PARKS AND RECREATION COMMISSION MEETING RULES
Welcome to the meeting of the Diamond Bar Parks and Recreation Commission. Meetings are
open to the public.
PUBLIC INPUT
Members of the public may address the Commission on any item of business on the agenda
during the time the item is taken up by the Commission. In addition, members of the public
may, during the Public Comment period, address the Commission on any item or any matter not
on the agenda and within the Commission’s subject matter jurisdiction. Persons wishing to
speak should submit a speaker slip to the meeting clerk. Any material to be submitted to the
Commission at the meeting should be submitted through the meeting clerk.
Speakers are limited to five minutes per agenda item, unless determined otherwise. The
Commissioners may adjust this time limit depending on the number of people wishing to speak,
the complexity of the matter, the length of the agenda, the hour and any other relevant
consideration. Speakers may address the Commission only once on an agenda item, except
during public hearings, when the applicant/appellant may be afforded a rebuttal.
Public comments must be directed to the Commission. Behavior that disrupts the orderly
conduct of the meeting may result in the speaker being removed from the Commission
chambers.

posted in the City’s regular posting locations, and on the City’s website at

ACCOMMODATIONS FOR THE DISABLED
A cordless microphone is available for those persons with mobility impairments who cannot
access the podium in order to make a public comment. Sign language interpretation is available
by providing the City Clerk three business days’ notice in advance of a meeting. Please

C/Quan said she was happy and overwhelmed by the fantastic job the Parks and
Recreation staff has been doing for the City and it is always reassuring to receive
reports from staff members who report on their many completed tasks and
service to all age groups.
VC/Qiu said he has witnessed many positive changes this year compared to last
year’s summer events including roller skating on the basketball courts as
depicted in the photos shown this evening. Kudos to the P&R staff for a job well
done and he looks forward to more exciting experiences for the residents.
ADJOURNMENT: With no one objecting and no further business before the Parks and
Recreation Commission, Vice Chair Qiu adjourned the meeting at 6:45 p.m. to

Special Events
Concerts in the Park
The City of Diamond Bar concluded its annual Concerts in the Park series this summer
at Summitridge Park, the series took place on Wednesday evenings from June 14
through August 2. In addition, to the music, the City’s volunteen program provided
crafts, activities, and treats to the youth in attendance. Each week also featured two
food trucks one food truck offering meals and one dessert truck. New this series was a
weekly raffle at the end of each concert. Raffle items were provided by the non-profit
organizations attending the event. To wrap up the series on Wednesday, August 2 the
City celebrated Diamond Bar Night Out with the Diamond Bar Sheriff’s team and Local
Fire Station 120. Safety personal displayed equipment and handed out information.
Movies “Under the Stars”
Movies “Under the Stars” took place on Wednesday evenings at dusk after Concerts in
the Park. The movies ran from June 14 through August 2. All movies were “PG” rated
and family oriented. The highest attended feature was “Minions: The Rise of Gru” which
played on July 19. On average 100-300 people attended each movie.

The guide was delivered to homes early April. The guide covers recreation
programming mid-May through August.

programming September through December.
Recreation Classes
Recreation Classes
The summer session of contract classes continued to do well over the months of July
and August with a variety of classes and camps offered throughout the City. There were
180 sections offered through the months of July and August with 795 participants
enrolled.
This past July, the Parks and Recreation Department partnered with a new instructor for
a learn-to-swim program named Chino Hills Aquatics at Diamond Bar High School. With
a late start in the season, only one session of swim lessons was offered, yet the results
were very positive. In just one session, 154 students participated in the learn-to-swim
program. It was a very successful last-minute addition that brought in $22,690 gross
revenue, which gives hope for a continued partnership for a full summer season next
year.
Senior Programs
Senior Clubs
All Senior Clubs were in full swing, including indoor club activities at the Diamond Bar
Center, Heritage Park Community Center, and Pantera Park Activity Room.
• Evergreen Senior Club meets at the Diamond Bar Center Monday through
Friday. Activities include karaoke, mahjong, gardening, and more.
• Diamond Age Seniors returned to their regularly scheduled programming at
Heritage Park on August 16, after a short summer stint at the Diamond Bar
Center. The club meets on Wednesdays and Thursdays and hosts karaoke and
mahjong. Their Wednesday evening ballroom dance class was canceled due to
their instructor’s vacation.
• Diamond Bar Senior Citizens Club meets at the Diamond Bar Center on
Mondays at 10:30 a.m. Activities include luncheons, day and extended trips, and
bingo. They’ve recently created a website which will be included in the next
recreation guide.
• Sunshine Seniors meet at the Diamond Bar Center on Sundays. Activities
include yoga, Zumba, and private evening events. On July 23 they met for a
music event with performances done by club members. They typically meet once
a month if not every other month and host special events that include music,
dancing, and dinner. Their next big event is scheduled for October 15, their

Diwali celebration.
• Super Diamond Age met at the Pantera Park Activity room once in July. During
their scheduled times they practiced ballroom dancing. They returned to regularly
scheduled activities at Heritage Park on August 15.
• The Federation of Hindus Association meets at the Diamond Bar Center on the
fourth Saturday of the month from 5-10 p.m. Activities include music, dance, and
dinner.
• Photo Club members meet to share and learn by exchanging photo tips and
attending photo excursions. Meetings take place 7-9 p.m. every second
Wednesday of the month at the Diamond Bar Center.
Mt. San Antonio College
The summer semester classes at the Diamond Bar Center offered a familiar array of
courses, with no new additions. However, there was significant interest in
accommodating the growing popularity of the "Healthy Aging Slow Movement" class by
exploring the possibility of adding extra class time in the Fall.
Senior Talks
A series of Senior Talks was hosted at the Diamond Bar Center in July and August;
offering a total of eight engaging sessions, aimed at enhancing the well-being and
knowledge of our senior community. These talks covered a diverse range of topics, from
essential discussions on hypertension and understanding wills and trusts, to
demystifying facts about annuities and addressing the unique financial considerations
for women. The series concluded with an informative exploration of assisted living
options, ensuring that seniors are well-informed and empowered to make important
decisions about their health, finances, and future.
Senior Excursions
The senior trip to Fantasy Springs Casino had 45 eager participants in attendance on
August 9. This exciting excursion promised an unforgettable experience at the
renowned casino resort. Each senior was given a $45 deposit onto their player's card.
This trip was not just about trying their luck but also about fostering camaraderie among
peers and enjoying the vibrant atmosphere of destination that made it a memorable
senior adventure.
Senior Dances
The Senior Luau transported 170 enthusiastic seniors to a Hawaiian paradise on July
27. Tiscareno’s catered the event and dinner included coconut fried rice, elbow
macaroni salad, and grilled teriyaki chicken breast. Kona Ice provided refreshing,
colorful treats that perfectly complemented the island atmosphere. Anthem Blue Cross,
a dedicated sponsor, contributed to the evening's enchantment by providing a
photobooth.
The Western Senior Dance August on August 17 was a night to remember, bringing
together a lively group of 118 seniors for an evening of fun and connection. Attendees
enjoyed a delectable dinner from California Cookout, savoring the flavors of grilled

classics and fresh salads. Anthem Blue Cross generously sponsored a captivating
photobooth. The night concluded with an exciting raffle, offering an array of enticing
prizes.
Wednesday Walkers
With the Summer mornings heating up earlier in the day throughout July and August,
the group moved their meeting times to 8:30 a.m. This was to help avoid heat
exhaustion and strenuous activity under the sun. Due to the time change the group
averaged about 12 – 15 members during each meeting.
In celebration of Parks and Recreation Month, Wednesday Walkers joined forces with
the Day Camp youth on July 26. The synergy between these generations was
heartwarming as they came together to participate in a relay race. The festivities
culminated with a sweet treat, courtesy of Optum, as both groups enjoyed refreshing ice
cream, capping off a memorable day of fun and togetherness in the great outdoors.
On August 30, the Wednesday Walkers gathered for a meaningful meeting with the
California Department of Insurance. Together, they engaged in a valuable conversation
about insurance scam prevention, sharing insights and tips to protect themselves and
their community from fraudulent activities. It was an informative and empowering
session, highlighting the group's commitment to staying informed and safeguarding their
financial well-being.
Facility Reservations
Diamond Bar Center
The Diamond Bar Center saw a lot of activity during the months of July and August.
There was a total of 54 private rentals within the two-month period, 25 in July and 29 in
August. Of those events, 11 reserved multiple spaces resulting in 69 separate room
reservations. The types of events included 17 weddings & anniversaries, 13 seminars &
conferences, 12 birthday parties, 3 banquets, 3 memorials, 2 musical performances, 2
graduation parties, 1 retirement party, and 1 bridal shower. Within the two months, there
were eight returning renters, which demonstrates a high level of customer satisfaction
among previous renters. Gross revenue for both months totaled $165,475, a 32%
improvement over the same period last year, which continues a trend of significant
revenue increases from 2022 to 2023.
Heritage and Pantera Park Rentals
In the months of July and August there were five rentals of the Pantera Activity Room
that resulted in $1,301 in gross revenue. The Heritage Community Center also had 10
rentals over the months of July and August which brought in $5,353 gross revenue.
Picnic Rentals
Over the months of July and August, there were a collective total of 30 reservations
throughout the City Parks. The revenue for these four months resulted in $1,837 gross
revenue.

Healthy Diamond Bar
Nekter Juice, Crunch Gym, and Serenity Zen Tour - August
Healthy DB highlighted three Diamond Bar Towne Center businesses. 30 participants
had the opportunity to tour Serenity Zen, Crunch gym and Nekter Juice. At Crunch Gym
participants learned about the classes and other opportunities. In addition, participants
received a membership deal if they signed up during the event. Nekter Juice offered
participants sample juices and a 10% discount on all purchases.
Youth Programs
Kinder Skills – Summer Session 1
Kinder Skills began the first Summer Session on Monday, July 10 and concluded on
Friday, August 18. There were 12 participants enrolled in the two-day class and 13
participants in the three-day class. The theme for the 6-week session was Under the
Deep Blue Sea. Children practiced their writing skills, alphabet, shapes, colors, and
other kindergarten readiness skills. The highlights of the sessions were learning all
about ocean life and how to protect it. Children were able to enjoy water play with some
aquatic animals. Children were also able to make their own “ocean” snack out of blue
Jell-O and goldfish crackers.
Day Camp – July
Summer Day Camp continued through the month of July. Each week was filled to
capacity, with 50 registered campers a week, for a total of 200 campers this month.
Each week of camp had its own unique theme with prepared activities to each week’s
theme including crafts, games, STEM activities, entertainment, pool trips and much
more. For example, week 5 was themed “Pirates Ahoy.” Week 6 was “Superheroes,
Assemble!” Week 7 was “Into the Future,” and Week 8 was “Nature Unleashed.”
Day Camp - August
Day Camp concluded the final week of camp on Friday, August 4. Week 9 finished at
full capacity with a total of 50 campers. The theme was “Coolchella” to celebrate all of
the fun that was had over the summer. Campers received a special visit from Kona Ice
for a cool and refreshing treat in the heat!
Volunteens - July
Volunteens continued through July volunteering their time at Concerts in the Park, Day
Camp, Kinder Skills, Senior Dances, Senior Softball, and Wednesday Walkers. Over 60
teens were registered for the program.
Volunteens - August
Volunteens wrapped up their volunteering for summer programming on Friday, August
4. To show appreciation for all of their hard work and time spent assisting staff,
Volunteens were given the opportunity to attend a day at Knott’s Berry Farm on
Tuesday, August 8. A total of 20 Volunteens attended the trip and had a great time
enjoying rides, playing games and taking lots of photos.

Youth and Adult Sports
Adult Volleyball – July
The Winter/Spring session of Adult Volleyball began on June 5 at Chaparral Middle
School. Adult Volleyball remains to be a popular program with 21 participants enrolled in
the session. Participants drop-in on Monday nights from 7pm-9pm. This session has
participants ranging from 22 to 73 years of age. The session concluded on July 24.
Field Allocation July - August
In late June allocation applications for user groups were sent out for the allocation
period, September through December with an application deadline of July 17. Seven
qualifying user groups submitted an application for allocation. The user groups included
AYSO Soccer, Diamond Bar Girls Softball, Pony Baseball, MVP Flag Football, Diamond
Bar Soccer League, FC Hanaro (adult Soccer) and new organization Diamond Bar
Blues (adult cricket).
On Wednesday, August 9 user groups attended an allocation meeting via Zoom to
discuss the upcoming allocation period and review the field assignments.

SUBJECT: November 2023 Commission Meeting
RECOMMENDATION: It is recommended the Parks and Recreation
Commission consider staff’s options and provide
direction to staff.
Traditionally, the Parks and Recreation Commission discusses the November meeting
schedule on an annual basis due to the Thanksgiving holiday. This year, the November
Parks and Recreation Commission meeting falls on Thanksgiving, which is Thursday,
November 23, 2023.
Based on the Thanksgiving holiday and the lack of anticipated agenda items, staff
recommends the following options, in recommended order, for Commission
consideration:
A. Similar to previous years, cancel the November Commission meeting and
reconvene on January 25, 2024.
B. Reschedule the Thursday, November 23, 2023 meeting for Thursday, November
16, 2023.
