WHEREAS, the City of Diamond Bar ("City") desires to participate in the Los Angeles Urban County Permanent Local Housing Allocation ("PLHA") Program; and WHEREAS, the City authorizes the execution of a Reimbursable Contract with the County of Los Angeles in order to receive said PLHA funds. Bar follows, Section 1. That the City Council does hereby authorize the City Manager to execute any and all documents, including a reimbursable contract with the Los Angeles County Development Authority acting on behalf of the County of Los Angeles, necessary for participation in the Los Angeles Urban County PLHA Program on behalf on behalf of the City of Diamond Bar. Sec�iion 2. That the City Council determines that the proposed action does not constitute a project under the California Environmental Quality Act ("CEQA"), based on Section 15061(b)(3) of the CEQA Guidelines. Section 3. The City Clerk shall attest and certify to the passage and adoption of this Resolution and enter it into the book of original resolutions, and it shall become effective immediately upon its approval.
