RE: OPPOSITION TO AB 595 (Essayli) 72-Hour Public Notice
Dear Honorable Assembly Member Berman:
The City of Diamond Bar respectfully opposes AB 595, which would require that all
animal shelters provide online public notice at least 72 hours before euthanizing
any animal. While it is agreed that euthanasia should only be used as a last resort,
AB 595 will not resolve any of the underlying issues that lead to euthanasia, but
exacerbate shelter overcrowding and create an unfunded mandate by
increasing holding times for animals in shelters, resulting in increased animal
services costs to our City.
AB 595 will require shelters to make significant changes to their current processes
in ways that run counter to long-standing best practices in shelter management.
Currently, shelters can operate at capacity and only end up euthanizing as a last
resort in emergent situations. While well intentioned, AB 595 will not serve to help
the animals most in need and cause significant financial hardship to shelters. This
is especially true in under-resourced areas of our state where shelters serve
residents who are often already struggling with larger issues, like housing and
income insecurity.
For these reasons, the City of Diamond Bar opposes AB 595.
