and cattle grazing uses on the property date back t o the late 1800s. If not for t hese uses, the area undoubtedly would have been developed long ago. Oil production is now diminishing, leading to a t ransit ion of use for the company's land holdings. Th e la nd presents an opportun ity for a master- planned community, which recognizes the economic benef its of high quality development to the su rrounding community. Thi s newsletter is designed to outline important information and f acts regarding a new master-planned community and g ive you the opportunity to share any questions or comments. We appreciate you r time in reviewing this newsletter. Aera Energy L LC has embarked on a new and exciting community on our site located between Rowland Heights, La Habra Heights, Diamond Bar and Brea. We are moving forward in the p lanning of t his parcel with great care because we recognize the value of t his land to t he region , our neighbors, wildlife, and future homebuyers. And, si nce this is one of the largest privately owned, undeveloped parcels in t he area, we have the opportunity to approach it from a comprehensive planning perspective to build this new commun ity t he right way. Our goal at Aera is fo work with our neigh bors and com m unity leaders t o develop a sensitively designed, high quality master- planned community. We hope this newsletter gives you a greater understanding of o u r plans for this property as our outreach and plann ing processes p roceed. Watch for futu re issues of Aera Outreach, which will provide just that -continuous outreach to the comm unity. The Aera Team Planning Principles In developing our plans, Aera is committed to the following planning principles as guidelines: Maintain the big picture. Focus on a comprehensive plann ing approach; avoid piecemeal development. Be receptive to public input. Consider any suggestion as long as it is feasible . Prioritize community designs. Design a project that is econom ically viab le; complies w ith constra ints and regulatory demands; and addresses issues such as infrastructure and schools. Help meet reg ional housing needs . Provide a mix of high quality housing options to help satisfy t he critical regiona l housing needs. Be sensitive to viewsheds. Respect the silhouette of the upper former Nike missile sites along the promontory ridgeline; incorporat e contour grading, lot se t backs and la ndscap ing . ()ABRA.. Use multiple entry/exit points and phasing to reduce local impacts ; creat e a "fair share" plan for necessary off-s ite imp rovements. Be se nsitive to adjacent neighborhoods. Work to match densities with neighbors, and consider landscaping, elevation differences and berming. Incorporate parks and open space . Work with government and community organizat ions to provide recreational opportunities for ou r residents and neighbors, in cluding a golf course, trai ls, a sports park, neighborhood parks and open space. Manage urban runoff. Implement a watersh ed management plan consistent wit h the goals for the San Gabriel River Master Plan. Protect the wildlife corridor. Incorporate a wildlife corri dor t hrough t he property in the project's design. Enhance environmental resources. Restore woodla nds , sage scrub and riparian canyon habitats, and provide trail s, open space and an environmental ly sensitive golf course . The public has multiple opportunities to testrfy during public hearings in both Los Angeles County and Orange County, and to submit w ritten comments about the Environmental Impact Report (EIR). Elected county officials in both counties will evaluate all of the. feedback before any final determination is made on the project. The company is working with surrounding school districts on a potential school site in the project. Tonner Canyon wildlife undercrossing Aera is preparing the Comprehensive Resource and Restoration Management Plan so natural resources are protected and a vital link can be added to the Puente-Chino Hills Wildlife Corridor. Fifty percent of the property will be preserved as open space, parks and an environmentally sensitive golf course. Aera has identified multiple locations for recreational and community parks. Park locations may change in our final plan. Frequent ly Asked Questions Wh o isAera ? Aera En ergy LLC is one of California's leading oi l and gas producers, with operations extending from the Los AngE:lles Basin in the sout h to Coalinga in t he San Joaquin Valley to the north. The company is headquartered in Bakersfield, Calif., and employs more than 1,100 people. Aera also is engage d in real estate development activities in Orange County and Los Angeles County. In 1997, Aera formed a limited partnership with Toll Brothers, Inc. to develop the successful Vista Del Verde residential/golf course community in Yo rba Linda. Why a master plan? The property is made up of smaller property parcel s, which could be individually sold and developed. Aera believes a smart, thorough plan is most important to surrounding neighbors. A master plan approach also will help address and manage traffic, open space and other community issues . How does th e approval pro cess work ? The review process will begin with Orange County and Los Angeles County working w ith an independent environmental consulting firm to prepare an Environmental Impact Report on the project. The public, as well as local, state and federa l agencies, will have ample opportunity t o review and subm it written comments on the report, and testify at public hearings . El ected county officials in both counties will evaluate all of the feedback from residents before any final determination is made on t he project. Why don 't yo u j ust dedicate th e entire site as open space? Aera is a business and is responsible to its stakeholders and employees to operate responsibly and profitably. Any reasonable offer to purchase the land and preserve it for open space will be evaluated. But our primary intent is to build a quality new community that w ill provide substantial open space. Who will provid e municipal services ? The site's size and its location in the unincorporated areas of two counties allow Aera to analyze multiple service options for water, wastewater, school, police and fire service. In some cases, existing service district boundaries are already established. In others, the service provider will be determined through the ongoing planning process. What steps are you takin g to ensure th at the proj ect co-exists favorably with th e exi sting surrounding communities ? All new developments have an effect on their communities, both positive and negative. Potential negative impacts will be studied thoroughly in the Environmental Impact Report process. State law re quires that, whenever possible, the developer work to correct these impacts. For example, new developments are requ ired t o pay for road improvements, new traffic signals and water/sewer systems. These actions -ca ll ed mitigations -can bring benefits to the surrounding community. Our Project at a Glance Location -The proposed Aera community is located between Rowland Heights, La Habra He ights, Diamond Bar an d Brea -an area where recent population growth has created demand for new housing. Ninety percent of the project is s ituat ed in unincorporated Los Angeles County; 10 percent of the project is located in unincorporated Orange County. Acre age -Approximately 3,000 ac res Homes -The plan will provide a mix of high quality housing options to help satisfy the crit ical needs of Orange County and Los Ange les County. Aera is proposing approximately 3,600 homes on the site. The plan will also include a supporting commercial component and address local school needs. Pa rks & Op en Space -Significant porti ons of the land will be preserved for open space, parks, active/passive rec rea tion -including a golf course -and tra il s. Aera also will rep lace areas where natural habitats have been alt ered w ith better-functioning habitat areas and w ill open previously closed lands to public recreational use. Wildlife Cor rid or -Aera envis ions an enhanced and preserved three-mile long corridor, which w ill pass through the property, connectin g the planned Harbor Boulevard wildlife undercrossing on the west with Tonner Canyon to the east. This is widely recognized as an important and vital link in the Puente-Chino Hills Wildlife Corridor. Native Habitats -The site conta in s numerous native habitats an d woodlands, including sage scrub and riparian streambeds. Traff ic and Circul at ion -Aera is sensitive t o planning a community where there is a balance between the mobility needs of its residents with those of its neighbors. Potential traffic impacts wi ll be diffused because of the project design that wi ll have multiple entry/exit points.
